Many oi the commonest nece*s:v ries of life, such as the cheapest kind of dry goods anil cutlery, cett'ee, *alt, io., &.c., are, and have been for some time, absolutely unknown in mai>y Isr/e Soul hern towns. The market which will be reopened to importers when the blockade is raised will be able to consume Umost wy quantity of goods. It is argued, however, that tho Southern people have no means of paying for good*. This is evidently a mistake. There is in the South at least ono full cotton crop, which, at prices consi derably below those now s uling, would still suffice to pay for as m.my goodo as could be sent South before this year's crop begins to move. We hear a great deal about tho destruction of cotton by the desperato m; sore ants who still head the rebej armies; but the amounts so destroyed will probably prove quite inconsiderable in the aggregate. It has been the policy of the r .bel leaders to prevent the cotv n being sent to shipping porta. They adopted this policy in order to prevent Urge seizures of cotton by our naval S|uaaroua;'a.ud the planters acqmeoccd iu it the more cheerfully as few of them had bagging, and none of them were anxious to sell at ths current rates in tlte Soattt. The result is that the great bulk of lan year's cotton crop is on the plantations still, and has not been, and probably will nut be, destroyed. It will take time, of course, to re-establish the commercial machinery by which this cotton can be made available to pay for goo<ls. Merchants will be slow l+> trade with the South until Congress and the courts have fixed the exact limits of the Con fiscation act, and until military rule ha* been some what relaxed. The first shipments to New Orleam are?jtist as likely to be seized by the soldiers on one side or the other as to be sold at a profit. But after the present confusion subsides, and the com mon sense commercial instincts of the Southern factors and planters come into play, it will be safe to look for a very large and. profitable trade with the States now under insurrectionary control?* trade that wiil be none the leas profitable to the North, because the bulk of it will, from the neces sity of the case, be transacted on a cash basis. To-morrow they will pro bably show a further increase of some five mil lions of dollars, their aggregate deposits averag ing for the week something like $115,000,000. Thia stupendous and unprecedented increase of bank deposits tells the whole story of the money and stock markets. Never before in our history?not even in 1838?did money increase and multiply at this financial centre as fast as it is doing at pre sent. Money is pouring in, not only from the go vernment, which is creating its daily millions in the shape of'legal tender paper, but likewise from the banks of New England, the Middle States and the West, which are keenly alive to the opportuni ty now offered them of inoreasing their circulation. Every bank in the country?with the excep tion of the banks of this city, which have never made money on their circulation is expanding its paper issues. The course of the foreign exchange market is a subject of active discussion among merchant*. With regard to the supply of cotton hills, we can say no more than we said last week. The newspaper* of New Orleans appear to be conducted by lunatics, and, judging from thein, it would be rash to antici pate rea.?on or common seme from the people of Louisiana. Coupon sixes closed last evening at 101, aud seven-thirties at 104%. Railway stocks did not advance as much last week as they did the week previous, chiefly in consequence of sales by speculators, who wished to realize profits. The prevailing opinion in the street is that the course of the market is upward, and occasional pauses in the movement are regarded with satis faction, as they Impart fresh strength to the rise. The capture of Norfolk and the de struction of the Merrimac will doubtless prove the signal for another spirit of business. The most popular securities continue to be Erie, old and preferred, Hudson River, Illinois Central, Galena, Toledo and Rock Island. Attention is especiaHy attracted to these stocks by the increoee in the earnings of4 the roads which they represent. The Erie ha3 never been in so sound a financial position as at present. The holders of the preferred stock will probably reccive a dividend this year, and in 1363 there will probably be something to divide on the common stock. Erie, moreover, is the espe cial favorite of New York speculators. People know all about it. It is s New York concern; and if there is any activity at all in the stock market, Erie is sure to feel it. Hudson River his advanced 8 per cent on the increased earnings of March and April. Illinois Central is, perhaps, the most like ly of Utf speculative stocks. The opening of the Missisflppl river to trade will quadruple the busi ness of the line. From being in an embarrassed situation it will at once leap into such a traffic as to tax to the utmoat its entire rolling stock. The presence at Chicago of the President, Mr. Wm, H. Osborn, is a guarantee that opportunities will not be neglected, and that when the right time comes the Illinois Contral will vindicate the predictions of its originators. Galena and Bock Island, as well as Toledo, are popular, because they are eamiifg more money than usual and have good prospects. Galena has taken its place among reliable dividend-paying stocks, and will doubtless psy 6 per cent at least for many years to come. Rock bland is known to have earned a dividend. Its managers decline?very properly?to say when it will be declared, but the street rumor is that the directora will dooide to divide three per cent in June. Toledo has just paid three per ceut. Its financial position was explained by the Presi dent when the dividend was declared. Its float.ng debt may be regarded as wiped out, and its earn ings justify the belief that it also will resume its pUce permanently ojt the dividend-paying list. These are the stocks which, in the opinion of old operators, offer the best prospects of an advance. We notice that the President has nominated and the Senate has confirmed Mr. John J. Cisco r.s Assistant Treasurer of the Unned States at New York. The government has very few servants as faithful and as competent as Mr. Cisco, and his re appointment reflects credit on the administration and the Senate. To the press Mr. Cisco is uniform* ly obliging and complaisant; and it gives us pleasure to bear our testimony to his remarkable fitness for the very responsible and important office which he holds.
