The war stocks, which opened higher,
reacted sharply and sold back to tho
low levels established In the trading on
Wednesday. In the Industrial list tho
motors displayed a strong tone. United
rising to a new high for the current
ear, .while nn advance of more than
10 points was shown In Chevrolet. Cities
Berlvce common and preferred shares
made substantial advances.
Bonds were strong, especlalry In the
last hour. Canadian Government se
curities featured the list, rising sub
stantially. American Tobacco serial
notes moved (to new high levels' and
Russian Government externals rose more
than a point.

Washington, Nov. 7. fixing of prices
of raw cotton' la unnecessary and Im
practicable President Wilson will be told
by tho cotton Investigating- committee of
the War Industries Board. This an
nouncement was made to-night by Dr.
Thomas W. Page, chairman of the com
mittee. The committee's conclusion, r)r,4age'
Mid, was bated on tho fact that there Is
no prospective shortage of rbtton and
the belief that the cotton distribution
committee can secure a proportionate
marketing- of the layer as well as the
higher grades of cotton more effectively
by other methods. Continuance of the
work of thin committee Is recommended.
Pr. Pace's statement was said to em
body the essential points of the report,
which the committee will present soon
to the Tresldent It said that there
would be no way of enforcing a fixed
price except through "tho readiness of
the Oovernmcnt to purchase" tho entire
cotton crop.
This, tho statement continued, would
Involve the closing of cotton exchanges,
while merchants, bankers and other In
termediaries would be seriously affected
and many probably put entirely out of
business. The establishment at great
coat or a uovernment rystem of lnspec
Hon and certification also would be nec
essary, Itfwas said. If price fixing were

There were very excited and erratic
fluctuations of approximately SS a bale
In the cotton market yesterday. After
selling at 29.40 early, January broke
to J7.90, rallied to 29.20 and closed at
28.78, with the freneral list closing
steady at a net decline of 1 to 45 points.
The midday rally came very quickly
after reports reached the ring that Qer
maYiy had signed the armistice and for
a time during the middle of the after
noon business was virtually suspended,
while brokers devoted their attention to
celebrating, pending confirmation of the
reports. This was not forthcoming and
later advices from Washington denying
that the 'armistice had been signed
wero followed by reactions, although
there was evidently a feeling around
the ring that Germany's submission was
only a matter of hours.

Germany had already signed an armls

prices had plunged downward about 8
cents a bushel a violent upturn ensued
and tho close was wild, 3H cents net
tower to 1'4 tvdvnnce,' with December
1.2 to 1.22 and January 1.23H to
1.24. Oats finished unchanged to Vi
cent lower; The outcome In provisions
was an advanco ranging from 10 cents
to J2.C0.
Ilefore the armistice canard put the
corn market Into a whirl prices had re
acted moderately from yesterday's sen
sational advance and were steadying
while evidence wan awaited that genu
lnwbasts existed for current tilk that
n(iySoxports would soon be greatly en
lattSp. Suddenly a big selling drive
developed and word went around that
the armistice had actually been signed.
Especially' for small dealers there
w,as no chance to stop for Inquiry and
many holdings had to be sacrificed on
tho rapid descent- of values. The lack
of any confirmation of the armistice
signing finally became too apparent,
though, for even tho most radical bears
and the result was a complete chango of
sentiment. As the session came to nn
end prices shot straight for the zenith.
Severe losses to traders therefore re
sulted both on the break and the sub
sequent tumultuous advance. During
the earlier part of the hubbub peuce en
thusiasts Indulged In a prematura cele
bration and added to tho confusion by
propelling grain samples and flags over
and among the hundreds of excited
brokers In the pits.
Oats swayed with corn, but within a
narrower range.
Provisions were relatively Inactive and
dosed at tho topmost quotations reached
on the ovcrhaaty peace bulge.
With tho coming of peace the United
Ktntes and allied Governments are con
fronted with the colossal undertaking of
feeding a largo part of Europe. It was
reported that the Food Administration
In conjunction, with similar .organisations
ibroad Is now working on a plan for
the most equitable distribution of re
quired foodstuffs.
It was said that a survey of the wheat
supply of tho world has revealed the
fact that thero lsln reality a surplus
an-" the main problem Is to move It from
the producing countries to where It Is
most needed. Apparently tho plan now
under consideration Includes the using
of the Austrian .fleet for moving wheat
from Australia and India, i It la expected
that arrangements will also bo made for
drawing on the big supply In the Argen
tine. America, however, still stands as
the main source of supply on account of
the more advantageous poiritlon In ro
gnrd to transportation and huge exports
nrc anticipated. At the same tlmo ad
vices from Washington said that by the
first of January tho use of substitute
flours will doubtless be' very much re
duced both here and In Europe.

and railroad experts say that It would

country and Mexico. The Government's
guarantee on this road's stock. It Is es
timated will run between 3 '.4 per cent
and 4 per cent, a year. Jn addition the

clude profits from oil exploration. The
road runs from Now Orleans across the
northern part of Tcxos and taps the
new oil fields that urc being dlFcovered

could drill for oil along Its right of way

Stockholders In the Sinclair Oil And
Refining Corporation wero pleased with
the announcement that for the quarter
ended September 30 last net earnings
from operations were $4,761,709, com
pared with 14.407.661 In the June quar
ter and 11,985,440 for tho three months
ended March 31 last. After allowing for
Federal taxes and proposed Increaees tn
taxation under new legislation ns well
us fixed charges, depreciation, &c,
there was a surplus of S2.418.S42, com
pared with 12,487,649 In the Juno quar
