?km politics should never enter?nine-tenths ?looted were nominated by tbe democrats. There must be some earns for a revolution so /Complete?a defeat so overwhelming to tbe republicans, aud a triumph so universal as the conservatives have obtained. At the Noveui ?ber, or tbe State election, the people of this city gave their opinion in reference to the manage ment of the war, by de'euling every candidate "Dominated by the party that is responsible for the ?war and the couduct of the war. Not a nominee of the republican party had a ghost of a chance ?of election. The repudiation of the rcpublicau nuamunageraof tl e war was emphatic and deci sive. At the charter election which has just taken place the republicans nominated Robert T. llaws, the present efficient incumbent, for -Comptroller. Notwithstanding the fact that he has the confidence of the bu-in<'es men, property -holders and taxpayers of the city, nine-tenths ol "Whom preferred him to any other mm for that -office, yet, fearing thut his success might be claimed as a change in public opinion and us ?n endorsement of the conduct of the war, they ?cast their votes for Brennan, the candidate of ?fce conservatives, thus preferring to lake the chances under his administration, although he had no experience as a financial officer, together with the daugcr of his being used by the City Hall cliques, to that of electing llaws and having lib success claimed at an endorsement of the management of the war. Nine-tenths of our taxpayers were satisfied and approved of Haws' management of tlie finances of tbe city, while, ou the other band, Brennan was compa ratively unknown to tliem, and no one believed that he would make us good a financial officer i us ilawa; b"?l this made no d.fforenc - as lon-.r as ! there was any danger of llaws electiou being : claimed as u change of opinion from that of No- i vember. The voters stood re.uy to take all tbe risks of a less competent officer. In short, tbeu the ; verdict ol the people at the charter election m this city is but a repetit on of that in November, when Governor Seymour em r ed the city by i ?over thirty thousand majority. The November ? election was, in tuci. the grand jury bringing in an indictment against the intriguers at Washing ton for mismanaging the war. That indictment was submitted to the people at*the recent char ter election, and has been approved by the people by an overwhelming majority. Our Harbor Dki kncks.?Secretary Welles, in i'ais report, appears to think that the fertifica" (tious of our principal tea ports are sufficient tor their purpose. LINCOLN'S PKOPOHKl) AMENDMENT TO THE CONSTITUTION 18 TO BK AUOPIKD. Considerable commotion ban been created in political circles here by the discovery of Mr. Lincoln's method by which bo expects to be able to secure the three-fourths <V"te of the States in favor of the amendments of the ooaetitntion which he proposed in the lost annual Massage. With the slave Stales in insurrection, and the number or the States remaining the same, the scheme is clearly impracticable, and shrewd politicians were won dering why Mr. Lincoln should devote so much sjiace to <t. The President, however, knew what he was about. His plan Is aa follows:? He fuels conhdout that in addition to the nineteen free fltatee which are certain to vote for the amendments he requires, he could secure the co-operation of the Ave Dor dor8tatea?that U to say Jtolawure, Maryland,Kentucky, Missouri, and a Legislature will be elected under the aus gpioes of Governor Johnson in Teonessee. But still this is not euSotent to oonstitute n three-fourths vote. It is, therefore, intended that either six now Stutes are to be added to the Union, or else Legislatures are to be elected In those revolted States in which we have a military foot bold. Western Virginia Is to be admitted as a separate State, which will count fbr one; and a Legisla ture will he elected In Louisiana, which wdll count tor two; another in Florida, aad at ill another in North Carolina, making four, and then Nebraska and per gtaps one other Territory will bejadmltted as sovereign States, the legislatures of which, it is supposed, will be under the control of the administration. U will thus be seendbat Mr. Lincoln had his plan pre pared by which the proposed amendments to the const!' -tut loo oould be effected, and it is believed here that this programme will be made the administrative policy in the coming session. If necessary the Governors of (be re. nneoiive States will be requested to cell tbe Legislatures -of all the States together at an extra session, in order to c'insumuin'-e this, In tbe President's view, very desirable measure of tho gradual abolition ot slavery in the United State*. tTJB NEW JRfl-EY t.EQISI.ATPBE AND THE ARMIflflCt. The second charge Is, violation of the fifty-second article of war, in failing to attack the enemy according to orders while General Pope's army was fighting superior numbers. They found that a large number of soldiers there are totally Incapacitated for aclive service, and should be promptly discharged, whilo thoy discovered abuses which they will make au early efiort to have removed. It has been ascertained, by.the inspection of medical officers, that the chief cause of disease among the soldiers of the nrruy is the improjwr pro|?ratiott ef their rations Dr. Vol I tint has recently made a proposition, which wil1 be strongly recommended by the Surgeon General, that a system of cooking shall be organized in the army by which this evil maybe remedied. It Is propotod that a cor (is of cooks shall be appointed or enlisted, or that men already enlisted familiar with cooking shall be specially and permanently detailed frcm each company for that service, with the view as far as possible to utilize the rations of the soldiers and mako digestible fiffil. It is bclievod that tho introduction of such an organization will tend ve y greatly to improve the health of the troops, and prevent tho practice of sti iggling, which is found so difficult to correct. In most Instances the straggling is begun in a search fbr food, and ! If tho food were properly prepared hy regular onoks for each company or regimont, the soldiers would b0 | more eager to get to camp for a good meal than to fall behind to seek It on tho roadside.
