The first is illustrated by automo
bile thefts involving the crossing
of state boundaries the second by
espionage and sabotage cases that
bring in aliens or citizens from
out-of-state localities the third hy
loyality charges against American
citizens and the fourth by the
recording of finger prints of
suspected criminals and the scien
tific analyses of substances, stains,
or other alleged evidence in actual
’egal prosecutions.
The central Bureau in Washing
fon, Mr. Pegeau pointed out, is
a marvelous storehouse for the
facts gathered and for the actual
testing of evidence. Information is
.-.o classified and filed that it can
be made available to any court or
legal agency in the country within
a few hours The F.B.I. itself
does not use facts in legal action,
but secures, analyses and evalu
ates them for any authorized
purpose.

The talk was listened to by
about sixty men of the church and
their friends, and was suplemented
by a film showing the actual steps
of instruction of local policemen
and of the training of those who
enter the Bureau a« full time
employees.
Preceding Mr. Pegeau’s interest
ing talk, the Club enjoyed music
furnished by Mr. and Mrs. -Al
McKenzie, under the sponsorship
of Mr. William C. Domino, a club
member. The Men’s Club will meet
monthly on the third Wednesday
to enjoy eating together and
learning about important activities
of their civic life. Future programs
will include a talk on Western
Reserve University athletics, Con
sumers’ Credit, and current eco
nomic problems.

The “production line” has hit
the income tax paying business. It
will be but a matter of seconds
when the citizens with incomes
under $7000 step up to make their
annual settlement with Uncle Sam.
Bureau employees call this new
piece of machinery the “Big Brain”
and such it is.
This new calculator can compute
the tax form’s accuracy or inaccur
acy in one-seventieth of a second
flat.
Thomas M. Carey, collector in
22 northeastern Ohio counties for
the Bureau of Internal Revenue,
will use the amazing machines for
the first time on returns filed after
Jan. 1.
The machine adds, subtracts, di
vides and multiplies with electronic
speed. It even has a “memory,”
which holds figures until the ma
chine has later use for them.
One of the devices has been in
stalled and in a recent run worked
“perfectly,” according to those
who watched.
Fifteen of the “Big Brains”
three for each office will be
ready for use after Jan. 1 in Clcve.

collector’s staff translates all this
information into perforations on
the cards. These cards in turn are
fed into the “Big Brain.”
It will accept from the punch
card duplicates such tax figures as
adjusted gross income, exemptions,
deductions, prepayment credits and
payment credits, store these fac
tors in its so-called memory,
determine the taxable income in
each bracket and then calculate the
combined normal tax and surtax
applicable to each bracket, add the
totals and produce the correct tax
answer. And all in one-seventieth
of a second!
In cases of joint returns, it will
divide the taxable income, figure
the tax on each half and multiply
by two.
It also will take the standard
deduction and specific deductions
and give the taxpayer the benefit
of the lower tax.
The “Big Brain” will be able to
process approximately 85% of the
million-plus returns which will be
filed with Carey’s office between
Jan. 1 and March 15. Returns re
porting incomes of $7,000 and over
will get their usual auditing ex
amination.
An I. B. M. representative who
has worked on the “Big Brain”
says only three or four men really
understand the complicated work
ings of the device. Only one, he
said could attempt to explain it
in taxpayer's language.

The pchcdule, rosters and other
details have been worked out and
the Ea^t Cleveland Class Bas
ketball League, sponsored by the
East Cleveland Exchange (Tub, is
about to display the “Open for
Business” sign. League play is
scheduled to get under way on
Saturday, January 7, at Shaw Gym
with all six teams slated to see
action.
The Sexton Hawks will tangle
with the Campbell Tigers at 3:30
p. m. in the League lid-lifter with
the Fort Cubs scheduled to face
the Meinhardt Lions at 3:50 p. m.
These first two games will be
played in alternating halves with
the quarters being five minutes
long. The third game on the open
ing card will bring together the
Henderson Sharks and the Gera
imos Panthers at 4:25 p. m.
Each team will be distinguished
by a different colored T-shirt bear
ing the team nickname and the
player’s'number, furnished by the
Exchange Club. The entire Shaw
varsity squad has volunteered to
act as coaches for the youthful
eagers and the coaching assign
ments are as follows: HAWKS
(Don Sexton and George Law
rence) CUBS (Dick Fort and Al
Gray) TIGERS (Bill Campbell
and Mike Vara) LIONS (Tom
Meinhardt and Bob Grunwald)
SHARKS (Dick Henderson and Bill
Nelson) PANTHERS (Duane
Gerasimos and Ed Dietering). The
Panther roster is made up of boys
who are members of the First
Nazarene Church, the Cub players
belong to Christ the King parish
and the Tigers represent the East
i leveland Baptist Church.
All members of the league must
be under 15 years of age. The ros
ters are limited to ten players per
team, only two of which can be
ver 5 ft. 4 inches. The schedule
will be played in two rounds with
the winners of each round meet
ing in a two-out-of-three series
for the league championship.
Scores, lineups, schedules and other
data concerning the league will be
published in succeeding issues of
the Leader. There are still a few
openings for boys who are inter
ested in joining the league. Those
who meet the qualifications are
requested to report to Bub Keefer
at the Shaw Gym at 3:00 p. m.
on January 7 for assignment to
a team.

