Fernando Wood and James Brooks Defeated for Congress. SCENES AROUND THE HERALD OFFICE, ti* fte- fte. The contest is over. The result, bo far as knows, is to be scen4n the returns which are annexed. The rains of yesterday throughout the loyal States have greatly interfered with the perfect working of the telegraph lines, aid hence the returns are not so full as they would "otherwise Earl b^en. But what we have re ceived indicates the re-election of Abraham Lincoln as President of the United States, and the choice of Andrew Johnson, of Tennegpee, as Tick President, in the place of Hannibal Ham lin. The result in the metropolis is largely in favor of General McClellan. Of the enormous Tote of one hundred and ton thousand polled, SloClellan has a majority of over thirty-seven thousand. The election was one of the quietest end most remarkable ever held in this city. There was comparatively no noise, no confu ?lon. Only in one ward was there any vio lence. Tho vote, as will be seen, is a very fteavy one; yet the whole voto of the metropo lis was not polled. There were not districts enough nor time enough to get in all the bal lots that were offered. The press agents at Chicago report that the irlrea in Illinois, Iowa, Wisconsin and Minne sota were working so badly last night that there are bat few if any returns from those States, and we shall not receive any till the weather improves. ?
