The subject of an extra session of Conpreas has been generally discussed, and the opinion now is that it will not be needed. Congress lias evinced so mischievous a tendency to interfere with the management of the army that it would be highly dangerous to convene it if the^nccopslty can be avoided. Mr. Chase wants about $100,000,000 to carry him through till the regular session. He has, in the way of resources, the receipts from duties and taxes, $150,000,000 of legal tender paper to is sue, Bay $30,000,000 of stamps for sums below $1, any .quantity of certificates of indebtedness, $600,000,000 of 5-20 bonds to be sold at or above par, and power to receive about $35,000,000 in temporary deposits. These resources can surely be so handled as to bridge over the four months. If the legal tender money rnns low, Mr. Chase can borrow on the pledge of the 5-20 bonds or certifi cates of indebtedness, and Congress will ratify the act when it meets. He could always raise forty or fifty millions in that way?enough to pay troops? and these are the only creditors who cannot afford to wait. The trne key to our financial question is the conversion of currency into bonds. This oan ' only be secured by victories in the field.
