As to 1891. Mr. Springer both that according
to the treasurer's statement the secretary esti
mated an uvullablo cash baluneo of Wr.8W.4iL',
not taking the HW.OOVWJ g:ld reserve Into con
sideration, but u note at tho bottom of tho
treasurer's stutement shows that this bnluneo
is cnargcablo with contract liabilities, already
appropriated for. amounting to J-U.OKI.Oa). It
Is impossible, that all of this amount will be
called for during the Uscal vear, but this is the
amount estimated by the department, and the
svatlablo cush balance would bo reduced to
t7.8K.li0U.
It also appears from th's statement that of
tho contract liabilities existing on December
SI, 19.', the Item of Ho.ll.'i,7 i0 will bo called for
in IM1 for rivers and huruors. Of thfs amount
fIi.loJ.151 has b -cii appropriated for In tht sun
dry civil bill for IfOI. Tho entree upon tho
treasury for that year must also be augmented
by whatever delldency appropriations m ly be
required, which, including pension deilclonciis.
have averaged during the l.tst live sessions,
Ii5,000.0oa each year. To this deficiency must
be added tho umount of miscellaneous appro
priations, w hich for tho last five years have
averaged tT.OJO.OO'J each session. From these
estimates, however, it is probable there may be
some saving on estimated expenditures in the
actual appropriations.
"Under the most careful estimates that can
now be made it is apparent." says the report,
"that in the ensuing fiscal yenr there will be a
deficiency amounting to from !20.w,uuo to U,
OUU.OJt). In these calculations no account has
been taken of the requirements of the sinking
fund. These requirements were not met during
the lust fiscal year: no effort has been made to
meot such requirements during the current fis
cal year. The balance duo tho sinking fund In
1833 was (1 1.307.815. Tho requirements for 18W
are estimated at tt8,6D.i,OJO, and at the end of
the next fiscal year there will be due the fund a
little nnre than L'O.ojo.WV
r the majority also do not concede that the
secretary of the treasury is correct in thirginsf
against the fund fl8.UO0.iO3 paid for tho redemp
tion of national bun'.t notes of banks which have
gone into liquidation. It thinks that such pay
ments should be mado out of current receipts in
tho treasury. This would make an estimated
amount duo the sinking fund on June &), Itttfl, of
f 116,' 00,0 0.
In conclusion, tho majority cites Secretary
Foster's statement that. In his opinion, then
would be n deficit at the end or tho fiscal year
18W. and that the receipts of tho government
nhould be increased by IW.OO ', to meet treas
ury conditions, as set forth in bis report, or to
increase tbe gold reserve fund by l2UoO,XU
VIEWS or TUB MIHonlTT.
The minority report, which was drafted by
Representative Payne, of New York, and is
signed by all the republican members of the
fommtttee. says tho conclusion from the evi
dence presented with the report seem wholly
unwarranted and misleading.
-In fact," the report states, "there seems tc
to be un utter lack of evidence to justify any oi
the criticisms of the majority upon the state
ment of the secretary, which showed a surplus
in the treasury June 30, IBM. Tho statements ol
the secretary, supplemented by the evidence ol
the treasury exports, ore evidently of the most
cons-rvative charaoter. The estlmited re
ceipts ure placod at a minimum, while the
estimated expenditures are placed at a maxi
mum." Speaking of tho deduction of the Choctaw
claim, the minority say that the majority ow
very swift to charge this t3,0O.i,000 against tht
estimated balance of 1891. but nowhere deduct
it trom lbs estimated payments for 1891. in
which year the secretary estlmatod It would be
paid. Upon the deduction or this item the ma
jority sav the balance or u'l.Ouo.OX) will prob
ablrbconly tll.OJJ.O)', thus deducting II.030,
WO from the secretary's estimate, which Is un
warranted. The mnjority are correct in charging the con
tract liabilities for IBM of '40,00 iuOJ against tht
apparent balance of 147.000,000, which is stated
in a foot note by tbe secretary. It was quite
evident however, that tho secretary does not
believe this HO.OJU.OOj will all be paid during
mi, and ho had no doubt but that the condition
of the treasury will bo relieved to a consider
able extent by the reduction in payments on
these contract accounts. The majority would
also charge in addition 116,115,750 for rivers and
harbors, but this has already been charge
once, and tho sundry civil bill, moreover, ca
ries only I II.I6U&3 for rivers and harbors.
Tbe minority next attack the mode of averag
ing deficiencies adopted by tbe majority as
rrosslv misleading, for the reason that there Is
such a great variation that there can be no
average. Tbe large pension deficiencies which
make up a part of this average arise from tbe
changes ol law ana irom me impossioie esti
mate of the effect of such changes. A more re
liable war as to pensions, it says, is to take the
statement of the commissioner or pensions,
which does not Justify a higher pension defi
ciency than I7,030,OjO, which, with the average
deficiency in other matters, ta700,wu, would
make a total deficiency of IIS.700.00J.
Tbe avorage of miscellaneous appropriations
arrived at by the majority is also attacked.
Tbe minority aay the fact should not have es
caped the majority that daring tbe past two or
three years a new policy naa oeen inaaguraina,
and bills for publlo buildings, lighthouses, ete.,
no longer receive direct appropriations, and are
now largely carried in the sundry civil bill, so
that the total of tbe last miscellaneous appro
priations amounted to about 1 3,000,00 1, more
than hair of which was for tbe world'a fair.
Ou the basis of tbe statement of the secre
tary of the treasury it would seem that the
mount of either aurplns or deficiency in the
treasury on June 30, IS? I, would be very small
