Under this plan the Government's
penal institutions will be virtually
converted into trade and technical
schools and will be under the con
trol of a board consisting of the Sec
''"retarios of Labor, Commerce and In
terior. Attorney General Sargent is
".studying the proposal and may rec
ommend to Congress that the Depart
ment of Justice be authorized to carry
out this new idea. If approved by
Congress it is planned to give in

up.'' In other words, the writer of
the Pollyanna tale believes, or at least
wants his readers to believe, that the
nation's capital is commencing to re
spect the prohibition law.
This coat of whitewash is probably
inspired by a recent speech by Gov
ernon Pinshot, of Penncylvania, in
which he declared, "The present era
of disrespect for the law (prohibition)
can be laid right at the door of con
spicuous political leaders in Washing
ton who set the example. The eigh
teenth amendment was betrayed in the
house of its friends."
However you interpret the motives
of the contenders, it may be safely
stated that very few bootleggers are
asking aid this winter from the Sal
vation Army in Washington.

New York.—"If we can't merge two
locals of our international, how can
we amalgamate the needle trades?"
asks Editor Danish, editor of Justice,
published by the International Ladies'
Garment Workers' union.
The editor appeals to delegates to
the coming convention of this union
to face actualities.
"The proposal to amalgamate all
the needle trades into one union/'
the labor editor says, "is under pres
ent conditions an impossibility over
which it is hardly worth while wast
ing time in discussion. It is enough
to recall the obstacles we meet in each
attempt to merge two locals to en
able us to visualize what a bedlam
such an attempt to merge all the nee
die trades' organizations would cre
ate."

New York.—The latest discoveries
of medicine and sanitation can extend
the average span of human life, said
Dr. Hugh S. Cumming, surgeon gen
eral of the United States public
health service, to physicians at
health conference here.
Dr. Cumming's -address was a com*
mentary on reports of experiments in
Syracuse and Cattaraugus county to
see whether 20 years can not be added
to the average life span by scientific
rare.
In Cattaraugus county, Dr. Cum
ming said, the death rate has been
reduced by 350 persons per year at a
cost of only $14,400, and the popultv
ion is but 50,000. The saving of
American citizens at a cost of less
than $50 per life saved is good busi
ik-ss, he said.
''Through the demonstrations in
i hat county," continued Dr. Cumming
"sufficient evidence is at hand to
-how that properly conducted county
health work will yield a remarkable
dividend in the protection and promo
tion of human health and in money
saving to the community amounting
to many times its cost. Other com
munities are meeting their health
problems in accordance with the same
general principles. Now is the op
portune time to proclaim: 'Go thou
and do likewise.'

L. and Union Label Trades depart

ward," the motion picture, is a feature
of the campaign.

QUITS CHARGED
WITH MURDER
Albemarle, N. C.—Following his
indictment for murdering negro con
victs, M. C. Cranford, Stanley coun
ty convict superintendent, has resign
ed. Witnesses testified of "known
cruelties" of Cranford during the
past several years. White convicts
swore that they had seen Cranford
whip two negroes on an afternoon and
that both men died that night.
Barbarities equal to those charged
against Higgenbotham, Florida whip
ping boss, have been alleged in the
case of Cranford,

WRECK MILE-LONG
COAL TRAIN
Cumberland, Md. The Western
Maryland railroad employed strike
breakers when its engineers and fire
men suspended work because of con
tract violations. The road is now fac
ing a $500,000 wreck because of the
strikebreakers' incompetency.

The "free and independents" did
not know how to operate air brakes
and a coal train one mile long got
away from them on a mountain a few
miles west of here. Racing down the
steep grade, the cars jumped the
track. The mountain is strewn with
coal and smashed cars. The trainmen
jumped for their lives when they real
ized the train was beyond their con
trol. The railroad management is
stunned over the wreck, which is
charged to "a leakage of air."
