v Carpenters Seot 30 Million Free Cigarettes To Overseas Forces Indianapolis.—President William L. Rfatcheson announced that the Inter national Brotherhood of Carpenters and Joiners of America and its mem bers had contributed $67,000 for the purpose of sending more than 30 mil Sen "free cigarettes to members of the armed forces overseas. In Announcing discontinuance of the cigarette fund now that the war is over, Mr. Hutcheson said the union had received more than 3,200 cards and messages from servicemen ex pressing appreciation for labor's gifts. He added in a communication to local carpenters' unions: "In providing 30 million free ciga rettes, our Brotherhood achieved an enviable record. Few, if any ,organi zations in or out of the labor move ment can tie such a record. Certainly every local union, district or state council that contributed to the ciga rette fund can feel justly proud. "At the close of hostilities, all mo neys remaining in the fund were used to provide free cigarettes for the boys convalescing in our military hospitals. A month-by-month recapitulation of cigarette fund receipts and expendi tures has been presented. "In closing, let me again, on behalf of the general office, express sincere thanks to all local unions, district or state councils that participated in the fund and helped to make it a notable success. The response was magnificent and a genuine tribute to the loyalty, patriotism and generousity of our membership. I am proud of the results achieved and each and every one of you can feel the same." SECTION II: That the City Manager and the Director of Finance of the City of Hamilton, Ohio, shall issue note or notes for the above amount. Said note or notes shall bear interest at the rate ..f not to exceed six per cent per an num, and shall be dated as of date of the issuance, and said note or notes shall be due and payable on or before two years from the date thereof. Said note or notes shall express upon their face the purpose for which they were issued, that they were issued in pursuance of this ordinance and in accordance with Sec tion 2293-24 of the C.eneral Code of Ohio and shall be signed by the City Manager and the Director of Finance of Hamil ton, Ohio, and sealed with the corporate seal of said city. SECTION III: That the faith, revenue and credit of the City of Hamilton, Ohio are pledged to the prompt payment of said notes hereinabove described, in ac cordance with the laws and constitution of the State of Ohio in the event that assessments are not levied or bonds are not issued to provide a fund for the payment of such notes at maturity, there shall be and is hereby levied upon all of the taxable property of the City of Ham ilton, Ohio, in addition to all other taxes a direct annual tax sufficient to pay the interest and to create a sinking fund to redeem at maturity the above provided for notes, which tax shall not be less than the interest and sinking fund tax required by Section 11 of Article 12 of the Constitution. Provided, however, tha in each year that the assessments an tieipated bv said notes are payable and are applicable to the payment of such interest and principal and are appropriat ed for such purpose, the amount of such tax shall be reduced by the amount of the assessment so appropriated. The amount of said tax to be computed by the taxing authorities and to be certi fied to the proper officers, and the same shall be levied and collected as other taxes are levied and collected. Said tax shall be placed before and in preference to all other items and for the full amount thereof, and all funds derived from said levies hereby required shall be placed in a separate and distinct fund, which together with all interest collect ed on the same shall be irrevocably pledged for the payment of the interest and principal of said notes when and as the same fall due. SECTION I V That the proceeds aris ing from the sale of said notes shall be placed to the credit of the fund for the pavment of said improvement and all un expended balances remaining in said fund after the cost and expense of the im provement have been paid and the pro ceeds of all bonds sold in anticipation of the collection of deferred installments of assessments and all cash payments of assessments shall be applied to the payment of said note or notes and inter est thereon until both are fully pro vided for. Provided, however that in each year that the assessments anticipated by said notes are payable md are applicable to the payment of such interest and principal and are ap propriated for such purpose, the amount of such tax shall be reduced by the amount of the assessment so appro priated. The amount of said tax to be computed by the taxing authorities and to be certified to the proper officers, and the same shall be levied and collected as other taxes are levied and collected. Said tax shall be placed before and in pre ferenco to all other items and for the full amount thereof, and all funds de rived from said levies hereby required shall be placed in a separate and dis tinct fund, which together with all in terest collected on the same shall be irrevocably pledged for the payment of the interest and principal of said notes when and as the same fall due. SUCTION IV: That the proceeds aris ng from the sale of said notes shall be placed to the credit of the fund for the payment of said improvement and all unexpended balances remaining in said fund after the cost and expense of the improvement have been paid and the pro ceeds of all bonds sold in anticipation of the collection of deferred installments of assessments and all cash payments of assessments shall be applied to the payment of said note or notes and inter est thereon until both are fully provided for. SECTION V: That the Director of Finance be and he is hereby authorized to issue his warrant to the Treasurer in payment for the cost of said improve ment. EMERGENCY ORDINANCE No. 4509 Authorizing the City Manager to Pur chase Coal for the Electric Light Plant of the City of Hamilton, Ohio, on the open market, without advertising, dur ing the period of the emergercy caused by reason of the coal strikes. WHURUAS, the subject matter herein contained constitutes an emergency in that it provides for the daily operation of the muncipal electric light plant of the City of Hamilton, Ohio, and in that it provides for immediate preservation of the public peace, health and safetv of the citizens of Hamilton, Ohio and WHEREAS, the City of Hamilton, Ohio, has a contract for the purchase and supply of coal for a period of one year ending December 31, 1945, with the Duersch Coal Company, said coal being delivered from the Blue Diamond Mines at Hazard, Kentucky and WHEREAS, by reason of nationwide strikes of coal miners it has been impos sible to make deliveries under said con tract and WHEREAS, the City of Hamilton, Ohio, has at the present time a limited supply of coal for the operation of said electric light plant and WHEREAS, it is now necessary to im mediately endeavor to purchase coal for use at said electric light plant in order to permit the continued operation there of. NOW THEREFORE BE IT ORDAIN ED by the Council of the City of Hamil ton, Ohio: SECTION I: That the City Manager be and he is hereby authorized and directed to purchase coal on the open market, at the best price obtainable, and without advertising for bids, for the continued operation of the electric light plant of the City of Hamilton, Ohio, during the period of the emergency caused by rea son of strikes of coal miners, and until such time as deliveries can again be made under the existing contract which the City of Hamilton, Ohio, has with the Duersch Coal Company.
