There were "*no Ccntom Hotiso men here to-day awaiting the fa te of the r.harter, unless we except Ed. Webster,, who hatl happened tn -on Ills way borne from Bt iffalo. Murphy und Miss and Daven port were oujisptauously absent. The anterooms aud cloakro? uns looked almost bare, and the Senate Chamber d?dl and dreary without them. Among the notables present were George M. Vahnort, Sheridan . Shook, Hen "Wood and Dan Conover, as uu.vecl a political representation as the most exacting non-partisan could desire. Among tb.we there were various reports as to thescause of the absence of the Custom House men. The most provable seems to be that the charttvr ? ungrateful child of their brain ? has kicked so wildly out of their apron strings that ttay have deserted it altogether. IN TllKlU BESOLATtON ?^en those whom tliev trusted have rejected them. ,One prominent head of a department is said to Have openly expressed his disagreement with Miese political chiefs on several poinis considered -vital to the general agreement, and Sheridan -.shook has been heard to declare that the ?Custom House clique do not represent any party but themselves. It is even said that Woodin rejects Custom House Interference, and as Speaker Cornell w.is seen this morning, (ap parently the last leaf upon the Custom House tree) diligently whispering In his ear, It is possible that, both of them contemplate an open rejection ol the 'forthcr advice and co-operation of liliss, Jr., and davenport. At any rate, the stock of THE ORIGINAL FEDERAL TRIO bas fallen inost disastrously since Friday last, and li, is now to be safely assumed that the charter to toe eliminated from all these conilctlng elements ?nd adverse Interests will become a law far more .favorable to Havemeyer than to Bliss and Daven port. Still, we know not what an afternoon's ?wire-pulling may do. It may he the policy oftne Custom Ik>usc men to lay low lor a while and spring their trap only when the bill gets into the bauds of the conference committees. EXEMPTION FROM TAXATION. In the discussion in Committee of the Whole on the hill Senator Murphy succeeded in having struck out the clause of the 108th section, which exempts from taxation especially the Masonic Temple now building on the corner of rwenty tblrd street aim Sixth avenue, and Mr. Benedict moved to strike out. the wliole section, w hich geu erallv treats of exemption. But at the request of llr Woodin lie withdrew the motion to permit that gentleman to offer the followlug substitute for the whole section : ? Mr. Woodin said that he had assurances from 'he Chairman of the Finance Committee that he would at once report a general law to the same effect ap plying to the whole State, if this motion prevailed. Senator Benedict thought the subiect was one only for a general law aud not for a charter. Senator Tremain said the substitute would re peal the special laws by which the Juvenile Asy lum. the Catholic Protectory and a great number of charitable institutions are now exempt, and ( would compel many others to close up at once. Senator Murphy named a dozen others which would be served the same way? the Convent of the Sacred Heart, the Temperance Society, the Mendelssohn Musical Association and others. Mr Woodin's substitute was adopted by a vote of 8 to il all the New York memlters voting against it. Tl?e whole section was finally stricken out. Til K CONTRACT SYSTEM. Mr. Woodin suggested a number or verbal amendments, necessary only to secure the gram matical construct, Ion of the bill, one amendment to the ninety -sixth section, relative to contracts lor public work, provided Tor certain works to be carried on otherwise than by contract, and was the subject of sharp discussion, during wli'cli quite a deience ot the contract system was entered upon; but it was Anally agreed to. On a proposition to give the ADVERTISING FOR CONTRACTS to the Mayor. Corporation Counsel and Commis sioner of Public Works Instead of to the Board of Apportionment, Senator Johnson, the leading democratic orator of the Senate, who has hitherto kept quiet, in order not to Interfere between the lighting republicans, objected and moved to amend to give the power alone to the Mayor. Then he made the charge that the republicans, who helped to elect Havemeyer Minor on the relorm ticket, now refused to trust, hun even with the power to say in what papers advertisements for contracts nay be Inserted. He did not insist upon making this a political question, but It makes itself such. >\ hen yon try t:o hamper the Mayor, the people's choice, elected by an overwhelming majority, with heads ol depart oients, both appointed tij his predecessor, it must become a party question, aid Just now, warnings against the abuse of such party privi leges are thundering all round the line. I'. Wood had several amendmrnts to introduce with a similar view, but, as it was get ting late, move'd to rise and progress the bill. Among the amendments proposed in the evening session was one by Senator I). 