The principal fea tures of the day's news were the nega tion of destructive effects from the President's message and tho unfilled tonnage statement of the United States Steel Corporation. The ealn of some 635,000 tons In un filled orders was slightly bettor than had been anticipated, but the statement appearing after the close of tho market had no effect on Bteel common, which gained lr)i to 104, compared to the week's low of 100H. There was no feature In' the foreign exchange market and little feature In the bank statement, which showed a decline In surplus of $16,002,320, to JD1,137,750. Demand deposits decreased 141,204,000 and time deposits Increased $11,223,000, Indicating a oonsiderabln shift In the character of deposits and enabling the banks to put out more time money. Loans showed a decrease, of only 121,916.000. Bank clearings lafet week totalled $8,055,800,417, against $8,123,838,045 a week ago and $5,857, 906,006 a year ago.
