Since that time about one lourtb of thl amount has been issued to Quota vbicb bad perfected their organizations, leaving, at tnia date, about $4,000,000 unissued. During the month of March letters were addressed to all inaututions and persons whose applications were on Die, informing tbem that unless tbe amount to which tbey were entitled was seenred , by the deposit of United States bonds within thirty days the balance unse cured and uncalled tor would be appor* Uoned to otSer applicants, and. in accordance with the terms of this letter, mora than one half or tbe whole amount haa been thus reaa aigned, as exhibited in a statement furnished the committee, in the distribution of this cur rency the Comptroller haa followed aa strictly aa possible the act of July 12, 1870, wiueh provides that the circulation shall be distributed to banking | associations organized or to be organized j n states having le?s than their proportion, j giving tbe preference to such as hava I the greatest deficiency. Mr. Maynard, however. Judge Richardson has never concealed his preierence for the judicial over the : administrative branch of service, and even the rather secondary place of a Court of Claims Justice j wenid be of public advantage to him at this time. Mr. John Patterson, a Philadelphia banker of . strong protectionist proclivities, la authoritatively ; named as the successor of Secretary Richardson i by the Pennsylvania in Congress; and his Inten tions with respect to the otter made him by the President are probably known to the latter and to his own mends, out have not oeen divulged , at thia writing. The sacred rights of American citizenship re- , ceived additional attention In the House to-day, | Mr. Ortb, an Indiana republican, and a member , of the Commit tee on Foreign Relations, replying j to the remarks of Mr. Cox, of New York, on the day previous. He denied the inlerences of the latter gentleman that it either detracted from the value of citizenship, was discouraging to Immigra tlon or that it would engraft on the statute book j the principles of the leudal system. Ail these objections, he contended, were made lor the pur- , pose ol firing the German heart. In reference to lorelgn governments opposing emigration, Mr. Schumaker declared that indirectly everything possible had been done by the German govern ment to prevent emigration. So far as the railroads were concerned they were managed against the emigrant. In Norway ana Sweden there are direct laws against emigration. The principal objection to the bill was tne clause that deprived a natural ised citizen oi protection by thia country II he should subsequently return to the laud of his na tivity and be imprisoned for offences committed there prior to his citizenship in the United States. Indiana with the Franchise. Mr. Buckingham's bill to enable the Indians to tooome citizens of the Dnlted States provides that any Indian shall be declared a citizen of the United Dtates who shall make application to the judge of ? court of record, and maice the same proof and take the same oath of alleglauce as are provided by law tor the naturalization of aliens, and shall Also make proof to the satisfaction of the court that he has sufficient Intelligence and prudence to control his affairs and interests, and that he has adopted the habits oi civilized life, and has oeen ror one year previously and ie able to support himself and family. It Is provided, however, that becoming a citizen shall not prevent any Indian from continuing to receive any annuity or money payment of any kind to which he may oe entitled as a member oi any tribe or band of Indians. A MYSTERIOUS BOX A large deal box, like those generally used to en- | case coffins, was sent from the Third precinct station house last night to Bellevne Hospital, where it now lies in the deadhonae. The circum stances attending the arrival or the box in New York being strongly suspicions the police con* eluded the subject was proper matter lor investi gation. It was brought from Providence, R. L, by the steamer Electra, on the morning o( the 21st mat., and has been lying since at the freight depot of that line of steamers in the city. The vessel is now moored off pier 37 North Kiver. Mr. William Odell, the agent of the ; Providence line of steamers, savs the myaterious box was put on t>oaro the steamer by colored people who *aid it contained the body of their child named Carrie Thomas, aged eleven ! years, who had died in Providence on the 14th 1 lnst. They added they were on the way with It to l Washington, L>. C. Upon the atnval of the steamer I the box was taken out with the rest of the freight and laid aside, but up to last night no one nas called to claim it. The most suspicious thing about the case is that the box Is a full sized one, capable of containing the body or an adult. Upon the ltd Is nailed a filled in printed rorm from the ! At half-past eleven o'clock last night Coroner Croker sent au order to Warden Brennan, at lioilevue Hospital, and the latter had the case broken open and the lid of the coffin taken up. The coffin was a lull sized one, but it contained ; only the t>ody of a colored glrL Jt bore all the j signs of being that of a person lately deceased, , and not as the date of the register would convey. 1 Warden Brenuan was of opinion that the discrep ancy in the date covers some criminal transaction, and an Investigation will be held in the matter to day. Chief of Police 9avage dm been busy with detec tive* this morning gathering all the lact* possible te threw light on the murder of the mue child at Doicbuster last evening, the details ot which Have so hoi rifled this community. Knough bad Men gathered to Justify committing the boy Pomeroy until the matter was lurther developed. Tne Chief, with others, visited the spot where the murder was committed, this forenoon. Tney fouud iresb tracks in the soil, two of wbich were especially noticeable. One was of a child's loot and tbe other was that, apparently, of a large boy. Plaster casta were taken of tbe foot prinu and a comparison made wltb the boots worn by the little murdered boy and by the youth Pomeroy. Tue boots of ' the iormer were lound to exactly fit tbe smell toot ' prints in every particular. Tbe boots winch the Pomeroy boy bad on yesterday were peculiar, j Tbey bad been shaped in an unusual way, the heels bad become worn off so that one side was higher tban tbe other, and one of ti>ein was torn , out at the side. These peculiarities wore fouud to ! lit exactly the casts taxen of the prints oi tbe | larger feet. Tbere were marks of other leei in the vicinity, but they were not at all significant. He is, no doubt, insane. Witnin tbe past Ave i weeks several small children have at times been stopped on the sidewalk near their houie by a boy answering Pomeroy 's description, and at times tnreata were made to them. It i* now suspected tbat this boy Pomeroy la the culprit, and tuat he bad designs upon tbe children he enticed away. Some few weeks ago a little girl Baaed Curran was missed by her parents. The child lived directly opposite the residence of tbe victim of this tra gedy. Tbe authorities have exhausted every means to find the Curran child, bet without suc cess, and the general belief is that Pomeroy knows wnat became oi her. The articles of agreement between those crack scullers George Brown, of Halites, and William Scharff, of Pittsburg, have been signed, and the race is now a certainty. The contest Is ior a purse of $2,000 la gold, and the time fixed by scharff tat the polling of the race is some day in tbo latter part of Jane. Tne straggle will take plaoo on the Connecticut River at Springfield, and the naming of the day In the month aforesaid is left to Brown. The race is to be five miles, two and one-half miles to stakeboat and return. Officer Dyer, of the Tenth precinct, yesterday ar rested on suspicion a young man named Kelly, and found in his possession a gold watch and chain, No. 7,?6fl, Beven, Newark, N. J. An owner is wanted. He is held in custody. The Board of Docks held a regular meeting yes lerday, at which tbe principal business transacted was making a deduction of $625 in the rent of dock to the Morrlsanla Steamboat Company and a reply to tbe application of the Pavonia Kerry company, that tbe slips are under the control of tbe Commissioners of the sinking Fund, who will dispose ot tne lease by auction. About 600 members of the Ancient Order of Foresters have signed a call ror a National Forest ers' convention, to be held in Newark city, N. J., at Library Hall, on Tuesday and Wednesday even ings, June 16 and 17. The object of the Convention is to establish on this Continent an Independent High Court of Forestry, and thus secede irom the English Ancient Order, whlcii was lounded In England In 1745, and was planted in this country In 1*61. All Foresters in mvor of the project will be received aa delegates to the convention. Dr. Spencer gave a reading last nigh t at Associa tion Hall belore a select out rather slim audience.