Five changes in the personnel
at General Electric’s Nela Park
will become effective with the New
Year, retirements and promotions
being announced."
Martin L. Sloan, vice president
of the General Elecric Company
with headquarters at Nela Park
is retiring under the company’s
pension program after nearly 40
years of service. One of Mr. Sloan’s
best-known achievements involved
the introduction of the sealed beam
headlight for automobiles over a
decade ago. He not only acted cs
coordinator of the various GE
activities involved, but also
brought the various automobile
manufacturers into agreement on
the development.
Succeeding Mr. Sloan is Fred F.
Harroff, general manager of the
lamp department at Nela Park,
who retains his present position
here. A native of Canfield, Harroff
was graduated from Salem (Ohio)
High School and Western Reserve
University.
Dr. Zay Jeffries, who began
service with GE in 1914 as a con
sultant to the National Lamp
Works on East 152nd st., will also
retire December 31st. Dr. Jeffries,
now of Pittsfield, Mass., was on
the faculty at Case Institute of
Techonology before joining GE. He
is still a trustee there. He holds
the government’s Medal of Merit,
the highest civilian honor, for
services with the War Metallurgy
Committee in World War II and
was the first recipient of the Gold
Medal of American Society for
Metals.

Warned To Cross
Street With Care
“Wet or icy streets greatly in
crease accident hazards to pedes
trians and particularly to elderly
people,” H. S. Weaver, Chief of
East Cleveland’s police depart
ment said today in urging persons
in the 65 and up age group to dou
ble their care in crossing streets
during bad weather.

East Cleveland's official represen
tative for the National Pedestrian
Protection Contest sponsored by
the American Automobile Associa
tion and Cleveland Automobile
Club.
"Attempts to walk faster than
normal may result in their falling
and then perhaps being struck,”
he said.
“Elderly pedestrians frequently
depend upon motorists to slow
down or stop for them. While most
drivers are glad to do this when
they can, it is a dangerous mistake
to count on it. Pedestrians under
estimate the distance which it
takes a vehicle to stop. Sometimes
automobiles just can not stop in
time to avoid hitting pedestrians
who walk in front of them,” Chief
Weaver stressed.
“Select the best protected cross
walk, preferably one where a
police officer is stationed, or a
traffic light is in operation. When
possible, avoid crossing intersec
teions at extra wide points, where
you cannot make it across before
the signal changes. When in doubt,
always wait until there is a safer
opportunity to cross,” Chief Weav
er advised elderly pedestrians in
conclusion.

The
Department of the Army, Cleve
land has been chosen as the head
quarters for Information Service
Training Unit, it was annonuced
this week by Lieut. Col. Earl H.
Kelso, local senior unit instructor
and public information officer.
Although this is an entirely new
type of unit for the organized
reserves, reservists, both officers
and enlisted men assigned, will
find themselves with an Army
outfit given entirely to the peace
time training of personnel whose
primary interests lie in public
relations.
Public information training for
the organized reserves being more
or less an unknown quantity, the
unit will operate pretty much on
a write-your-own ticket basis,”
said Col. Kelso. He further out
lined objectives of tho unit as

That Water Bill
With New York City facing a
water famine, its water depart
ment employees are being sent out
to check leaks in the system.
Early reports indicate that mil
lions of gallons of water are being
wasted daily through indifference
and carelessness on the paxt, of
the consumer.
Remembering a statement is
sued recently by James E. Barnes,
assistant superintendent of the
East Cleveland Water Department
anent this subject, we dug up the
record. Mr. Barnes says it still
holds true. Even the merest leak
can mount to many cubic feet
of water wasted in a month’s
period. For instance:
At 40 pounds pressure, a very
thin leak (similar to a mere
dripping in a water faucet) can
count up to 600 cubic feet in a
month and 1800 cubic feet in three
months at a cost of $2.59. And the
monetary cost is not the least
of the damage. The actual loss
of the water itself is far more
important.
A worn faucet washer will per
mit a one-sixteenth of an inch of
water to flow for a waste of 2,500
cubic feet in a month, 7,500 cubic
feet in three months at a loss of
$10.78.
A leak in the toilet adds even
more to .the consumer’s water bill.
A one-eight inch stream amounts
to 10,000 cubic feet in four weeks,
30,000 cubic feet in three months
and adds $43.13 to the statement
for the three month’s period.

owner may not think that the
water permitted to run from a

A large faucet left running

meter reading in only one month,
and in three months will mean an
overhead charge of $404.51 to the
water account.
These costs, explains Mr.
Barnes, are based on a stream the
size indicted running steadily at
the given pressure of 40 pounds,
for 24 hours a day, 30 days a
month.
The water department recom
mends periodically checking of
meters to determine if there are
leaks in the system. Noisy pipes
also indicate leaks. Water con
sumers unable to locate a suspected
leak are requested to notify the
