AM OLD WAR CLAIM. 1'he Supreme Conrt ot the District of Columbia, tn Central Term, yesterday decided the celebrated salt ot Admiral Porter and the officers and men of the North Atlantic squadron for prizo money on account of (be capture ot Richmond. In 1874, ntno years after the conclusion of the war, soils were entered In the courts of this district iu behalf of the officers and men of the North Atlantic sqaadron, claim ing in the aggregate about $.1,000,000 In prize money for tbe part taken by the squadron in the capture of Richmond. Included In these suits were claims lor bounty money for every man captured on the Con federate flotillas and batteries at the rate of $200 per head, and also bounty lor all ships and butteries destroyed by the Confedrateson tbo York and l'amunky rivers to prevent their lulling into thn bauds of the Lniou forces. Prize money was also claimed on account of the capture ol iho Texas and the iieau iort, confederate meu-ol-wur, and in thobill the vuluo of these two ships was appraised at $892,121. In Xovsmuer last juUgo Humphreys, beloro whom the case was tried, set aside the former decree, uud esti mated tne value of tho two vessels at $07,220, and awarded prize money to the amount of $11,010. He denied all otber claims lor prize money. The Court unanimously reversed the former proceedings and dis missed all tho libels. The Secretary ol War bus Issued a general order calling the attention ol disbursing olllcers of the urmy to sectious 1,678, 1,679. 1,682. 1 690 and 3,732 ol tne Revised .?iututos, in regard to appropriations being ap plied solely to tho objects fur which they aro re spectively uiade, prohibiting tho expenditure of any money iu excess of the appropriation for that pur pose, tie., uud loroidding contracts for the purchase o' goods to be made unless author.zod. Such certificate inu.-l state that the services were volunturily rendered without coutract or agreemeut, and that tbo holder has no claim for compensation unless Congress shall muse an appropriation there tor. Tho above order applies to a large number of civil employes connected with the urmy, such as quarter masters' unJ paymasters' clerks, and contract sur geons. lie notifies each officer that ihe department cunnot lawfully euler luto uuy contract or ugrt-etncnl unless the same Is authorized by law, or Is under an appropriation adequate to its lultlltnent, except lor clothing, subsistence, forage, fuel, quarters or trans portation. Contracts or agreements tor personal or clerical service cannot he lawfully made unless pro vided for by law or covered by an appropriation there tor. Persons rendering services without contract or agreement, in accordance with this order, may be furnished with a certificate show, log the lime for which such service is ren dered and tbo churacter of tho service, but UNITED STATES COURTS EXPENSES.
