the buying of grains And provisions here
and placing them In warehouses, with
the intention or snipping when peace
was nmde.
As far as grains are concerned, the
r.clual exportation are now under the
control of the Food Administration and
the Wheat Export Company, the latter
beiff an Intermediary between the sell
era In this country and the consumers
In Groat Britain, Franco and Italy. It
Ji evident, therefore, that no actual ship
ment of-fcralns can take place, with the
p-jrpnso of storing at European points
for enemy account. These Government
bodies also regulate the actual exports
of provisions. It is plain that the regu
latory methods. Including the extensive
licensing system of the grain trade and
tm operated by the War Trade Hoard,
will remain In effect until peace Is a
cartalnty.
Reports were received recently Indi
cating that German Interests were buy
ing grains and provision In Argentina,
l-i preparation of peace and shipping
facilities. The Argentlno Is the only
important exporting country oot under
control of the United States or the Al
ls. The auggsl!on has been made
hat there might develop n certain
amount of buying of grain nnd nrovMon
futures In the leading; Amcrl-: nintketa
far enemy account, but any h ?s that
tio'i'd accept nuoh orders v md also
violate the "tracing with the otini"
act's provisions. Moreover, thero Is no
trading tn wheat futures In this country
or In Canada at present, and the restrtc
tlorson corn, oats nnd provisions are so
eirlngent that there could be no buying
of these futures without serious viola
tion of rules or excitement. Jn the early

tremendous buyers of actual grains and

change closed for trading purposes

ber 1 on authority from Wnahlnetnn.
During tho past week It Is estimated
that under Government orders fully tOO,
000 bags of coffee having been liquidated
and that every outstanding contract has
been evened up.
It Is a runaway market In Brazil,
wlUi prices continually climbing to
higher levels. Yesterday's cablo re
ported an advance In Hlo spots of 400
rels, Vflth Santos unquoted. Santos fu
tures were 125 rels lower to JE0 rels
hither, with Itlo exchango on London
S-16d. higher. Th advance Is believed
to bo due to tu peace developments In
Kurope and It Is impossible to forecast
the top, all records for years past having
been broken. Private advices from Bra
il) report all markets there excited.
Itlo was 00 rels higher for 7's at
$250. 'Exchange E-16d. higher at
13 13-lGd. Receipts 4,000 bags and slock
742.000 bags.
Receipts at porta 23,000 bags, against
55.000 last year and 66,000 two years
ago. Sao Paulo had 22,000, against
65,000 and 58,000 and Jundlahy 19,000,
against 41.000 and 44.000 bags -two

Cotton good's buying for civilians was
limited during tho last week. Govern
ment requisitions and orders were large.
and It remains to be seen what disposi
tion will be mado of many of theson
view or tno changed international ana
war conditions. Tho markets have lield
steady, und are facing readjustment to
new conditions with every expectation
that shocks will be less severe than
many merchants have feared. A new
price fixing period begins November 16,
nnd from the present outlook It seems to
traders as If Government prices will rep
resent a maximum restraint rather than
a merchandising basis for the Immediate
future.
There have been some sales made of
goods for delivery next year at slight
concessions from aovcrnmeni nguren,
but the bids for Government work are
well up townrd the maximum levels.
Lines of shirtings for the fall of 1918
wero otcned during tho week. Tho vol-
umn of ofTerlnirB Is much lighter than
usual, due partly to the employment of
looms on war work, nut attrioutea aiso
to the quiet business done in shirts since
bo manv young men went Into khaki.
Uinnrl trade Is restrained by tho un
certainty of International conditions and
of prices.

moderately all around.

as a weight on values.
