London, that Mr. Gladetone hadezpreased
to Gea. Gnnbaldi the wish of the Englieh
GoTernmeot that ke should leave England;
that after this wish had been expressed to
the General, he was still requested by the
arl of Shaftesbury ta declare publioly
that he left olnd oa aooount of his
health, aad that Garibaldi replied to this
request: " My lord, 1 cannot toll a lie.
Mr. Gladstone, in an in eriew which he
had three days' later -with a depataiioa
from the City and Workingmen's Garibaldi

ascribed to him. Mr. Bhaen. in reply.
admitted that his formes .statements were
not all .deriTed iront the General s - own
lips, but from another of his friends, i At
the same time he declared himself also

Government wished him to leave; and that
Garibaldi -so expressed himself to him

Forged Proclamation.

following sketch :
Joseph Howard, jr. was born la the
City of Brooklyn, and is a son oi John T.
Howard, a very res peo tame gentlemen,
now living ia that city. The subjeot of
this skeloh commenced his literary career
as a contributor to country newspapers,
then as a correspondent of the i.oatoa
Daily Journal, subsequently aa a oonet.
pondent of the Boston Atlas and Bee ' In
1862 he took charge of the nremen s de
partment of the Leader. At the time of
the shoemakers' strike ia Lynn, Mass., he
was employed by the Hew York Times to
write the aooount of that movement. On
the arrival of the Prinoe of Wales ia
Canada, and during his tour through this
country, Howard aoooDspaaiea aim as a
speoial correspondent. He eras with Pre
eident Ltnooln at the time of his tour from
Bpringfield ta Washington, and wrote the
hoax etory in relation to Mr. Lincoln's
escape "in a Sootoh sap and long military
oloak," a statement whieh had not a
shadow of truth in it For a short time
he was employed by the Tribute as a cor
respondent, but was never, as has teen
staled, the city editor of this journal.
About sixteen months ago he was appoint
ed city edi or of the Times, a position
which he held bat a short time, when he
was employed by the Daily News, aad
wrote inflammatory artioles ia relation to
conversations with workingmen, at the
time if (he d aft and just before the July
riot. He was afterward employs i by the
proprietor of the Brooklyn Eagle, aad
was city editor of that paper at the time
of his arrest.
Howard is about 85 years of age, of
medium hieht. has dark eyes and hair, is
rather baid, is pale and slender, with
regular features, and wears a mustache. -
He submitted to the arrest wun com
parative calmness, and, when taken to
General Dix's headquarters, made the con
fession which has already appeared in
these eolomns. The statement that Mr.
Howard is a member of Mr. Bseohers
church is not true he having withdraws
from tne church when he left this country
for California, a few years ago. He wrote
the history of Plymouth Church for one
of the Sunday papers, and not for the In
dependent, ae stated in one or me aaiiiea.
