The problem of adjusting the unfavorable exchange rate now existing between the Dominion anil the I'nltcd States Is one which Is seriotu-ly engaging the attention of the Finance Department and the ilovern nient here. Canada now has an adverse balance of trade with the I'lilted Stales of nearly $400,000,000, and as a onse quenre the rate, of exchange is very un favorable to the Dominion. The adverse balance Is largely due to the fact that there I ory little who it movement from this country across the border and that the United States has embargoed a long list of Imports. If the adverse rate of exchange cannot be adjusted In somewise it Is believed Canada will be compelled to heavily cur tail her imports. As she depends on the United States for much of the raw mate rial of her munitions and other manu facture, this will be somewhat diffi cult to do to a degree which would be effective, It has been suggested that provincial and municipil bonds might ho deposited in the United States against a credit to obviate tho unfA-orablo exchange rate. A further suggestion, and one on which the Government Is at present working, Is that C.reat Britain make a loan'ol $300,000,000 from the United States to be placed at the dlspoal ot Canada In return for an equal amount which Canada must raise to finance Ilrltish orders here, (rrnril 4'onllnnr In Improve. .lames W. flerard, ex-Ambasf-ador to Cirrnniny. was much Improved yesterday following n nasal operation performed Thursday.
