Some bankers are upder the impression that Monday, September 1, is the d$y. This ih a mistake, as will be seen upon reference to the act as finally passed. The closing legisla tion on the bill provided that September 1 be sub' stituted for July and August; but, as October 1 was the day designated in the stamp aection, that section, of course, is in force as originally passed.
