day next.
The United States District Attorney (FxJudge Roose
velt) informed the Judge that some papers were in course
of preparation in his office respecting proceedings against
other parties connected with the frauds on the Depart
ment of the Interior, but in oooscqueaoe of the absence of
a witness they would not be ready for acme short time.
The Court took a recess, and as the witness was not
forthcoming, after a lspse of a couple of hours, Judge
F<ualk-y ordered an adjourmeul until morning.

The news from Charleston, startling as it in, pro
duced rather a favorable effect in commercial cir
cleu to-day. The evacuation of Fort Moultrie, aud
the concentration of the United Sthtes troop* in
the much more formidable Fort Samp tor, were un
derstood an indicating a determined purpose on
the part of the government not to suffer the pro
perty of the United States to fall into the hands of
the insurgent* without a struggle, and th? indica
tion strengthened public confidence. It is anarchy
that merchants fear, much more than bloodshed.
Stocks were higher to-day, though the inaiket
was inactive. Bome koldera of State -tocka took
Ik* opportunity of slutting their load to other
shoulders. Th'* recent robbery of bonds continues
to be freely di?euased. and the doetrino that tlie
government can claim tho bonds in th- hands of in
nocent third parties i? energetically disputed. The
opinions of prominent lawers are quoted to prove
that delivery, without notice of any fraud, confers
a good title to these bonds. Wo presume that
prominent lawyers will always be found to give
opinions which may give ri*e to fat lawsuits. The
fact is, however, that tho government is going to
claim its property wherever it can find it, just as
an individual would do if his horse or his
ship or the deed of his hou?e hud been
stolen. It may be very hard on innocent parties;
but what ran the gov ernmnnt do ? It must claim
Ha property wherever it is; the victims will have
their recourse on Mr. Secretary Thompson, Mr.
(lodard Bailey, Mr. I*u*-ell, Mr. Floyd, or any ouo
else who may have bad charge of the bonds, or
connived or a-stated at the robbery. The govern
ment will, we presume, enjoin each of the States
whose bond- have l#ee.i taken not to pay the iute
re-t ou *u< h bon If this i- re*i-ted the matter
will go into court; and judging from the len tii of
time which has elapsed since the New Haven Rail
way bonds went into court, a final de -i-i ,u may be
had in the course of seven or eight or ten years.
In the meantime the individual litigants will hate
paid, in the shape of costs, a large per ccntagr on
the bonds to the lawyers who-e opinions now
comfort them, and will have the "Htisfictinn of
knowing that if tbey win the ease at lu-t. the
United States government pays its own costs
only. The event should he a wonting to the
pnhlie. No man sho nltl deal in b..n.t? which are

No man should hold property which may have
come to him from a thief, and may be reclaimed
by the real owner*. The disclosures made on the
arrest of Bailey prove that over three milliona of
bond* were left in tha keeping of a single
irresponsible clerk, who received a *oial
salary, and had gi'cn no security. If
this is the way bu-ine-s is done at Washington,
who shall sey how n<aay more bond- muy not be
afloat, waiting till?some fresh robbery coming to

! Liverpool, or London, or Havre, or Bordeaux, or

Charleston with no other clearance than one sign
ed by a South Carolina official, and no other flag
than the Palmetto, would be lawful prize by. auy

; lookout for slavers, Iu a word, the South Caro
I lina Convention, by the ordiuance to which we
refer, has closed the port of Charleston more
j effectually than all the navies of Europe could
have closed it. What effect the event will have
npon shippers of cotton and rice, and upon buyers
of bills drawn against shipments from Charleston,
a very few days will determine.

Mr. Cisco received deposits to-day on account of
the five million Treasury notes to be awarded to
morrow at Washington. The impression prevails
that they will be awarded at 7 a 8 per cent inte
re>-t. The indications are that few bids went from
here.
The following dividends have been declared:?
The Metropolitan Hank, a sciui-annmil dividend of
^onr per cent, payable January 7; the Hartford
and New Haven Railroad, a quarterly dividend of
three per cent, payable on the 2d of January, to
the New York stockholders at the Union Bank:
the Western Railroad of Massachusetts, a semi-uu
nual dividend of four per cent, payable January 1;
the Atlantic Rank of Brooklyn, a semi-annual divi
dend of flve per cent, payable January 2: the
Nuumkeag Steam Cotton Company, of Salem,
Mass., a dividend of seven per cent, payable
January 1; the Emigrant Industrial Savings Bank,
its u*ual senii-annoul dividend, payable on the21st
of January, at the rate of six per cent per annum
on sums of flve hundred dollars and under, and at
