eight families in the whole building, to provide J fireproof stairs, balconies, iron bridges and I such other means of egress and escape as are ' specified in its clauses. The wooden cornices j hitherto u?ed in buildings are to be substituted : by metal, brick, stone or other incombus tible materials. We earnestly trust that no modification will be effected in the bill in its passage through the Senate. The fact that a large number of lives are annually lost through j the cupidity of tenement house owners ought to be sufficient to overpower any lobby Influ ences that may be employed to defeat it. A Manifesto from Mr. Sbward.? Mr. Seward 'is about to address a communication to the Commissioners from the Southern government, "which we suppose may be looked upon In the light of an administration manifesto to the bor der States. It is very probable, however, that -it will not prove of much account, bat will be no better than his late speeches in the Senate, -during the last Congress? an amalgamation of honejed phrases and glittering generalities, meaning anything or nothing. The truth is, that the administration do not know what their own policy is, for there never was before such a set of imbeciles installed in power at Wash ington. With the solitary exoeption of Mr Seward, who, though shrewd and intelligent ? enough, still wants political courage, they are mere men of straw, with a dilution of milk and water instead of healthy blood in their veins. They neither know how nor are they willing > to rescue the country from peril, and nothing - can be expected towards that end excepting a thorough revolution in public sentiment in the Northern States, emphatically expressed at the > polls. In this, and in this alone, is there any hope of safety for the country. More Fat Pickings in Ewmtro. ? We lean there is an attempt now being made by cer tain parties to induce the Commissioners of the Sinking Fund in this city to reward them pretty liberally for their services in lobbying through the Legislature a law establishing the right of -the Common Council to all the old roads on Manhattan island. These old roads, under common law and common u?age, have always been supposed to belong to, and have been so held by, property owners on either side of them. Most of these old thoroughfares having been ^closed for years, and improved and built upon to the extent of millions of dollars in cost, it would seem now a most outrageous proceeding on the part of the city to lay claim to property, utder special enactment, which has so long been held by private owners under a conceded light. City Intelligence. Mosx Ahoct Child Sruum; ? Cauiiok to Paiubrs.? Yesterday morning we published the i>artlcularfl of tUf? recovery of a stolen child, by means of a paragraph -which appeared In this paper last week. Since then .a I or mat ion of a case almost similar in nature his reach? 1 us, and we publish it fur the benefit of parents, who it . appears oat not be too careful of their children. About four o'clock last Saturday afternooi a lady, having two ? children with her, went into a store on one of our most publi: avert ts, and while purchasing goods the young ones weni to the deor. In a few moments the eldest of them, a boy six years old, was misfiug. The other child said he had been taken off by a woman. Diligent search was immoilstrly made, but in vain. At a late hour, however, the child was brought borne by persons who had found him crying in the street, a long way oil from where he nad been taken, and stripped of bis outer clothing. The inhuman wictch had stolon him from his mother, and after dragging Mm otf a long i distance be robbed the hclpicee child of his clothing, then j leavitg him to perish of cold or starvation in the streets. That such a thing can occur in broad daylight is certainly rather alarming, and it is to be hoped the exertions of | the polico auihoi ities will be aroused to bring to justice the brutal wretches who practice sucg barbarous modes of robbery. The picture* is sixteen feet by twelve, proportions which hare enabled the artist to give the figures their natural size The period of the action chosen is that so vividly dascribed by (X?m modore Morkenzie in his life of Perry: ? "Iteaerted.'' he nays, "by the Niagara, which was to have encountered the second of the enemy's ships, and attained only by the Caledonia, the Ariel and the Scorpion, we find him resisting for mare thin two hours the whole of ttie Britirh squadron. Finding at length his vceael cut to pieces, his guns dismounted, hid means of resistance destroyed , and nearly the whole of his brave crew ly ing dead or wounded aro<md him, in stead of yielding the <lay, after having done everything that depended upon him to win It, and leaving the re snooslbUity of defeat to the commander of the xugara, be thought only of using the means that rem ilne 1 to timet. 11 to secure a victory. Paislag from the Law-1 rence under the enemy's lire, saved from death as if mi" racuiouily, he retched the Niagara, and, by an evolution unsurpassed for geuius and hardlhool, bore down upon the enemy, and dashed w:th his fresh and uu njured vessel through the enemy's ilne. It w us thus that the battle of K.-:e was won, not merely by the genius and in spiratlun. but eminently by the exertion.- of .me man." In the picture Perry is seon -in his pinnace letviog the Lawrence, the stars and stripes floating at the bow. and the bero h'mself standing 10 the centre, wi'h his baud extended in acknowledgment of the cheers which g eet him from bis dUatl?ni;ig ship. The ball- are Hying about him in every direction, and one has Just struck the oar from the hands of a n< gro whose alarm ta characteristically depicted. Perry's brother, a boy about twelve years of age, is seen tugging at his coat in the vain effort to mike h'tn eft down o aa to render himself a loss cousptcuous mark This incident 1s rendered the more interesting by the fact that the model who (at for the little mid ahipman is the grandson of Comm >dore Perry? i youog 1 lnton, son of fhc weii koowi clergy nu of that name, and said to bear a striking r-semb'-tnee to the hero of Lake K> la. The figure of Perry is, of ourse, the central object la the picture It is admirably drawn, and conveys in the freedom and 'instudied elegance of its attitude a correct idea of bim aa he is described by those who kneir him. The bead is gracefully set on the shoulders, and the features have a refinement which contrasts well with the broad, massive faces of his boat's crew . There are all studies taken from the navy yard, and are dis tinct type* in their way. They are sketched with a vigor and Individuality that impart to them a separate interest, and that realize all the excitement of the scene. Ho care lulif, indeed, has ea< h point of tbo picture beea made to till, that the story is complete even ta Its minutest details. We faccy that we have under oar eyee the battle Itself, with ali its shifting incidents and emotions. A more credible work, taking into ac court Its motive and the boldness with which it I drawn, has never bees attempted by aa American artist If painted with the same truthfulness with which it is designed, itwill deserve to rank with the best h'storical composition of the French and German schools. Lang's last work '? Mary, Queen of tfcota,'' dividing her Jewels and wardrobe the day before her execution, la on exh:bit!oo at Goupil's. It is Interesticg for the manner In which this affecting rplaode Is treated, and pleases the eye bj the sweetness and harmony of lta tones The drawing Is not always good, and It Is faulty la perspective. The genera: merits of the work will, however, redeem these defects ta the eyes of the general v 'alter. Tbo Body of Vantlle Hack. TO TUB EDITOR OP TU HKKALD.
