Miscellaneous Item*. PRISON GUARDS. [From the Richmond Dispatch, July 26 ] For several mouths past, owing to the demanu for men elsewhere, the officers having in charge the different Conlederale prisons in tnis city have been compelled to put up with mere apologies for soldiers in tbe way of guards. Maay ot them, it it safe to say, never knew their duty, and took nopains to make themselves acquainted with it- Under such a state of affairs it is no wonder that ?out prisoners have escaped a vigilance that did not exist and a sense of duty tint was equally baseless. Judging from the conduct uf some ol tbe men put on guard at Castle Goodwin and other points of importance,a priso ner has only to dress himself up in the presumed apparel ?Tan officer or gentleman, assume an authoritative air and his exit is assured. It would pay to instruct all prison guard* as to the natur* of thuir duty. Some of tham are lamentably deficient in the requisite know ledge. MASONIC CELEBRATION OP TQfi BATTLE OP MA NASSAS. The first anniversary of the battle of Manassas was celebrated on the 21st inst., at Dill's farm, at General Whiting's headquarters, by Bee Dodge of Masons. A procession was formed at Dill's and marched thence, pre sorted by a brass band, to tbe farm of Mrs. Sclicrmer hem Arrived there, proceedings were initiated by prayer by Rev. Dr. Duncan. An oration an eulogy on tbe '~itb of tbe gallant and lamented brother Barnard E. ?, Brigadier General, C. 8. A., who tell at Manassas, ir Uieu delivered ia reeling and appropriate language by Rev. Dr. Stewart, an Episcopalian clergyman of Alex andria, Va., wbo, it will be remembered, was driven ftrom hj* pulpit by the hirelings of Lincoln for declining to pray for that individual. The processiofi returned to Dili's farm, where the exercises of the day were coa ctoded. DEPARTURE OP YANKEE PRISONERS. (From the Richmond Dispatch, July 25.] Orders were received yesterday , at the C. ?. military prison, corner of Twentieth and t nry strocts, to prepare about six hundred of the wounded prisoners for dopar tore, under flag ef truce, at sight o'clock this morning. Th*y will go by railroad to Petersburg, tbeuc* to City Point, and bo there delivered over to their frieuds. None wore sonl off yesterday. CAPTURED. [From th* Richmond Dispatch, July 26.] Ml Central train of cars, arriving on Wednesday avening, brought down, under guard, seven Yankees, ?aptured by a portion of the First Virginia cavalry, andcr General Stuart, near Beaver Dam depot, a lew days Bincc. July 25.] Owing to the persevering assiduity of guards from the army, or some other potent cause, the number of strag gling soldiers in our midst has been reduced to a mere fraction of what it was two days since. The mo ment they sell for the same price as 7.30 notes, or nearly so, it is presumed that the Secretary will authorize an exchange. Tho public have again begun to deposit money at the Sub-Treasury at 4 percent. To-day something under $100,000 was received. The course of gold and exchange appears to tend downward. Gold opened this morning at my,, foil to 116 between the boards, sold at 116f? at tho second board, and closed that bid. Bxchango has fluctuated ail day at 127 a 128. There were some large sales of bankers1 bills at 127. It is not easy to perceive how gold and ex change can be maintained at their present prices. The feature of tlic market is inactivity?a general disposition to avoid doing business. This aiato of tilings ia of course temporary. Strange rumors are afloat with regard to obsta cles which are said to be thrown in the way of trade with New Orleans by United States officials in authority at that port. It is commonly stated among merchants that it is impossible to obtain a clearance of a cargo of sugar or cotton without paying a douceur to some one. It is likewise stated that, all the tugs being in the hands of the government officials, sailing ships cannot get up to the city from the Passes without purchasing from some one the right to hire a tug at an enor mous figure. These stories are probably unfound ed or much exaggerated; but as they are current and generally credited we have thought it right to mention them, in order that the officials at New Orleans may be aware of what is said of them here, and likewise that tho Secretary of the Trea sury may institute any inquiry which may be pro per on the subject. Rumor makes very free with names in connection with these alleged irregulari ties. The Sub-Treasurer received $1,500,000 in small notes this morning from Washington. The busi ness of the office was as follows to-day:? The interest will commence to run from the date of the deposit. The exchanges at the Bank Clearing House this morning were $20,143,810 35, and the balances $1,587,810 35. The New Orleans True Delta of the 20th inst. thus notices the exchange market in that city:? Exchange was in moderate demand throughout, and foreign bills tcuded upward, owing to the enhanced movement in rates at New York, Boston, &c., while do mestic stiffened somewhat in view of remittances to the North for goods sold by parties who recently bought them ou speculation. The quotations this evening are 130 a 135 lor sterling bills, 4f. 20c. a 41'. per dollar for francs, und 5 a 12 per cent premium for sight drafts on the Northern cities. Specie has been in limited inquiry at 118 a 121 tor silver and 122 a 125 lor gold; uncut-rent bank notes ruled as heretolore at 40 a 60 per cent dis count, with only nominal offerings, while transactions in all classes ef stocks and bonds were, for the most part, wholly suspsndad. With a large falling off in the receipts, there waa but a fair supply on sale to-day, notwithstanding the fact that some three or four hundred cattle wore offered which were on sale last week, but which oould not bo sold in consequence of the superabundant supply then on hand. The cattle were or a fair average quality, and as the sup ply was moderate, with no expected arrivals to depress the market, trade was steady, though not neatly so ac tive as some of the more sanguine of the speculators and regular dealers anticipated. The speculators who pro ceeded to Albany to obtain accessions to their limited numbers, which offared on Monday morning, were generally in expectation of a material advance in prices; but the timely arrival of the cattle, which eume in on Monday afternoon, and tho three or four hundred 8tato cattle, prevented any rise in the rates. There was a general belief that there was a slight improvement in prices on Monday, particularly In the better kinds, which sold readily at our outside quota tions above. The range to-day was from 6c. to 8,*<o. a 8 >ic. per pound, but the bulk of the offerings sold at about 7J{c. a 8c. The butchers having gensralty supplied them selves liberally last week, wore indifferent about pur chasing; otherwise there would probably have been an advance. MILCH cowa.
