Long and interesting conversations wero held with those three distinguished gentlemen. The subject of *he best method to be adopted for recruiting, both for ?Id nnd new regiments, was discussed in ell its bearings. On Tuesday last an interview was had with the Score tary of War. The committee stated, la as terse a man Mr as possible, the object of their visit to Washington, nnd suggested that all recruits furnished from New Yorlc State, for old v and new regiments, should bo set down aa the quota furnished by tho Stale un der the new oall. This was at once assented to by Secretary Stanton. That gentleman expressed him*elf as particularly Interested in filling up the old regiments ?a speedily as possible, and mentioned tbe fact of having received a letter freru Governor Morgan setting forth the particulars of the exeitlons which he was making in order to forward tbe interests of reeruiting fer regi ments already In the tield. The question of drafting was also brought up, and Secretary Stanton expressed his ap probation of such a course should the quota of troops not lie furnished before the l&ih of August. On Wedneeday the committee called upon the Presi dent, and the subject of drafting was discussed with much animation. The President also gave expression to %is assent on this point should the necessary troops not be forthcoming. With regard to the progress of recruit ing In the different States, lie said that quite favorable reports had bees received, and gave it aa his -opinion that there would be no necessity whatever for a draft. But should it become necessary for this extreme measure te be resorted to the President ww no reaaon why such a course should not be pur sued. In respect to the matter of recruiting for old regi ments, tbe President gavo his opinion emphatically in favor of filling ?p the same as rapidly as possible. After ?onference with the President the committs* repaired to Oeneral Halleck, whom they found with the Secretary of War and General Burnside. The * ommander in-Chief re ceived them kindly, and entirely coiucidcd with the views ?xpressed by the President and Secretary of War in regard to the matter. At the conclusion ot these interviews the committee were assured that orders would be immedi ately issued which would fully carry out tli* object ol' the viait. From all appearances the committee are unanimous that ? draft must necessarily and ought to be reported to. THE DEATH OF COLONEL MONRO!, OF THK TWBNTY 8ECOND REGIMENT N. Y. S. M. The death of Colonol Janios Monroe of the Twenty second regiment N. Y. S. M., has been announced. Colonel Monroe died at Harper's Ferry of oocgestlvo fever, and his demise will be mourned by a large cirsls of friends and acquaintances In this city. He graduated at West Point Military Academy, and was in the Mexican and Florida campsigns. After flltcen years'service ho turned to practising law, until taking command of the Twenty-second regiment. The rooms, or wards, as they are called, are large, extending across the building, allowing a free lussage to the outer air. The floors and cots look cleanly, and the general aspect of the apartments waa satisfac tory.
