Our Peed?Hew fe rhM^ui H. to rnt BBiToa or tub iisaain. The rapid growth of the city of New York, irrespective ami independently of it* unrivalled . nn- f mere ml position, baa been greatly assisted by the * angular and cheap supplies furnished it of two ia- * dispensable articles?-water and fnel. It is not possible we conld have attained our present number* if water was still sold by the pailful, a* it was not 1 many years since from the " tea water pnmp;" or if j English coal, or wood brought hundreds u< miles j frost our vanishing forests in the interior, were our ouly reliance to keep ourrelve* warm daring two- i thirds of the yaar. Hie Erie Camrl unquestionably gave the great ira- * pulse tio our-prosperity, extending our water communication from Albany (for that hy the Mohawk beyond was scarcely worthy of the name) to Buffalo ' and Detrofc; and the population which had been one ( haailwu) blvt. rnaawi in noanKinf* fsAtll 1 ill til IlllUUiCVI 1UU BlAVJ-lllirc jvain lu lo^uiu^ Iiwiu j J %o 1064*89, then liegoa its subsequent enormous ! strides. It w?s soon perceived, however, that to I i Wke this prosperity permanent a full snppty of I pore anu wholesome water was necessary. This ( t a not the vlace to comphnteut those ! ap'ickms meu and patriotic citiecas who I * snfgested, unstained and carried out the 1 i Oroton water system, and who liegan it and finished ? it with pare hands, without a stain upon their char- y wcter or usWrve*- but if the city ever decrees statues to its most meritorious citieens, it will I* to those to whom the incalculable blessing of pnre and while- i some water arc attributable. i The opening of the coal wines in PewMyWania, la which the company of John Wurta so splendidly led the way. wis another boon to New Perk. It gave an enormous impulse toeur manufactures, uuti noted power to the strain engine, and comfort and warmth to the homes of the laboring classes. The capital employer' -in manufacturing in this citv ha*- becniee greater than that of the shipping of the p >rt, by a larro difference. Thus water and fuel have brth eontribotrd their rn^hty aid to bmld up this great city. 'What else do wc require to secure our asr en dancy. The answer is simple?cheap and abundant taod. It is well knows that the price of our food is teodi'.y increasing. Moderate salaries, and incomes formerly deemed anple. are no longer sufficient. This is the excuse gmw to the public for the enermous increase of official remuneration which is constantly Advocated and taking place in the City Hall, aud which cannot well lie rejected by the taxpayers, who experience the pressure of the prices of food in their own families. It i?, indeed, the general excuse for high salaries. O.nuot something t?e done to remedy "this state ol things? 1 imagine there can, and with simple directness which invites au immediate Attempt. Let us, then, flrst l>ear in mind that the .population of the city is now greatest in the upper -wards, and that, in lact, below t'aiuil street it is comparatively small. Next, that the configuration of the island is such as to impel its future increase in the same direction; and also (and this is the turning fioint), that the transportation of food for our " daily consumption frora the lower to the upj>er parte - f the city, is almost the chief cause of the nigh prices of lood paid by uptown housekeepers. For example, it is cheaper to tramqiort a barrel of flour from Rochester to New York, than to cart it from South street to Union square. And it is equally true that those living in the neighborhood who are able to market at the Fulton and Washington markets. And a material difference in nrices in their favor. On the contrary, it is well know that families in the most populous upper w ar Is are charged by the retailer an exorbitant advance upon the down town prices. Thus for months after Hour had fallen several dollars a barrel all through the country, and could tie bought of good quality at the w holesale tores down town at from t4 75 to #? per barrel, it was still retailed up town at from to $'?, at which K" se it remains. While anthracite coal can be ght in the lower part of the city for $4 30 per ton, at many of the upfwr j'e.rds #..j 50 is still asked, and ordinary consumers are obliged to pay it. It thus appears from these few examples, which illnstrute the entire state of things, that the price of food is enhanced by local transportation in a very diapru|Kirtionate degree, and that this enters into the pr.ee charged by the retailers every time an article of food passes from one dealear aud place to another. And though we have twelve public markets, the evil is irremediable without a change in the system. The two great markets are the Washington and the Fulton. The wards in which they are situated are the two smallest in the city. and are miles distant from the more populous, which being the largest, are of coarse the best consumers. The Centre and the Jefferson are the next most important, and in many respects more useful, for they can be reached by the Fourth and Hixth avenue railway. The Franklin, the Catherine, the Clinton, the Essex, the Union and the Haricm, are useful only in a limited degree. The Tompkins is in progress of reconstruction on a liberal scale, and we trust it will be worthy of its location. My suggestion then, is, as follows:?To reorganise ! IKa? arlwilu niurlrot kVvtaim itn na tn wsx-inw f/t uvurv ward in the city a market house of the very beat 1 description. The new structures should be located ' no as especially to arcomawslate the inhabitant* i respectively, and at points mist accessible to the ' rate >t number. Wherever practicable, they should placed on or near the line.