ment following the President's recom
mendations to Congress and the cer
tainty that Congress Is antagonistic
toward the Plwnb bllL From the start

be desired In two hours of piii-chaseaAnd

by the news from Washlngton'that the
Plumb bill could command little sup
port In Congress, but tho reports lndl

able On the whole tho President's' ad
dress had been more than discounted

buying In the transactions of 600,000
shares represented the evening up of
accounts by those who had taken a short
position earlier- In the week. Because 'of
the three breaks, which occurred during
the week, stocks endod below the finals
of tho week before, generally 6 points
or more under the closing of August 2,

the liquidation which had been discern

side, largely on account of the Presi
dent's message and tho fact that stocks

American Car and Foundry sprang
Into prominence as a market leader,
selling up to a, new record price and
ending the session with a net gain of
9 points. An Increase in Its dividend
to 12 per cent, per annum Is the pros
pect. Tire stocks responded to the re
ports that tho manufacturing concerns
favor an advance In the tire, prices.
In fact there was not a weak spot tn
the entire actlvo list, and while a Sat
urday market- Is generally unimportant
on account of the many absentees,
the major "portion of the invest
ment and .speculative public looks for
ward to an Interesting and construc
tive market this week, providing of
course that no Important unfavorable
developments arise. On the other hand
the banking community would like to
see a quiet and orderly market during
the balance of this month, and It prefers

of the -laDbr problems, the cost of living
unrest and rehabilitation to Borne ex
tent of the exchanges. More, it Is ex
peted, will be heard regarding the In
ternational situation and satisfactory
foreign credits must be negotiated if our
foreign trade Is to continue in Its pres
ent large volume. The principal fea
tures of the day's news were the nega
tion of destructive effects from the
President's message and tho unfilled
tonnage statement of the United States
Steel Corporation.
The ealn of some 635,000 tons In un
filled orders was slightly bettor than
had been anticipated, but the statement
appearing after the close of tho market
had no effect on Bteel common, which
gained lr)i to 104, compared to the
week's low of 100H.
There was no feature In' the foreign
exchange market and little feature In
the bank statement, which showed a
decline In surplus of $16,002,320, to
JD1,137,750. Demand deposits decreased
141,204,000 and time deposits Increased
$11,223,000, Indicating a oonsiderabln
shift In the character of deposits and
enabling the banks to put out more
time money. Loans showed a decrease,
of only 121,916.000. Bank clearings
lafet week totalled $8,055,800,417, against
$8,123,838,045 a week ago and $5,857,
906,006 a year ago. According to the
trade reviews, the good outlook for fall
trade Is clouded only by the possibility
of dislocation of the means of trans

Steel Tonnage Figures,
Wall Street was yesterday nooa given
a good surprise, but It was a decldely
pleasant surprise. It was In the shapo
of ihe monthly steel tonnago figures,
which showed an Increase of 685,806
tons compared with the. Inst previous
month's report Whllo the financial
community was confidently expecting a
liberal lacrease in the unfilled orders
onMuly 31, there were few who had
dared hope for such a big advance.
Many expected that the Increase would
be comparatively small and they based
their opinion on the fact that In the
June report large orders by some of the
big automobile companies, orders which
were not repeated In July, had been In
cluded. It Is evldenti from the statemeat
that the turn of the cornerhas been
made by the steel Industry "and that
the hang off attitude adopted by buyers
of steel ever since the armistice was
signed, has been emplaced by one of
eagerness to buy before prices go any
higher. Steel men declare that there
will be no cutting of steel prices. They
coatend that the supply of steel products
will not meet the demand which they
are looking for In the Immediate future.
On the other hand there are many of
those who are looking dally for the
announcement of an lncreaso tn steel
prices and It Is because of that view
that there has beea much recent buying
of steel.
