Jkfkkusox City, Ma, March 5. State Treasurer Ed T. Noland was suspended from office last evening by Governor Francis as a result of the examination ot tho books of tho Treasury Depart menu That the Treasurer is short in his accounts scarcely admits of the most remote doubt, and tho shortage is gen erally placed at altout "J.2,000. Governor Francis submitted to an interview at the mansion, lie talked very guardedly, lie said: "I suspended Treasurer Noland, hav ing concluded an examination of the affairs ot the office. My action was based upon the discovery of various irregularities in tho department and upon rumors concerning a deficit" Jleing asked if a deficit had been dis covered, the Governor said: "There ap pears to be a deficit,. but it is such a one as will not hurt tho bondsmen to pay." Tho Governor wftl servo due notice of his action upon tho Attorney-General to-duy, and that individual will commence proceedings next Monday be fore tho Supremo Court. This is the present arrangement and it will not likely bo altered. In such cases the law does not permit ot a resignation. V Treasurer Noland was informed of his suspension by tho Governor in person. What passed between them will proba bly never bo known. Tho Treasurer is under groat mental distress, and even yet many of his frioiids refuse to be lieve the truo condition ot affairs. Ho maintained stoutly all day that the ex amination would show that nothing was wrong. He undoubtedly expected tho bondsmen to mako up tho deficit. The causo of Treasurer Roland's trouble is ascribed to a mania for play- in e poker. It is said that he lost heav ily in games at Kansas City, St Louis and New York. lie had only been in the oflleo fourteen months. So far as bis habits wcro concerned, it is posl- . tlvcly known that ho did not gamble. The Governor, aftor a consultation with the State officers, decided to ap point an examining committee under tho provisions of section 8,635, which committee will be required to meet in Jefferson City at onco and make a thor ough investigation of tho affairs ot tho Treasury Department and make a re port as to their findings. The law does not state whether this committeo shall . consist ot members of the Legislature or of business men outside tho Legisla ture. Neither does it state the number of which tho committee shall bo com posed. The Governor adds that the law only requires him to investigate until he finds sufficient causo of action, and that it will be the business of this commit too to make a detailed report Tho Governor appointed the following gentlemen as a committee to examine the book of tho Treasurer: Charles Parsons, St. Louis; W. II. Chick, Kansas City, and Finis Marshall, of Unionville. OKLAHOMA RACE WAR. A Negro Whipped Kntr Kingfisher -Others Drlvrit Away. GirrnniP., I. T., March 5. Another proof of. the need of government was given yesterday by tho perpetration of of an outrage of which the following de tails have been given by parties arriving from Kingfisher: Tress reports emanating from Topoka concerning the alleged scheme to colon Izo Oklahoma and mako it a negro State aroused tho settlers to a high pitch ot excitement. At Downs, a small station on tho Kingfisher and Guthrie stage route, tho peoplo have been especially roused nnd a secret organization de cided to drive out the few negroes thero and not allow mora of that race to be come settlers. Four miles northeast of Downs lived a colored family named Hawkins, and near them another colored family, Hur gess by name. Hawkins was suspected of firing pralrio grass a short time ago on a neighbor's claim and feeling against him was ugly. Early yostcrday morn ing a masked party of men from Downs broke into Hawkins' house, took him from his bed and severely whipped him. During the whipping TSuck Hawkins, a son, ran and aroused the Burgess fam ily, and Abe Clark and Samuel Durgess armed themselves with shotguns and returned wfth young Hawkins and fired at the party from ambush. The masked party was literally popimrod with shot and ITcnry Chambers was. badly hurt about the head and face. The negroes wore pursued, and before they could load again wore surrounded ' by the settlers, who held Winchesters on them. Tttb negroes were thoroughly frightened, and promised to loave tho neighborhood. The eldor Hawkins arrived at King fisher last night and asked protection, lie claims that the outrage was planned by Wood Davis, who is contesting his claim. The few negro settlers In the vicinity of Guthrio have become greatly alarmed at the fooling against the colored peo ple, and are getting ready to go to Kan aka.
