The failure of that luckless expedition ? the arrest of certain prisoners, and their sp?edy execution? r he defeat of the remaining portion of the expeditio i ? the capture of the survi\or<, and the fateihey under went at Havana, were all iucidents which produced in extraordinary sensation throughout this country, and more especially through the South and West, where many of the adventurers we ro highly con nected with American fa nilies The conduct of the Spanish coIomh) government in Cub e, and also that of the Biitish. American, and other olfloera, hasal' keen reviewed by the newspiip?*rs, in various ways, since that period up to the present timo. Among all the incident s, howev?r, which cbarttc teriied this hapless expedition. none appear wore grateful to the seuse and feelings and gratitudo of tb? American people, than the sympathy and aid ex tended by the Kritish oonsuluto in that city towards the unfortunate captives at Havaua In that busi ness. Mr Smith took a prominent and very impor tant part, contributing his time, his talents, and hid influence, in exertion# to moderate the soutenco of the law pasted upon them, and to procure some al leviation theteof from the clemency of the Spanish government. In strict propriety, a British funstion ai} at Havana was not culled upon iu any aspect of the ea*e to extend his sympathies or hi* assistance to any other of the unfortunate prisoners than those who claimed tv be British subjects or natives of Eng land ; jet we believe that Mr. Crawford, the highly respected British Consul at Havana, and in an especial manner bis youthful Consular Secre tary, not only felt sympathy for the pitiable con dition of the few prisoners who claimed to be British subjects or natives of England, but also extended th it. sympathy in a very emphatic and efficient manner towards all others ? even foreigners? but particularly to those of American birth and liue.age This eon duct naturally gave rise to a groat degree of gone rous enthusiasm, towards euub noble specimens of Bri'iih agents, among the people of the South and Southwest, who generally know many of thoso un haj-py men, and wero deeply interested iu their fate. Such being the sentiment there, Mr Smith, of tho British consulate, received, somo few months ugi, an invitution from the friends of those unfortunate persons whom he hud so befriended in Havana, to visit New Orleans, and seveuil other cities South ai d Southwest Having accepted theinvitation, he was received with rnarki d demonstrations ol esteem, rcpect, and gratitude, equally honorable to tne peo jile of that region, ui.d to the officer and ugeul of her Britannic Majisty. as a tribute to that enlight ened and libernl course of conduct whloh called for such an expression of gratitude from u foreign, though a cognate, land and race. Southern comuiuniu ofthe Union towards the foreign functionary who aided and assisted his countrymen in their misfortunes, we give elsevhern in our columns to-day, a very interesting review of his progress, ex tracted from the Mobile, New Orleans, and \ iek? burg japers. describing the scenes thtough which he passed, and the respect he received from citizens of the highest character and important official posi tion in all these Southern cities. Wo might have added, too, Louisville and some other cities, where equal attention and honor were lavished o.i liitr.. iu reward for his humane and generous conduct to the unfortunate Americans in Cuba. But what we have to-day given is quite sufficient to exhibit and sliiw forth the gratitude of the American people for tho favors conferred on their unhappy connections by the iunctionar\ of a foreign government in a fore'gn lat.d. These honors and attentions bestowed on Mr Smith by the public authorities of New Orleans, Mobile, and other Southern cities, are remarkable in some other rcspects. On that occasion, Mr Smith, with a degree of frankness aud manly eloquence wh'oh -n ill be appreciated by all, undertook to prore, and succeeded in convincing all those with whom be associated in those cities, that tho Spanish government, in Cuba? particularly while General Concha was Captain General ? had acted throughout with a degree of forbearance and kind ness which had not been hitherto acknowledged iu tlio American newspapers of that quurtcr to such an ex tent os it deserved In this respect, Mr. Smith cxhib. ited remarkable moral courage ami manly feeling, in becomit g as it were, a pacificator on the occasion between the fillihusteio spirit of the Southern cities ar.d the lojal Spanish seLtiment of the Isla'.d of Cuba. He stepped in as a moderator, and we havo no doubt his speeches in explanation, his generous I description of the i.oblo C"nduet of General Concha, , and the honorable and upr ght career whi.'h ho pur sued, will have more edict in producing a favor able reaction iir Southern sentiment, in order to pro 1 vent, hereafter, any more attempts or expeditions of I that kind, than anything that has takeu place or giown out of the events of the last two unfortunate CJJ editions. In this way Mr. Smith has displayed great tact aud almost unexpected statesmanship^ ' reconciling with wonderful address the hostile foel f ir.gs which have for the last few years existed bctwetn our Southern cities and the authorities anil Spanish influences of the Island of Cuba. While j we ruid his ingenuous speeches, and admire the boldness with which, in the midst of tho Southern flhbvsirro sentiment, he rises up and defends tho Spanish government, and particularly General Con cha, we are surprised at the ability and gratified at the frankness with which he manages hi J subject. It reminds us also of thu consummate tactics by which Sir Henry Bulwer, late minister to this eoun try, regulated his conduct and managed his diplo matic affairs dm it g his brief but brilliant career as British ambassador at Washington Few British ministers seem to have understood the trade of di jlomticy, as applied to the government and people of the Unite! States, before the anpearance of Sir Henry Bulwer. His genius and sagacity and tact at once opened the road, sni wbil# he was negotiating at Washington with Daniel Webst er, the Secret or J of State, and settling points of importance in that metropolis, at other times, he frequently would be found in a different part of the country making speeches, a' d exercising his ingenious diplomatic eloquence with " the great power behind the throne" in this country, great r than the throne itself, a-i.d that is the sovereign people.
