The announce ment was made by Chairman Payne to day after Mr. Hosier's return from an extended vacation. He came to Washington as a dollar a year man, first with the Coun cil of National Defence and then with the Shipping Board. Mr. Iloblnson became Internationally known at the Peace Conference by put ting over the greatest material achieve ment of tho conference, when he de feated 'the plans of tho British delega tion for division of Interned German thlpplng and obtained for the United States 600,000 tons of fine passenger liners, vessels whlcn were absolutely lacking In tho American merchant ma rine. The British planned to pool all In terned German vessels and then divide them according to war losses. This would, of course, have given the bulk of the German shipping to Great Britain. Mr. Robinson opposed and defeated this, and to the countries that Interned the German ships were awarded the vessels. A number of the best German liners were Interned In American ports. Mr. Iloblnson assembled all of the facts with relation to shipping presented by the American delegation to tho conference. He accepted appointment on the board to complete the work which ho accom plished In Parts. Chairman Payne declared to-day that there was no row in the board or In tho organizations. Reports of disaffection had gone out, it la stated, because of Chairman Payne's policy and determi nation to put the organization on a penio basis and weed out the dead wo jd gathered during the war. A number of divisions have been abolished or consoli dated and some lesser ofllclals have re signed. Many clerical positions have been abolished and the holders were let out of the Government service. Chairman Payne said that there was to be no reorganization or shakeup, but that the organization would bo put upon a permanent peace basis as rapidly as possible. It was reported that the super, cargoes were to be Abolished, and that this would prompt Sir. Rosseters resig nation. Chairman Payne was Incline. I to abolish tho places, but ho said to-day that, no definite decision had been reached and tlMt he was giving con Elderation to valuable reports coming from these employees. Mr. Rosseter, It was officially stated, has "wanted to get out of the service for months. Ho is one of the best known shipping men in the country and sacri ficed a salary ot 8100,000 a year to serve the Government. After the armis tice he wanted to be relieved, but he consented to remain until November 30, Chairman Payne expressed his pleasuse at this decision. WATER POWER BILL REPORTED IN SENATE Provides for Private Develop ment, but With Loophole. Washington, Sept. 12. The House waierpower neveiopment bill as amended by the Senate Commerce Com tnittee was reported- to the Senate to day by Chairman Jones, who gave no tice that ho would seek its considera tion at the first opportunity. In a formal report accompanying the bill. Senator Jones said its theory was to provide for private development of waierpower projects Out -with ulti mate Government ownershln possible." Early enactment Is desired, the com mittee report declared, adding: "We should do one of two things: "We should pass legislation which will lend private capital and enterprise to 'destroy these resources under such reg ulations as will give consumers good service ana cheap power, or the Gov ernment Itself should proceed to make this development" Citing advantages from the opening orTiew power projects, the committee report said: "Every year that our waterpowers re undeveloped means a loss to the people In one form or another almost if not quite equal to the cost of their development Legislative- action should be delayed no longer." Senator Jones asserted that the bill declares for the Government ownership and operation of power projects at the end of fifty years' private development.
