He added that no words that could imM-di such a settlement would fall from him. This remark wa preeted with loud ch'e rs. as it disposes of the report that tK.it the. Liberal leaders had determined to make an attack upon the- frovern meiit's policy in regard to Venezuela, whir h course, necessarily would have led to an exchange of warm remarks, which might have impeded the progress of settlement of the dispute. t'ontiimiiig. Sir William Vernon Har court said that misunderstandings, both in England and in the United States, existed and had caused ruffled feelings on Imth sides. The idea that America and Great Lritain disputed the ques tion of Monroeism was nothing new or extraordinary. Monroeism, he asserted, wes not a principle of interna tional law, but one of national policy to which the Americans have a traditional and passionate attachment, and it was tlie same doctrine by virtue of which Great Britain had interfered in various states when her interests were affected Sir William Harcourt also said : "I am iu enhn agreement with Lord Salis bury when he says the United States have a pcrf-ct right to interpose in any controversy by which their own interest- are afffted ar.d they are entitled to judge whether thii interests are affected and in what measure thty shall be sustained. That is a general doc trine upon vhich all states act. Upon this is foui.ded the balance of power and oiion that ground Great Britain in terposed in Belgium, Greece, Turkey and many other places. The Monroe orytrine is not an extension of this principle; it i a limitation of what other states claim to exercise every where. President Monroe limited it to the American continent and the Unitea States following the wise teaching of Washington, have declared their cisiu r hnat'.on and determination not to in I'rfere :r. tlie controversies cf the Euro p-an powers but they have declared tut; controversies of the American cot r.tie i.i ic be of special interest to them selves, ami they will judge when and how they are ca.i'Mi upon to interfere. But one conclusion. 1 am certain, will be reached by everyone who impartially investi gates, he will be convinced that there has never been the slightest intention on the part of this country to violate the substance or essence of the Monroe doctrine. Whatever other conclusion the commission may arrive at it will most assuredly reach the c nclusion that no desire to push beyond the due limit cf the frontier of this empire has ever been the animating cause which moved Eritish diplomacy ic this long drawn out controversy. If this conclusion be fairly and frankly set before the citizens of the United Stat .'S one of their gravest preoc cupations will be set at rest. They wili feel no nee to suspect, on the jart of this country, anything in the nature cf an invasion of a principle of policy which both they ar.d we cherish. "J should rejoice if, out of this evil, should spring seane general system of arbitration. If that were the issue, I should feel that all misunderstandings and evils done had been more than re moved, and that a permanent guaran tee of good will lt-t ween the English speaking nations on the two sides of the Atlantic had been attained foi all time." Lord Salisbury, in the house of lords, said that America's mixture in the dis pute had conduced to satisfactory re sults more rapidly than if the United States had iiot interfered. He believed a peaceful settlement would be reached by arbitration. THE CLAIM TO OIL CITY. Senera Indian Have Valuable I'apera Id Their rw.seaion. Harrispi ro. Feb. 12. Ancient and important documents brought, to this city by two Seneca Indians held by them, place a new phase on the old claim of the descendants of the famous chief. Cornplanter. to a considerable portion of the land upon which Oil City stands The Indians who are here are Marsh Poarce of South Oorvdon, Warren county, and Andrew John of Versailles. Now York. They consist of tlm original and an cient grant to the c hiefs of the Six Na tions by the state of Pennsylvania, orig inal deeds and letters relative? to the land, written by the attorney of Corn planter and Associate Judge Thompson of Warren comity. Chief Clerk Gourhnrt says there is no doubt in his mind I hat the Indians have been shamefully treated However, he cannot find any ground for action by the state any more than in any other cas of sale The commonwealth granted the land to the Indians by patent and then its ripht iu the matter ceased entirely It has no right, to in terfere fnrther. The Indians sold a large portion of valuable land to a man named Connelly. They took his notes in payment, and, not beiiitf versed in technical law. had no mortgage made out to them. Thev received not 1 cent of cash in payment ; nothing but the notes. Soon afterward Connelly failed, and the Indians, of coiiTse. never received anything. The matter is one deserving rectification, but it seems outside the jurisdiction of the state. Mr Oearhart is of the opinion, after carefully studying the matter, that they should bring suit against the present holders, and contest the title iu the courts of Venango county. GOVERNOR HASTINGS FOR QUAY. The Senator Denied lie Authorized the Haywood Interview. Harrisbiro, Feb 12. Governor Hastings has given out the following statement relative to Senator (Quay's caudidacy for the presidency : "I am for Quay if he is a candidate. Some time ago Quay assured me that if I declared the vote of the delegation from Pennsylvania in the next national convention he would be for me. I de clined I knew there waa no show for my nomination, and was not hunting for compliments. Senator Quay's can didacy would have two-fold effect in Pennsylvania. It would reunite the party on broad and everlasting founda tions which every true Republican would welcome, and it would help to oispei tn mea ai-roaci m the country that as Pennsylvania is the Republican l.n.ieeiiou state in me union and al ways safe, and therefore she should never have a presidential candidate." A Washington special ays Senator Quay of Pennsylvania, when questioned regarding the interview made public by State Treasurer-elect Haywood placing him in the field for president, said it was unauthorized, and he made the pos itive declaration that he was not a can didate for the presidency, but admitted nar ne nan not. clone anything to dis courage the movement, nor could he, to use his own language, prevent the boys irom voting tor him if they felt so dis posed He said very frankly that h could uot expect to secure the" soli,! dele gation. ior ne would have, onnosition Imth in Philadelphia and rittsourg. nor on the other hand, could he tell how far tne enthusiasm of his friends would af fect th personnel of the delegation in cis lavor.
