Out dianlBAinir nf T)p nnnlH and Ihn utihelitii. Hod of some other person In bta piece. The trustee* charge tbet the "superlative precision and tranecendUal exactness Inordinary matter*" or Dr. Gould baa caused the useless expenditure or very large amount* or money aoout tbe Observatory, for Instrument* and other millers, which hava been entirely useless, and noar prove to have been inexpedient. They charge delay, atso, m mounting the Instruments which have been oonitruoted for we In the Oheervatory. They ask, "Wny do these noble Instruments remain so long In the boxes when every astronomer, conscious of bis own ability, would pant for Ihe unfolding glories which they are expeoied to rereair" (bey say they belleye the reason why the instruments hay* not been mounted is a discreet unwillingness on the part of Dr. Gould to test bis skill as a practical astronomer. There are many other obarges instituted against bim, made by men whose assertions will not be attempted to be reruted, which go (tar to oonvince the pnblio that th? profesaor poeseases a spirit too arrogant and too des potlc to have control of such a grand and noble national institution aa the Dudley Astronomical Observatory is yet destined to become. It seems that the corporators of the institution?that Is, the trustees?placed In a subordinate board, termed the Scientific Council, the regulation and management of the ostitntion, as well aa the selection of practical scientific > Ulcers of the institution. The principals of the United States Coast Survey?Maasrs. Bsc he, Henry and Pierce? were included. This Council was advised that tbe truileee bad removed Dr. Gould, and solicited the Council to co-operate in "some new arrangement in the uTairs cf tbe Observatory." Messrs. Bache St Co. write from Washington, requesting a copy of the specific charges preferred against Dr. Gould, and the suggestion of what new arrangements thsy, the trustees, propose for future action. No such request was oomplied with, except communicating a statement made by Mr. 01oott, the President, to a meeting of the trustees. The Douncil met in this olty on tbe 30th ult., when Its members sgaia asked for oral or written evidence in anpport or tbeir serious charges against Dr. Gonld. The trustees reply, through tbe President, that thoy cannot recognise lit a rV, nn.,11 ? an annnlltla tplhnnftl Knl If IHa 1 Council have any recommendations to make aa to a sue cfMor to Dr. Gould, they will be received with respectful rouiideration. Mtwsrs Bache, Henry and lberce then male a proposition to take, unconditionally, the charge of the Observatory, subject only to the Board of Trustees, or to refer the difficulties to discreet arbitrators, or else to appoint a committee of tnree member* to confer with the Scientific Council,In order to ascertain if any measures of ooacthation can be suggested. Mr. Olctt replied by stating that tbo trustees had do further commuulcation to make, but If the Council have any recommendation to make concerning a successor to Dr. Gould, the trustees will receive it with the most respectful consideration. Thus the matter stands. Though thia rupture la disagreeable to the patrons of the Institution, and to the scientific public generally, it will evidently result to a beneficial purpose. The trustees are not te*acinus In the Instalment of any particu ar protestor of astronomy; they oniy declare unequtvoca'ly their lost confidence la the ability and c >urtesy of Dr. Gould. They will undoubtedly recognise any gcntlemon of scientific aitainnienu, exceptlcg him, whom tn? Oralis trade, population. wsalth? ccmrosfe and art of all bar slater cities, has s pa/ dearly for her pre emuisnoe. iUia baa the fortune, of rather ssisfortuse, te be flllad witli patriotic projectors ? Hmrwui to exalt ber flame that there to no end to their reborns* la ber behalf. Those disinterested individual* foaod out j that the Bailee; should be enlarged, though it bar long ceaaed to be the resort of any but emigrant runae.-u, , rowfles and loafers; they also disoovored the aeomtily j of blbng out the alipa naar Washington kari.et, trimwhich a rental of lUty thousand dollars a year hat slip | pert Into the pockets of nobody keowe whom, and creating a city property which has boea seized epon by the 3;Uo; of aewera, to drain vaoant lote; sehool houses costing thou sands of dollars, where (l>ere Is a quarrel already about the Bible; and Oaally.a groat Central Hark, wuich will exceed the estimates by milllou* of dollars and entail an enormoas annual Sx to keep- it h? repair. That the site chosen Is capable of being converted into a vast pleasure ground cannot be denied, but it vM only be at an Immense expe?L?. No one csn look at Ita rooks and ravlaes, nor examine the plans by which the* are to be turned Into landscape gardens, without