The provisions of the bill apply to all Indians except the five civilized nations in the Indian Territory. The fate of this bill will be watched with interest by the Western people. The latter opens the returns sent him and declare's who is elected to fill State offices. When Williams and Harrison ran for Gov ernor the returns from six Democratic counties were not sent to the speaker, and to declare the result on the returns sent to him would have elected Harri son. But instead of doiner this the speaker, who was a Republican, went to the office of the Secretary of State and procured copies of the returns from the counties whichhad forwarded none to him and then declared the result. We had a letter from the gentleman who was speaker at that time, Hon. John Overmyer of North Vernon, in which he says the fore-going statement 13 "substantially correct. But we all knew that Williams had been elected and it would have been a dishonest thing to have attempted to derive an advantage from mere technicalities."
