The fugitive slave bill, which has been before 1 Ihe Seuate for several days, was ordered to be en- I grossed, yesterday, by a vote of twenty-seven to twelve. Hud will, no doubt, be immediately paMrd. It was so amended att to make the United States marshals liable for the escape of fugitive slaves after their arrest, or for not using due diligence in xecutmi: wariants for their arrest. In this shape, it was ordered to he engrossed. The amendment ; thus attached to this bill practically amounts to | aothing, tor according to the laws already in ex- ' istence, the United States marshals, or their :?onds- ' Men, are liable for any neglect in the discharge of j tbeir duties, as sherifls are under S'ate laws If a aherifl arrest a man for debt, and has not the body f :he prisoner forthcoming when called upon, he i renders himself liable for the debt, and can be i made to pay it. There is nothing new, therefore, in the amendment, ulthough it rniy have been as well to pass it, so Ha to m^ke in ir*hals more careful than they otherwise might be. , The civil and diplomatic appropriation bill was nder discussion all dav yesterday, in the House of Representatives. Amendments appropriating nearly forty thonnand dollar* for the purchase and conttaiuate of the L'otigi rut* mil Ufoht, were pa d. I The bill will, in all probability, be di*pos< d of to- ' day. We have accounts of tha extra meeting of the Texas Legislature. The Governor's message, according to our arte nuts, is full of sound and fury. The Governor ?aiv? !j- remarks that a portion of the ' disputed territory nnjrht l>e purchased. We thought as much, and have no doubt that the ten million appropriatfM will be very acceptable to that State. If ?u< h an unfortunate occurrence should take place, other Southern Slates would undoubtedly take sides with Texas. The result would be a civil war that would end in the dissolution of the Union. If Texafe t hould seek to extend her jurisdiction over that part of New Mexico to which she lays cltitn, l>y force, it is easily seen that a conflict would inevitably take place, the probable conaequences of which we do not care to allude to at preaeut. Such being the stale of feeling in the South, and so imminent and dangerous being the present situation of the country, it may be asked, how can harmony l>e restored between the two sections of j the Union, without the North sacrificing eiih-r j digrmy or principle ? The answer is apparent. Let : the llout<e of Representative* lay aside all oilier | mutters for the present, and take up and piss . the bills which now lie on their Speaker's table, | ai d which have already received the sanction of the Senate. Those measures, together with the ! paseuge of the Fugitive Slave bill, now before the | last named body, would, we are certain, satisfy the . South, ai d be agreeable to ninetetn-twentieths of ; the people of the Northern States. The North ' would get the admission of California, with her i constitution as it is j the South would get territorial governments for Utah aud New Mexi'o without the insertion of the Wiluiot pruvi.-o; ihe Texan boundary question would be di.-| '>sed of in a manner tkat neither section could object to, for the country is morally bound to pay the plain* against that Mate, coutrarted and i.mvuleil for minr to its annexation ; and l>y the bill now before the Senate, the You'll would get an additional guarantee for the protection of their property, on* batted on the original conifMict, nnd which the North, in justice and Ihit dealing, could not, and we believe would not object to. Now, we believe that all of these measures can I* easily earned by the House ; and we v*. <iId pre** jpon them the urgency there exu >, fo? legislating upon them at once. United Stites tr< ope are on their way to .Santa F'c from dill'^reut garters, and Texas is in a *tal<' of fermentation. Let Texan lie humored and indulged a little, rather than allow a conflict between her and th?* general government to take place. If wronir, tint State w'U be right before long. On the House of Representative*, therefore, a tremendous responsibility test*, and with them we leave it, hoping tint the cloud* which have again gathered around the alavety question will be soon dispelled. The Bsr.Mt'da Convicts?Akrxst or tiic Captain or the Swan.?It will be aees, by reference to another column, that Joseph Pierce, the Captain of the Swan, was arrested, yesterday, upon a warrant issued by Justice I^oihrtip, upon charge j of conveying into this State men who had been convicts in a foreign country. The arrest was made under the act to which we referred yejter- j day ; and we are glad to see thut this law, which , appeared to be a dead letter in the statute book, i* to be put in force, and that the authorities will not permit this city and CMate to be polluted wun e cD importations.
