Ttte two great questions now agitating tbe mid
dle coat fields, and which have placed In bitter
antagonism different elements of a community
whose mutual Interests ordinarily should lead
them to live in peace and unity, are, llrsr, should
the military powers of the state have been called
Into service, und, second, should the Governor
allow them to remain, now that they are here ?
Tonr correspondent has already stiown liow the
laboring classes insist that there did not exist a
condition of affairs sufficiently alarming: to war
rant toe summary proceedings of Sheriff Klrkon
Sail, and now takes this, his earnest, opportunity
of communicating tbe sheriff's reasons for calling
oat the troop*.
SHERIFF EIRKEND ALL'S EXPLANATION.
1 was engaged in a prlvare Interview with Mr.
Klrkend.ill for fully two hours to-day, and I give
this conversation, which took place during a por
tion of that time, in his own words-?
??Three weeks ago despatciies first began com
ing; to me from Hat leton, in whlcn I was apprised j
of riot an<l disorder, and In which were earnest
remonstrances that 1 should use the power in
vested In my office to preserve the peace. These
despatches, bearing tbe signatures of tbe wealth
iest and most influential operators In the neigh
borhood, whose Integrity and sincerity 1 could
not doubt, influenced me to act at once, and 1 ac
cordingly summoned to this region a deputy
and a posse of men. My deputy came to
these coal fields and acted here ror about one
week. During that tlms outrages were irequent,
and my deonty. finding himseir unable to Increase
his posse to the numbers required to protect the
Mlliertes and pumps, and being also nnable to
prevent nightly incendiarism aud the flooding of
the mines with the small lorce willing to support
him, returned to me on Sunday night lollowlng
and rendered to me his report. 1 communicated
with the Oovernor at once. I believed then, and
?till believe, that my deputy did all in bis power
to preserve the peace.
THE CALLING OCT OF THE TROOPS.
"On that same Sunday evening I received advices
from Governor Hartranft that In case 1 deemed It
necessary, I should call for troops. In the mean
time 1 was the constant recipient or other tele
grams, in which continued disturbances were
mi fortn, so that I at once sought an
interview with General Osborne, and though
we were aware that the alarming news re
ceived from tbe mtddle fields came lrom authentic
sources we hated to call out the soldiers at that
time and left tbe Issue undecided until Monday
morning. Again did iresh information reach mo
that the operators learea the destruction of their
property, and then you will see tiiat, being con
stantly importuned by men of the htgnest stand
ing and integrity*! finally did what 1 believed
was my duty, and on Wednesday last I ordered
tbe military to tbe spot, and tne military, ,
promptly re-pondin;. are now on hand. 1 am

aotue in regard to this extreme measure 1 was
compelled to u-e; but some ol those who most in
sist that tne military was not needed are the very

regiment of the National Guard will be des
patched to Ilazletou tins afternoon. There is no
prouabiity of tue troops being recalled.

which are now lully completed. The huge build
inn, which extends from Fourth avenue to Madi
son avenue, will be converted into a grand sum
mer resort at an expense of (20,000. The portion
now devoted to the races ana oilier performances
will be turied over, and over one nuuured trees
will be planted there, utrordlng, with numerous
arbors, proves, Ac., a miniature picture ot the
ltamble in Ceutral I'ark. Fountains and statues,
colored lights and rustic seats will meet the eve at
every turn, and a promenade, one-eighth oi a mile
long, will add to the attractions of the new garden. '
Miteeu thousand ordinary seats and 2A0 handsome
boxes will afford ample accommodation lor tnose
who do not care tor pedestrian exercise, and in the
midst ot the trees will be erected a grand music
