The crops and the coming harvest seem to be the general topics among the far mers at the present time. 'Wheat appears at this late day .to. be almost a failure, comparing the present prospects with hat our fields used to present; yot we have noticed that fields sown early and on low land, shaded on the wist and north by timber, present a favorable appearanoe. The prospect for a good yield of fruit, such as apples and cherries, is flattering, if there bono more frost ''"V ' The farmers are looking forward to a crop of wool, if wheat should be a failure, and the clip seems to te a good one. A case involving the constitutionality of the Civil Rights Bill has just been de cided adversely by Judge Thomas, of the Circuit Court of Virginia, sitting in Alex andria. In a civil action between white men, one of the parties offered to produce negro evidence. The Judge deoided that inasmuch as the Slate laws of Virginia forbade the introduction of negro test!' mooy in civil suits to which white men slone are parties, the evidence of the ne gro was inadmissible, snd no Congression si legislstion could impair her righ to dcoide what class of persons were compe tent to testify In her courts.