1'. Wood, bo include CAK CONDUCTORS among those to whom licenses should be given by the Common Council, lie said that car conductors are responsible tor t ue safety and security of the property and sometimes, its in the; l'utnam case, lor even the lives ol passengers. Car conductors would at least be required to have some character belore tliey could be licensed. Senator Murphy thought licenses would not make conductors respectable, imiess they are good men ami are given better salaries Mian thev have at present they mu?t be expected to "knock down" not only the money of the com pany, but ol decent passengers now and then. Wood insisted that a license would ! at least hold the licensed conductor to some re ' snousibility, and when such disgraceful scenes oc cur as have occurred in New York street cars an inquiry would be made aud his license could be re voked. On the vote the motion was lost by 12 to 17, the New Yorkers voting in a body against it. Mr. Woodin continued to push his opposition to the proposed amendment. i Johnson took up the cudgels for the city men at this criBis and. in relation to some explanation of Woodiu's, declared thai the charter did not read 1 as Woodin explained it. He thought Senator i wood i n ought to read the. charter or that a new oftlce should be creuted in the charter ? that or i inierpreter to explain Its provisions. Finally Mr. ! 1). 1*. Wood's suggestion was lost. amendment.-: concluded. Subsequently he moved to strike out the Hoard ofAsslstatii Aldermen? not to discuss it now, but that he might make such a motion when the bill came into the Senate. As the amendment had already been made ho withdrew it. Senator Aiurphv, lor the same purpose, made a motion to except the head of the Marine Department lrom the list of those who are to go out ol oillce under the twenty-seventh section, and, further, that the office office of Comptroller be made elec I tivc hereafter, lie did not utter the amendments in any trilling spirit, or with a desire to hamper the charter, lie thought, as the comptroller held the treasury keys, with responsibllltty as groat. If not greater that the Mayor himself, he ought to be elected by the same constituency as the Mayor. Both motions were lost ? the latter by a vote of seven to ten? Tlcinaun and O'Brien, ol the New York delegation votiue for the elective principle, aim Weisman and Benedict against it. Amendments were also made for a Spring election, which was disagreed to, and lor counting the re tained heads of departments among those who may be removed by the Mayor for cause, which was agreed to. Senator Woodin then, promising that all the amendments were In, moved to report the bill to the Senate and recommend its passage, which was agreed to amid A GENERAL jubilation among Senators over t tic end of this phase of the light, in the Senate, on motion of Senator Murpny, wfio said that they would have to "talk" now, action upon the motion made in committee was postponed until to-morrow; in other words, the hill will still be a special order lor to-morrow morn lag. i The Senate then adjourned. The bill allowing the NEW YORK AND HARI.KM RAILROAD to extend Its tracks from Chatham street down James to the Roosevelt street ferry got a queer change of tare In Committee of i lie Whole this evening. It w as so amended as to give the priv ilege o! extension to the Third Avenue Railroad Company ou the ground that the latter coin pan v only charges five cents fare and the Fourth avenue six cents. The Harlem Railroad rolks, strange to say, make no opposition to the change, and the bill was ordered to a tulrd reading In its i new dress. It is believed there Is a "nigger" in the ! fence somewhere in tins change which may not be | visible until the bill gets luto the Senate and is put ou its il mil passage. THE INDUSTRIAL EXHIBITION COMPANY. The Industrial Exhibition Company bill, amend ing the charter or the company, granted a few years ago, came up In Committee or the Whole in the Assembly to-day. The bill allows the Common Council to subscribe in the name of the city f2,.r>(Ni,000 towards the lurtlieraiice of the objects of the company. Mr. C. G. Cornell endeav i ored to have the bill recommitted to the Com 1 nuttee on Cities, with instructions to Insert | an amendment that this amount should not be subscribed until the company had ltseir paid in two millions ol dollars. This amendment was voted down, whereupon Mr. Blumenthal offered another amendment that one million dollars should be paid in i>y the company before the city should subscribe. Mr. opdvke. Mr. Burns and Mr. Voorhis earnestly advocated the amendment, ou the amendment the yeas and nays