Dr. Wolcott Gibbes then read a report relative !? the tunds of the association and the sale of the volumes of the proceedings. This report strongly condemned the custom of selling the volume? of the proceedings at a high, or at any price at all, and also the custom of collecting so large an annual fee from the members ; expressing the beliet that we had no possible need of funds, except to pay the permanent Secretary and the general incidental expenses > f each meeting. Dr. Gould remarked that it was the primary pur pose of those forming the association to make it the means of an easy interchange of information, atten dance. Ac. He knew that tkus far the assessment was buithensome, and had contravened the benefi cial purposes of the organization. He knew that a lady of Boston had presented to the association a large number of volumes left in the library of her husband at hi.- dratb, which were to be presented to tbe members of the association. These volumes had been taken. and sold, to the extraordinary mortifica tion of the lady, and derogation of the association. He deprecated the whole system as unnecessary, op- , pressive, and positively productive of dissatisfaction. Tbfc remarks gave great satisfaction to the asso- I num. Professor Hall said, that in the old association it had been the purjiose to keep the assessment law. It was once as low as 12? cents. True, the number of members was small, if the citizens of cities, or individuals, chc-e to publish the volumes, then let ttie members have the volumes free of charge. It wis wrong to assess in this way by selling volumes. Bather pay twice the sum in any other way. He was, and had been, opposed to a fund; thought that Jt was unnecessary, and would prove disastrous. Lieutenant Hint thought that this would be beg ging cities to invite and assist us. Professor Hall thought not, and would despise bncha process. Professor Bache thought tliat we should be inde pendent of these pratuities, that every member should pay, and then we would a-sfc no favors. We never nave desired to speculate or raise a fund. We have discussed the propriety of offering premiums, and determined to r>tier none, as the British Associa tion does, and therefore there is no need of a fund. Com. Wilkes wanted information, and thought that they had better be printed. Professor Glints said that a committee often was desired to consider wisely the whole matter of the revision of the constitution. The Pubhidunt said they bad come from the com mittee unanimously, and were considered wise and important, or they would not be presented. Professor J. L. Smith thought them wise. Professor Hall thought they were unanimously sustained. The ass< wment was among them, and the volumes should be distributed gratuitously. Prof. Bachk regarded it only as one of those mo difications so accessary to a progressive body. He did not refie;t on the past. It would reflect on liim Belf. We huve advanced, and must change to keep np with the times. Dr. Gould said, that as there seemed to he a mis apprehension regarding the resolutions, they had tetter he read. Thty were read again. Mr. Eedfiklp wished it understood that even un- j der these res lutions it would be very long before the | constitution could, or would, be changed Prof. Levekino thought the first resolution might be so modified as to relate to future collections, asd that, a* it now stood, it would reflect on the furmer administration. As it is, we are now a year ahead, and it was. probably, but commendable business foresight in the offi -ers. It wa? so amended as to read " farther" collec tions, Ac. Com. Wilkes asked what was the number of the edition. The President replied that it lormerly had been 1,000; but Wis now l",'JOO. The resolutions were unanimously adopted. A resolution passed the Association modifying the resolution of Saturday last, which authorized the Per manent Secretary to purchase copies of the back volume". It was so modified as to demand that he should furnish these volumes to the members of the Association at the cost price. Dr. Gipbks w w moved that the President ap point the committee of ten gentlemen to revise the constitution. The motion was carried, and the President an nounced that he would make tbe appointment to iBorrow. as it required some time for reflection. The standing committee recommended calling on the Perrrai ent Secretary, Prof. Baird, to make a full | report to tbe Association of his operations fir the j year, and of all the moneys received, disbursed, and now on hand by him. | We believe that no report has aa yet been made manifesting the condition of the treasury, which is said to he unnecessarily fi ll. The only necessary ex penditures arc f r programmes. <kc., for the sessions, stationery, and the salary of the Permanent Seore taiy , which is three hundred dollars annually. The general meeting then adjourned to three ?'clock this afternoon. A Sixoi'lab Cask. ? She eventually recovered the full possession of her faculties; but what Is still most singular in her case, as we are told, she suffers vio lent pains in the head as regularly as evening ap proaches, and a' length, and about the same honr each night, fall* into a swoon, very similar to that ?vhicb. in the first ii stance, was supposed to be the uleep of deith. The citizens of Erie, Penn sylvania. are in a state of great excitement, on ac count of a proposition by the Lake Shore Railroad Company, to change the gauge at that place, so that the preheat delay and inconvenience arising from different ranges may be avoided. The alteration is abeut to t>e made under the antbority of an aot of the last Pennsylvania Legislature; but the poople of Erie are determined to resist the change "at all haz ards a?d to the last extremity." They held a meet ing on the 19th ult. and passed resolutions which, the Post says, H amount to rank nullification, and are likely to lead to open war." They say the law was procurred by bribery and corruption, and is not binding on them. They are determined to tear np the railroad at all points where it crosses the streets of the city of Erie. The City Council met the same evening, and ordered the high constable to tear up the rails, and made it the duty of every citizen to aid in the work when called on, under a penalty of five dollar*, and imposing a penalty of 1100 for re sisting the order. Truly, they have stirrincr times in Erie. We hope the matter wili be settled without bloodshed. Destructive Fire at Fairfax Court House.? On their return they came to * spot where a fence bad been thrown across the road, dur ing their absence up the creek, which tliey at once proceeded to remove. While engaged in this work the party was fired upon three times by several per sons concealed in the bushes near by. At the last discharge, iflr. A party of about sixty workmen, engaged on the Ohio and Mississippi Railway, rear the month of the <ireat Miami, got into some difficulty on Sunday, which resulted In a serious encounter at a temporary grog shop that evening. It seems that the men were divided into two parties ? one from this city and on" from Law renceburg ? and that bud blood had previously ex isted between tbem. On Monday nit;l?t the Law rencebnrg paity, having been discomfited in the lirst encounter, returned to take vcngeance upon the others. A terrible affray ensued, in which shovels, pickaxes, iron bars, clubs, Ac. were freely used, and the final result was three men killed, six badly and probably tftelly wounded, and a large number of the rcmaincuswarfully cut up and beaten.
