A communication from tbe Secretary of War, transfer ring the report of the board of army and navy officers on tbo subject of coast defences, waa laid before the Senate and ordered to be printed. Tbe Board consists of Rear Admirals C. H. Davis and J. A. Dahlgren; Captain James Aldan, United States Army; Brevet Major Generals T. O. Barnard, Z. B. T ower and B. S. Alexander. Secretary Welles favors tbe con tinuance of tbe Investigation and further discussion of the questions which tbe invention and experience of tbe war have brought for solution. These inventions, he as sumes, havs occasioned discussion'! snd experiments abroad, and produced many publications upon tbe art and implements of offensive and defensive wartare. He suggests the reappointment of the Board by the Presi dent. The Board considers the three subjects of iron-clad vessels, channel obstructions and torpe does. Concerning tbe lirst-named topic the Board is asked to settle approximately the character and number of these vessels necessary as land butteries for harbors.
