Ho explained to a clear and forcible manner the purpose and need of Ike change, and earnestly advocated IU pamage. He Wis opposed by Mr. Raymond, of Now York, of the same ?ammlttee, and Mr. Patterson, of New Hampshire. Mr. Raymond advocated the appointment of a joint com nlUee, consisting of three from the Senate and six from Ike House, to mature a bill which would be acceptable 1m all parties. General Banks cloned the debate with one ?f his best and most eloquent speeches, showing that the ok)?ct of the bill was merely to place the country upon the same footing with other nation*, and npon the same footing that we occupied In the days of Washington. The bill was then passed unanimously, one hundred and twenty-four members voting.
