Relative to an Amendment of the Consti
tution proriding for the execution of the
elective franchise :
"Resolved, By the General Assembly
of the State of Ohio, three fifths of the
. members elected to eaoh honse agreeing
thereto, that ii be, and is hereby proposed
so the eloetors of this State, to rote a
the next annual Ootober election upon
the approval or rejection of the tollowiog
amendment aa a substitute for the first
eeotion of the fifth artio'e of the Constitu
tion of this State to-wit: "Every male
eitiieo of the United States of the age
of twenty-one years, who shall have been
resident of the State one year next pre
ceding the eleotioa, and of the county,
township or ward in which he resides
snob time as may be provided by law, ex
cept snob, persons as have borne arms
against the Government of the United
States, or hve fled from their plaoes of
residenoe tp avoid being drafted into the
military service thereof, or hsve deserted
the military or naval service of said Gov
ernment in the time of war, and have not