batog struck with this fact. But the whole affair is only a job, from drst to lash For a certain class of persons, contractors blasters, policemen, ranger*, keepers, gardeners and Idlers It Is a very fine project; and Tor politicians who de sire seats in the Common Council and a heavy vote, and for contractors who are still anx'ous to plunder the city treasury, it it a scheme inviting In its prospects and "alto gather lovely." For tax payers and real-estate holders it has a very different aspect; and we think even tnat patient creature, posterity, will some day groan over the improvement and sigh under its infliction. We canuo deny it has ths Kant river on one side, tho Hudson on another, nor that it looks northwardly avsr the Harlem flats and river, and the Bpuytenduyvtl, or wastwardly towards tho l'alisades, or eastwardly towards Long Island; nor that It has some historical associations and the remains of some hasty ontrenchmeats. But these natural advantages, which would have securod for it at no distant date a dense and a flourishing population, could have b?en enjoyed without such an enormous and unnecessary expenditure of public money. It Is the opinion of many reflecting and judicious persons that a different system might better have been adopted; that a number of smaller parks might have been laid out in different parts of the city, north of Mali son sqnare, which would have been mora convenient or access, more advantageous to the holders of adjacent property, and of more direct advtillage In point of health, that a fairer distribution of the public funds could have been tnide for such embellishments, aud that a much lees amount would have been siilllclent for these purposes. Great efforts have been made, and not without success, to create aetrong publle opinion In favor of the Central Park. A flattering and expensive report of its capabilities has been publiahed. The press has warmly eulogized them, plans on a largo scale have been projected and enormous premiums have boon paid to draw forth the la lent of native and foreign artist*. In a short time money will begin to flow like water into every nook and corner or this excavated pleasure ground, we are to nave isaes filled with ducks and geese, over which eome mvderu St. I rrc.i.ond will be appointed keeper, skatlog panda for gentlemen of elegant leisure, cricket grounds for our best elevens, drives for upper noodledumto assist its laborious digestion, quarter runs for horses that can go a mile la I 40, ice cream gardens for heated pedestrians, and groves of trees, where love sick youths may I'lay with Iho tangles of Korea's hair, Or sport with Amaryllis in tho shade. Here, In shrubberies that gbenstone might have envied, will the swilled loafers sleep oil their lager bier. Here un der the cover of some rock, or in the (loom of some grotto, the unsuspecting may be relieved of their purses, In spite of the Jack boots, leather breeches and velvet jackets of the foreet rangers; here children may be lost, andfiypsies find them for a reward, and under the walls of a beleagured arsenal the military foroea of the city in peace prepare for war. All this ws admit may take place, and mu^hmore. Dut who la to pay the piper f How much more money oau be taken out of the pockets of the citizens without a corpse? Already eight millions a y ear are required for our municipal expenditure, and If ue treasury is plundered In the style It has been lor the last year or two, sixteen w Mb* demanded by the patriots who havo the desi re ?t-u the influence still further to Improve tho city. We omt parks now which it would be very becom-them to look alter anl keep lnorder;but wo fear, as , Is nothing more to no made out of them, tbey will to be cherished as the lunge of the metropolis, and all be itncken with conscmptlon, like that In Tompkins square. We -oppose, however, It is too late to make any suggestions of an economical or oautionary nature. The ground has been purchased, a city stock has been isaual to pay for it, a board of amateurs have It In charge, and upwards of thirty plans have been prepared by ambitious engineers. There are the rocks, and the trees, and the reservoir, and the new Manhattan lake. The business must proceed. Terrific majorities lie ia embryo for the ambitious politicians cf the upper war la, and there will soon be n multiplication of these precincts when the shan lien of four or five thousand stipendiary workman skirt he avenues. Tbougb at some distance from the seat of government In the do*n town triang Is, the Central I'ark may be the nearent point to the Common Coun II room after all. We lock for a large bnelansa in marblo pillars and terra cotta ra-e , In Iron railings and ruatlr. bridges, and for a f?evh impulse to Long Island and Newbnrg nurseries. Tbts In pre gross.
