tioas. If the people bad remained ignorant of
the facia we made pahlic, bo each diseatiefec

remarked to sw, " vos rhould not have pafc
lished' the matter at all." In reply to Ms
view of the case, we will at once state it as
our conviction, that, s a general principle, the
affairs of the people shonM be falty de ;
kaown to the people; that the tr-nsocticBs of
the'people's representatives shoald be epec as
the day.
Every act shoaU challenge public scrutiny,
where people possess natarsl latelHseace, nse
fal arq-tiremtnts and practical threwonesa, as
the. American people do, there can be to fear
of the resalt in eabmitisg to their own jadgmeat
their own business. A people may surely be
trusted with a full knowledge of their own
raanfcipil affairs, whose wisdom has selected,
from the foa-datioa of the Republic, the men
who, in WaihUgton, have cotdcted the affairs
of the Bation at large, and with such ekitl, that
an. obscure colony has become one of the
mightiest powers of the earth. We assert ibat
the people have the same right to know
how their representatives expend their money,
as the merchant has to know bow bis cashier
bas'expti-ed bis money.
But we are prepare) to show that this open
fronted publicity of acti-n is wot only right in
principle, but that it ia also wise in policy.
It is asserted t bat tte dissatisfaction referred
to was eansed by oar publication of certain
facts. We deny this. Ihe otea$wu of the j
state of feeling mentioned, was andoubtedly
oar publication; bt the canie was the ttcreey

prove, and, in the proof, wW probably befoand
a vindication of the conduct of Coaaril ic re
spect to the Ward expfBditnres. If a project,
recently entertained, for extending the limits
of the city, bad been carried oat, it Is evident
ibat the newly annexed territory woaM reqaire
to have streets gradd,3-d many after pobHr im
provements made, that the ether part ef the city
did riot require, ad, if the new territory were
constituted a separate ward, the oxpendhares
-within its limits would be higher than that in
tbe ether wards. But the reader will please to
remember this extra expenditere has formerly
beeolocurred in the other wards, one by one,
ea their pjhJic improvements were began and
carried on, il that tbe new ward is only re
ceiving the same extra assistance as all her
alster wards have received before her. If these
tempirary expenditures were set made known
to the'people as they were made ; bat ia tbe
case'of the last ward the facts were openly
stated, the people, seeing the diserepeocy ef
the figures, and havteg no antecedent facts
before them to jadge fcy, would naturally say
there is corrapttoB here there is favoritism
somebody is getting a jb. Is this the fault
of the publication msde? No, K Is te conse

publicity, bat of tbe seeney.
"rie reader will remeajber that other things,
besi.ei recent annexation, may caase an in
creased expenditure In a particular ward. A
new.'.aveoue of trade, as the location of the
depdt of a newly opened railroad, wHI reonire
an Increased expense in leveling and graveling
streets ; such expeBdtt-res have been made in
the Sixth Ward, as was explained in the cona
manleation of AHennan Mabw. Money may
be appropriated for the purpose of orsameat
iBg, not e particular vrard, bat the city ; such
is the obj-ct in improving Park Square. Such
expenditure as these are net to be considered
as being made for the special advantage of the
ward in which the necessity of the case, not
the mere choice of the Council, has located
them, but for the entire city.
We say, then In eeeelartsn, that, where rec
titude, governs tbe action of Council, there cm
be no occasion for secret sessions, or secret ac
tions. A fearkss, straightforward candor can
injure Lene; a feeble, hesitating, concealed
mode of proceeding, even when nothing wrong
is done, can benefit cone. We are happy to
say that we hare received the perrons! prom
ise vf a everal members cf Council, that they
will place within our reach, from time to time,
such fads and figures as may be of sufficient
importance to make their publication desirable.