were called, and it was declared lost by a vote of 40 to &4, all the New York members' voting for the amendment with the exception of Hcering, Messing. Mr. Dion Boucicault's comedy "Old Heads and I Young Heart*" was produced at the Kllth Avenue 1 Theatre last night, witu Mr. George H. OrtfHtha In | his well-known part of Jesse Uural, and an other- j wise ettlcient cast. Mr. George Clarice played j Littleton Coke; Mr. Louis Jam en, Tom Coke; Mr. j B. T. Ringgold, Lord Charles Koc.bwk; Mr. G. P. i Devcrc, Karl Pouiplon; Mr. 1>. Whiting, Colonel Rocket, and Mr. James Lewis, iiob. The ladies were Miss Fanny Davenport as Lady Alice Haw thorne, Mrs. G. 11. Gilbert as Lady IVimpi'ni and Miss Limla llletx as Kate Uoefcet. The piece was Ueaut.iiully mounted and well acteG throughout, but the action sometimes lacked the spirit which the company generally exhibits. It was not until the ttird acc that the house conkl be brought into sympathy ?.vith Ihe players, but when this was once attained the interest was kept up till th* end. Aside from Mr. GrldUM' Jesse Kural, a part which calls for no special criticism now, there is little to ray except what we have already indicated as the attribute ol the perform ance? general excellence. With a cast in wiiich a comedian ol Mr. Lewis' ablaut's plays Bon, the ncrvant, it could scarcely be -otherwise, but there were faults in the performance, aside from the want ol spirit iu the earlier scenes, which need ?>u r? recticn. In the flrit and second acts Miss Daven port's Lady Alice was both coarse and oomioon placu, and Miss Linda Dletz's Kate Roci.et was thoroughly insipid throughout. In the third act, however, Miss Davenport recovered herself, aud played the scenes with Littleton H ike and the good Parson Hural with niucii skill aim more ieeJing than she usually exhibits. Mrs. Ollhert'B Lady I'ompion was a neat little study, admirably presented. But, above the faults and superior to the excellences ol the others, were the sweet simplicity and unobtrusive awkwardness ol Mr. Giiillitis' Jesse Uural. Ilis acting shines through tho piece, not with a midday brightness certainly, but with a mellow light that always cheers, if it never dazzles. A remarkable leature of the audience at thi: Fifth Avenue Theatre last night, when it is remembered that this is Holy Week, was its numbers. This large assemblage glvea promise of still larger houses when Lent lias expired, and we understand that Mr. Daly contemplates some im portant Improvements in the surroundings of his theatre tor the Duster holidays. He will place six large vases, tilled with llowers, In front ol the house, and contemplates making the alleyways at the sides into permanent gardens. The tow ol the veranda in Broadway is also to be tit.teU up as a place of resort for i.lie patrons of the theatre during the hot evenings of Summer. All this will greatly beautify the theatre and may perhaps lieJp many young hearts to buille old heads. IHimiral and Dramatic lVot?>8. Grand preparations are being made for a gala week In Charleston, oponing with the Schuetzenfest on the 21st of April, which will lust five days. This will be followed by the Spring meeting of the State Agricultural Society, and the Floral and Horticul tural Exhibition, on the 29th. Two excursions down the hari.or and to the Phosphate Works are in contemplation. The state railroads will carry excursionists at one lare. TREMENDOUS LAND SLIDE. On Saturday last a slide occurred on the line Railroad, near Mongaup, which entirely ob Btructed one track, and burled a freight train. Travel was kept moving by means of the other track. Tins alternoon, at six o'clock, a second slide occurred, wlilcli com pletely blocks the road. There is a large lorce of men tit work. The trains on the Montieello and Port Jervls Railroad are stuck in the mud, caused by the slides. The road will probably be opened by Thursday. The Delaware River is very high; all the llat lauds on the hanks are being submerged. THE WRECKED STEAMER NUHPA. POUGBKRKl'SIE, N. V., April 8. 1873. The wrecked stsaiuer Nujipa lies m the channel opposite Staatsburg, with a tun boat alongside aiding in keeping her up until tin wreckers iroin New York arrive. she has sunk n little since yes terday. Captain Powers n?w states that she cau be repaired for less than ten thousand dollars. STEAMER ARRIVAL AT CLEVELAND. Cleveland, Ohio, April 8, 1873. The steamer Northwest, from Detroit, arrived here this morning, being the Ilrst steamer of the season. PROBABLE MURDER OF A FOLICEMAN. BRUNSWICK, Me., April 8, 1873. A policeman named Parsons was found by the side of the railroad track, near this place, this morning and died this afternoon. It Is stated that there was a roiurli set of men on the train last night, ami it is considered probable by many that Parsons was pushed from the train.
