Kven the pro fessional clement was apathetic except In tho case of a few Specialties that moved, forward on purely local develop ments. Of tho net results the greater number of shares showed fractional losses, a natural sequence of the lack of buying iioner. The market was wholly under the In fluence of a combination of Influences, a condition which In Itself would naturally tend to restrict trading. In the first placo overnight developments brought confirmation of the fact that Rumania, loo. Is participating In the truce with i.ermany. Rumania has not an alterna tive as n matter of fact. She Is cut off from the rest of the Allies In the matter of supplies, and miy be now counted as practically out of the war. Second, more attention Is now being paid to the foreign news, which during the flrst few days of the week was completely over shadowed by the railroad situation, the reconvening of Congress and the Presi dent's message. Furthermore, the fact that the United States nnd Austria are now at war Is also receiving more serious attention from the speculative community. No one expects any serious change for the worse In rite military situation with this country formally at war with Austria, but no one knows Just how seriously the roundup or Austrian nllen eneml. In this country may affect the labor Utua tlon, which Is already a serious problem In the case of samo Industries. No definite change occurred In the railroad situation to afreet the market, though It Is evident that the President's Cabinet Is not wholly of one mind as to which of the Interstate Commerce Com mission's recommendations may prove the better solution of the Intricate prob lems confronting the railroads. This may cause some delay In the final settlement of .the matter, but the delay has not yet reached the point at which It U hav ing material effect on the rails. They were generally neglected yesterday, as were most of the important Industrials. About the only outstanding feature was Hums Brothers, which advanced 3 points on expectations that the direc tors this week will take some action In regard to a substantial disbursement, cither In cash or In stock. The actual bank statement showed a decrease In loans of approximately $68 000,000 and In excess reserve of 153,07 940. The reserve Item now stands at $99,044,510. The foreign exchange mar ket was quiet. Lire were easier: rubles declined 15 points and pesetas advanced slightly. Guilders and Swiss francs were weaker.
