Palmer, who for eight years has owned and operated Palmer's Service Station at the corner of Euclid and Chapman aves., has just opened a beverage store bearing his name on Hayden ave. Located at 1152 Hayden, oppo site the Idarose police station, it is known as Palmer’s Beverage Store. Prior to its recent purchase, it was the Tomse Beverage Co. Associated with him in the new venture is his son, Bob. Mr. Palmer, who resides at 1725 Strathmore ave., will relinquish operation of his service station in the future. near Social Security Marks 20th Year August 14th marks the twen tieth anniversary of the passage of the Social Security Act. To gether with this birthday celebra tion, it appears most likely that sometime during the latter half of August there will be eight mil lion people receiving monthly bene fit checks under the old age and survivors insurance program. Mr. A. W. Boehringer, manager of the east side district office, located at 10406 Euclid ave., called attention to these important facts today. Mr. Boehringer went on to say that “August might properly be called Social Security Month.” Since the enactment of the law on that historic day in 1935, all vital changes and improvements in the law have been passed by Congress during the month of August: In 1939, 1946, 1950, 1952 and 1954. During these last twenty years this uniquely American system of social insurance has been extended so that it now protects more than 90 per cent of the nation’s popu lation. This worker-employer paid for insurance assures monthly re tirement payments not only to the worker but to a spouse and chil dren under 18 as well. In the event of an untimely death, monthly sur vivors checks may be payable to a widow or dependent widower at 65, children under 18, mothers with minor children, and, in some in stances, to dependent parents at 65. Since 1951, with the additional ex pansion in protection provided for by the 1954 Amendments, most self-employed individuals have the same personal and family se curity given most employees since 1939. Changes in the law in 1950,1952, and 1954 greatly increased the amount of the payments, Mr. Boehringer added. Most workers retiring today can qualify for an average payment of $80 a month. Today the average wife’s benefit is $41 a month the widow’s, |60 a month the worker dying today leaving a widow and two youngsters can feel safe in the thought that the average monthly payment in such a case is $185. In 1940, only a few thousand retired workers and survivors were able to qualify for monthly payments. It wasn’t until 1945 that the one million mark in num ber of beneficiaries was reached. With the eight million figure a certainty before the end of the month, Mr. Boehringer pointed out that in greater Cleveland and Cuyahoga County are 85,000 of of these beneficiaries receiving approximately 50 million dollars yearly. Mr. Boehringer concluded by saying that social security is a self-supporting federal insurance system that will provide “a great er measure of economic security for an increasing number of Ameri cans at a minimum cost.” Further more, it has been clearly indicated that periodically Congress will change and improve the law to meet the new needs of the Ameri can people. This history of the last twenty years has shown this trend. ORDINANCE NO. 4876 By Mr. Fellows AN EMERGENCY ORDI NANCE TO CHANGE A U2 USE DISTRICT TO A U1 USE DISTRICT BY AMEND ING THE OFFICIAL ZON ING AND DISTRICTING MAPS WHICH ARE A PART OF ORDINANCE NO. 4761, PASSED NOVEMBER 17, 1953. WHEREAS, after public notice and hearing as provided by Ordi nance No. 4761, the Board of Zon ing Appeals on July 5, 1955, adopt ed a motion providing for a recom mendation to the City Commission for the re-zoning of the property hereinafter described from a U2 use to a U1 use district, and WHEREAS, said Ordinance No. 4761 provides that changes in zones or districts shall be made by ordinances amending the of ficial zoning and districting maps which are a part of said ordinance, and WHEREAS, an emergerexists for the immediate prese: ttion of the public peace, property, health and safety by providing for a change in a use district by an amendment to the official zoning and districting maps.
