SELL $30,000,000 SWISS BONDS HERE Syndicate of Bankers Is Buyer of New Issue, Which Will Be Offered to Public EXPECT PRICE TO BE 9G Funds to Be Used for Retiring Last of 1915 Issue and Buying Supplies. The Government of Switzerland, planning- extensive purchases of foodstuffs, machinery and raw materials In the United States, has sold an Issue of $30,010,000 6'4 per cent ten year bonds in this market. They have been taken by a syndicate composed of Lea, Hlg glnson & Co., fiscal agents of the Swiss Government In the United States; the Guaranty Trust Company and the Na tional City Company. A public offering of the securities will he made early next week, when the Issuing; price will be named. It Is expected that this price will be 96. at which the bonds will be worth an even 6 per cent. A part of the funds thus obtained probably will be used to retire the last 35.000.000 of an Issue of flS, 000.000 floated In this country by the Swiss Government In 1915. It was a 5 per cent. loan, maturing; In one, three and Ave years. The portion of this loan unpaid, amounting; to 35,000,00, will mature In March. 1920. and the current loan Is of sufficient size to retire the last of that Issue and finance prospec tive purchases here. Lee, Htgglnson A Co. Issued the fol lowing statement yesterday ; "A new Issue of 330,000,000 6 H per cent, ten year bonds of the Government of Switzerland has been bought by a syndicate headed by Lee, Htgglnson A Co., the Guaranty Trust Company and the National City Company and soon will be offered to the public. The total Swiss general debt In 1919 was about $286,000,000, or about $75 per capita, considerably lower than that of any other European country with the pos sible exception of Denmark. The Swiss loons quoted In London and In the. United States have fluctuated very little and the Interest rate has been lower than that of most European countries. In spite of the unusual cost of main taining itself on a war footing to en force neutrality, the financial situation of Switzerland is sound and the country has come through the severe test of the last four years with Ita credit good and Its resources intact. How Funds Will Be Spent. "In 1915 a syndicate headed by Lee. Higglireon Co. sold $16,000,000 gold serial notes laaued by the Government of Switzerland, of Which $10,000,000 ma tured and promptly was paid. "It. Is expected that the proceeds from the Issue of $30,000,000, soon to be of fered, will be devoted to the purchase of commodities produced In the United States. "The nationalization of the railways late In the last century puts about 2,000 of the approximately 3,200 miles of rail road In the country under Governmental control. With the railways the State assumed a debt amounting in 1918 to about $349,800,000, not included In the general debt of Switzerland, as the rail way accounts are kept separate from those of the Government. In normal years the railways tiave shown a sub stantial profit, considerably in excess of the annual requirements for Interest and sinking funds. 'The Swiss banking system resembles that In the United Status. There are more than 300 banks, with resources of about 32.414.000. During the war the Swiss franc was quoted at a substantial premium In most countries. Th. foreign trade of Switzerland amounts to nearly 31,000.000,000 a year. The help of foreign capital will permit Switzerland to develop Us great water power, making tha country Independent of the costly Importation of coal and oil. Snl'ii'rlnnd'i Help During; War. The Swiss people have maintained neutrality during the war with much dif ficulty and at a large cost. An efficient militia of 400,000 troopa was maintained In this oldest of all existing republics, but It cost the country about $207,700, 000, of which, with that prudence char acterising this simple, frugal and indus trious people, more than one-third has been covered by direct taxation. 'The world's gratitude Is due Swlt aerland for Its humane care of the sick and wounded and prisoners of all com batant nations. In one portion of this service, the distribution of mall, the Swiss postal authorities handled more than 600.000,000 letters and parcels free of charge, at a net loss to the State treasury of $9,600. "The basts of security for these tmnds Is the character of the Swiss people. Contributing to this character Is a uni versal compulsory system of education which makes Illiteracy almost unknown Schools aro numerous and well attended and there are many private schools special scnoois maite a reature or com mercial and technical Instruction. Seven universities have more than lB.onn stu dents. Agriculture In the valleys Is highly developed, wheat, oats. corn, bar ley, flax, hemp and tobacco forming the principal crops. Forests cover about sixth of the surface of the country. The manufactures consist chiefly of silks, cotton, linen, lace, thread, wool lens, clocks, watches, leather, gloves, pottery, tobacco, snuff and cheese. 'The labor situation has been sails. factory. Bolshevism is finding no soil in which to grow, although the asylum granted so freely to all people has per mltted the presende of agitators." THE STOCK MARKET. An Issue of 6 per cent, cumulative preferred stuck of the Quaker Oats Company to the amount of $7,200,000 Is being offered at 99 and accrued- divi dends by a banking syndicate composed of Lee. Hlgglnson A Co., the Merchants Loan and Trust Company and the Illi nois Trust and Savings Bank. Its net earnings In 1918, before de ducting Federal taxes, were $6,407,760, or nearly six times the dividend re quirements on Its total outstanding pre ferred stock, including this new Issue, After deducting Federal taxes they ware $3,601,589, and for the last Ave years have averaged $8,609,118. During the last ten years $13,301,467 has been re Ir vested In the business out of earnings, exceeding the combined preferred and common dividends paid during that pe riod. Late In the morning a freah wave of buvlng caused a sharp rally, final prices being 2 points net lower to a net ad vance of 16 points.
