10 THE SUN, SUNDAY, JUNE 23,' 1918. FINANCIAL EXPERT URGES 6 CENT FARE Stnlc's Electric Roads Must Tn crense Holes to Live, Snys ' Prof. Conway. PROFIT CRY DISCOUNTED Experience of Steam Railways Colled Example of Need for More Revenue. Ttt.w Point. .'. V., June i:. Spoak ln to-tlny before the delpfwtes to the iinnu.il convention of the Now York EKetric ttnllway Association, held nt this town on Lake Champtnln, Dr. Thotima Conway, .Jr.. irofearor of flnance of the University of Pennsyl vania, warmly lndorned the efforts of lectrlc railway companies throuchout Hie State, to obtain six cent fares. "Tho electric railways of the' State liava presented their case frankly and fully." said Dr. Conway. "They have asked only for the opportunity to cam a fair return upon the fair value of their property. They havo not asked for dividends on overcapitalization, but Jiave fully met tho standards which are net up In tho Public Service Commission law and the decisions of tho courts of this State. 80 far as tho equities are concerned they have clearly estab lished their right to larger revenues. While the companies have won every care upon the facts, they have not been so fortunato with reference to the law. The Court of Areals on April 5. 19JJ. Jietd that the I'ublle Service Commis sion was without Jurisdiction to raise street railway fares above the figure named In the franchise and Issued a writ of prohibition. With all respect to the court, this opinion Is one of the finest examples of Judicial camouflage ,wIch can be found In the "law books." Artlon In Municipalities. By obtaining local municipal consent. Dr. Ctonway said, ameltoratory action lias been secured In nlno municipalities. Waverley and Osslnlnn have six cent fares. White Tlalns permits a alx cent fare until Ana-oat 1 R...... u. - i.t. - - 'j . i.i. uat 1 1.1 13 vtltfl- drawn objection. Kingston has left the- maiier 10 tne decision of the Public Ser vice) Commission. So have Utlca, Troy, Watervllet. Green Island. Tarrytown, Scarsdale and Harrison. The outlook Is favorable In Rochester, and Investiga tion Is belnjr made In Buffalo. I "The Idea that street railways have been tremendously profitable has been fostered In tho public mind," said Dr. Conway, "by the lurid stories appearing In muckraking magazines concerning high finance operations In one or two cities through the multiplication of capi talization In mergers and consolidations. The street railway, therefore, to a con siderable group of people symbolizes a financial engine of extortion through wlilch the public is robbed. The diffi culty la that there people are mentally living In n past generation. Their Ideas are thirty or forty years old. They fall to distinguish between a few financial buccaneers and tho great mass of elec tric railways. "A parallel for the position In which the street railway find themselves Is found in the recent experiences of our steam railroads. The members cf the Interstate Commerce Commission failed in their duty. Again and again relief was either denied or given only In amall measure. The consequences of this short sighted action are ;iow plainly evident. Unable to make a favorable financial showing the railroads could no procure additional capital. The business of the country was expanding at a tremendous pace while our transportation system wan fctatlonary. And then war came to i suddenly. Unahlo to handle normal business our transportation system, which had been allowed to atrophy, completely broke down. National dis aster stared us In the face, and the only recourse was for the Government to take over the roads, to guarantee a rea sonable return to Investors and to pro vide the capital necessary to make, up for the shortsighted mistakes In the . . Action Since War. "What has occurred since we entered tho war? Tho Interstate Commerce Commission last spring granted a 15 per cent, increase in freight rates and nu merous advances In passenger fares. Now that the needs of the railroads are Judged upon a business basis, tho Di rector General of Railroads has put Into effect a further Increase of 25 per cent. In freight rates and of from 10 to 33 per cent. In passenger fares. We havo heard little recently from tho rlf-appolntcd champions of the peo pie who formerly filled the newspapers with specious combinations of figures designed to show that tho railroads needed no additional revenues. It re quires no prnnhet to nay to you that the officials of a few municipalities are riding for the same fall an did the In terstate Commerce Commission. We are approaching the very peak and crisis of the situation. NEW YORK DOCTOR A PRIVATE, Atllllo .Mlllcl Likely tn Receive Medical Commission. Special Detpatch to Tux Sin, Camp Mevimi, Uretnviluc, S.
