The abolition of slavery in the District of Columbia in the year 1BT, tnrew into me labor market a surplus of laborers, and had it not been for the demand for work at hospitals, navy yards and at plases in the War Department during the past three veers, thou aaada of women, with their large families, could not have found labor aad subeisteaee. The concentration of the armv at Washington broueht many, many thousands more helpless beings to that oity. Newly escaped from the clutches of eruel slavery, tney verv naturany ueu from the scenes of their former suUeriugs, and followed the army as children would follow a parent, to the Capital of the na tion, as a harbor of refuge, believing Mr. Lincoln's name the open sesame to receive and enjoy all the rich blessings of lib erty. The chances of employment for these new comers are small in deed, as with the disbanding of the army and cloeinr of the hospitals the demand for labor has greatly diminished. The persons now thrown upon Washington are in a - great measure unable to take care of themselves. Very many in eon araa.nee of exposure and the hardships at tending their previous life and a state of transition, are weakened ny disease, aad have but a limited knowledge of labor. raised as it has been to a fine art in the Free States. They find themselves transferred to aa entirely new and untried condition, and they need and must gradually learn the first lessons of domestic thrift. Could my readers see, as I have seen, the slave ia his hut, without the commonest necessaries omfort, they would appreciate the eon ditloi in mind and body, of the majority of the freed Alncans. And let my readers remember, too, that among theold resident population in Washington, the freed slave haa few, very few friends. Many of the women of whom. we nave spoken, hsve bus bands in the army or in government em ploy, but have no knowledge of the place of their locality, nor ao tney receive assistance from them. The war has drawn largely on the black males, ine uovernment nas ta ken soldiers; quartern) asters, teamsters; and olhcers, servants, so that only the inefficient have been lelt. In canvassing the city to aid the distressed, not aa able bodied man was found without employment, but their want of knowledge of reading, writing and arithmetic, as well as of all forms of busi ness, exposes them to great fraud and im position, ana ineir laoor is oiven almost en tirely lost. In January last, a pnblio meeting was called, and the sufferings and wants of these destitute people made known by per sons acquainted witn tne tacts. I will give a few out of many cases. On 14th street is an old, gray headed man, who has, by the cuOBcdk m on man., tv.. Knanel of Christ for many yeara. He sleeps on a board with a stick of, wood fbr a pillow. He has no means of getting fuel or food, has no shirt en his back. His collar bone and right arm have been broken, and he con se quent, y cannot laoor. ( 1 nit man met me in the street, aad begged a cent to bay him a piece of bread. 1 gave him the last dime Ihad.) in tne Boutnern part oi tne city are six children, the eldest a delicate girl twelve years old, the youngest a babe one year old. Their mother died from exposure and want of food. ' The poor creatures were huddled together without fuel or fire. On Capitol. Hill, in a stable, are two fam ilies oi twelve persons, occupying lees room than would accommodate two horses. The old man is crippled with a fever sore : one girl has consumption ; a motherless boy of twelve hss pneumonia ; a babe is dying for lsck of nourishment. An old man works hard to pay the rent, $12 per month; a widow of fifty is their only dependence for bread. A narrow .plank bed and a com mot bedstead accommodate a part of this company, the rest lie on tbe broken brick noor, coverea wiui a tew rags. An old woman ninety years of age has taken shelter in an old back dark stable. No ray of light comes in at noon day. She has raised the children and grandchildren of her master in all faithfulness to him and to God, and now she is tamed oat to die. ' Their case might be multiplied by hun dreds. Ont of nine hundred families in enacted, twantv-five paid four, and . iiflv five dollars per month for rent. Those who have succeeded in purchssing shanties with the aid of husbands in the army, pay $30 a year for the most worthless ground around the city. By our Society, and with the aid of the Government 1,000 cords of wood and 3.300 blankets were distributed last winter, be sides other artieles. Three soup houses were established. Toe daily average at tendance was 2,639. Most of these hsd no beds. Bunks were constructed to the num ber of Oil and furnished with straw, Two industrial schools have been estab lished. During the first month 1(0 women attended; boo garments were made: 301 given, in payment for work, 15 in charity, 10 to women going to Pbu.dphia. where places naa oeen proviaeaior mem. The donations made to these sufierine people will be faithfully and judiciously used: 1st. To relieve present physical suf fering. 2d. To instruct them in useful vo cations, that they may be able to take care of themselves. 3d. To educate and develop their immortal minds, and prepare them for stations of usefulness and trust among their own people. ! Ye friends of freedom, give this long-suf fering people your free will offerings, and see to it that slavery ia not exchanged for serfdom, and the last condition of this race become worse than the first. No longer let their sweat and . toil pamper the pride and arrogance of the idle, lazy white man. Let these people have lands and homes of their own. Let them settle in communities and have churches, schools and vocations all their own. But it matters not what shape the future of this dependent olass may take, or what plans may be set on foot by the Government for their ultimate good, corteln it i. Chapman, formerly of Newport, married a woman several years since, and had three children. But this is not the singular part of the story. He sailed the lakes, and in his absence, he claims, his wife neglected her children, went to balls and parties, and1 had a general good time flirting. Things went by tbe ears, and he at length filed a petition for divorce. She filed a counter- petition charging him with personal cruel ty and not providing for his children. His statements proved to have been false, hers true, and a petition of divorce was decreed her. But nothing was said as to the' chil dren. One would say, looking at Lsvi's face and cranium, that he dido I care as much for his progeny ss he did toepite the mother of 'em. He appropriated the chil dren without ceremony, and the evidence goes to show that he forbade her seeing them, r u.Uy married again and moved to Michigan, taking the three offeprings. Co.'s Fares, An ordinance is pending in the City Council to repeal the law authorising the East Cleveland aadt Kinsman Street Railroad Companies to charge seven cents per psssenger. The in creased fare was granted by the Council a short time ago, because of the greatly in creased, expenses of operating the roads. The prices of l.bor, feed and materials have but slightly declined, yet it is propos ed to reduce the fare to the original gold rate, vis: five cents. Thia seems hardly right, inasmuch as the companies kept the fares at five cents through nearly the wBolo yriod of largely inflated prices, and long, after all other prices had advanced from one hundred" to two hundred per cent. The shareholders have never received a dividend. , The companies, besides other taxes, pay two and a half per cent, to the government upon their gross receipts. Tha.following amendment to the Internal Revenue Law was psssed by the last Congress : .. Bsc. 10. And be it further enacted that whenever, under the proviso to Section 103, the addition to any fares shall amount to a sum involving the fraction of one cent, any person or company liable to the duty of two and one-half per cent, as in said sec -tion provided, shall be authorised to add to such fare one cent in lieu of such fraction."