* of the city railway*, and on street* conn* ting with the Eaat and North mem. We mieht then expect to see the craft visually engaged in bringing farm and garden track, or fruit, fish. Ac., lying at the wharves moat convenient to these markets, thus greatly -hortening the distance of city trans(Mtrtation, and lessening the expense to the consumers. We should then have twenty-two markets, of which twelve, if not m?>re, would lie new structures: and there is no douht but an honest Application of the rents of the stalls and cellars would not only pay the internal of the coat of construction, imt produce a sinking fund to extinguish the prin?ipn: of the cost. As our maikets are now mtnaged they are a downright swindle on the public?mere monopolies in the hands of favtred parties. The receipts from them are very trifling, although the aloe of the prupertv on which they stand is large. The Washington and Fulton are estimated at six hundred thousand dollars. As the business is now conducted the producers of market truck have hot little chance. They have only two or three markets where tbev ran readily dispose of it. The forest a Hers first nuke them their prey; the up town dealers then add a considerable advance, and by the tune the consumer has purchased. a profit of from twenty to fifty per cent has been niade at second and third hands ou most of the ?n ?? iv" umwuj- twuMuucu in rwi?-? muic istuiiim. Vegets,.blc? of alt kind*. fish, ham?, tongue*, egg*, foreign fruit-, "ranees, lemons, banana*. pineapple*, arc alt admirably adapted to the operations of the peculator*. ] have known a difference of three hundred per cent on some of these articles on the name da>. according to Ibc locality where they Were offen d for aale. A good system of markets would npaet all this extortion. If we ran have bnt one party letween the producer and consnmer. we may easily nave twenty per cent in the expense of our food, and this raving would aeon lie perceptible in the improved condition of manv hundred*, nay thousands, c< families, who now find themselves sorely pinched to meet the daily outlay for food alone. It is the habit of some dealers up town to lay in mall daily stocks from the lower markets, and as they sell off to their customers to raise the price on That remains, under the plea of scarcity. A good mark< t in snrh a neighborhood would indeed be a Warning. In short, we want twenty-two first cla*? markets, with *11 the modern Improvements, the old ones to be reconstructed, to have them plaied iu the very best positions in each ward tortbe p oh lie accommodation, and properly controlled and regulated. The farmers of Jersey could sell their products ut one place, of lying Island, at another, and of Westchester at another. These would pas* only through one band to the consumer, and thus the" intermediate pri os would I* reduced. We shall then have pure water and cheap fuel and food and the laboring classes would Is-in a far better condition than they now arc. The carriage having stopped, two ladles alighted, one of them an extremely handsome woman of shout'forty five years of age, with fresh c implosion and eyes of dazzling beauty. The lady, who was evidently laboring under excitement wh oh exercised all her power* to control, advanced att nearly as she could through the crowd toward* the busting*, and announced herself ss the wile of the Right Bon. Sir. E. B Lytton. Mating that she bed come according to a promise made by ber to confront her bur band, and to exuoae the wrona* which she said he bad Inflicted upon bar, and which she had tfescriied in her work* aim In a pamphlet published by her. The ap pearance of the lady was not unexpected, as her coming bad been announced In hilts and placard*; but owing to a deception whnh bad been practised upon her by aome persons in the town, who had introduce 1 themselves to her, she was detained In the town wbi.e the elec lion was proceeding in the vicinity. Those in the secret antlcioated that f he would not discover the - mistake until the proceedings were over, anl that her design would be urns frustrated, it was nearly so. Kejogmzod as soon ss seen, ner voice was nearly drowned by the shonta of Sir Edward's supporters; but 8tr Edward's eye caupbt bers. and bis face paled. Be looked like a man suddenly attacked by paralysis Those near htm say he trembled exceedingly. For a few moments be retained his position in trout of the hustings, but turned bis back to the unwelcome visiter. Tben he suddenly disappeared below the boatings platform. while bis wife cried, "Cowaid," and he, having hastily slpcod the usual declaration, Mpi into the residence ol the gentleman on whose grounds the election took place.
