Where -even against rebels who have not a

the most lecitimate sovereign that ever held a
ceptrt had acted as the Southern States have
done, wouid these sentiments not b infamies

mies are they when uttered hy republicans
against brother republicans nttefed by the
descendants of the lebels of 'Tit, against men
who with far greater unar.imiiy now demand
the self-ssine right ibose rebels cla:rned self
government. We shall be told thst tbe South had no right
to secede, therefore, war upon it is justifiable.
When England made war M hr rebellious
American colonies, she said they bad no right
to "secede," and that, therefore, that war was
justifiable. We shall be told tbe South can
exhibit no wrones to justify rebellion. The
same was held by those who sought to crush
the colonies in their struggle for s-if-govern-rr.ent.
But why should we be calied upon bv
Republicans to consider these poin's at all?
Have we not been told, as the Republican
principle, that the subjects of a Sta;e them
selves, and no one else, are to be judges
whether they have provocation, justification or
rirht.
Vet, let us consider that ths case of the
Soutb, as regards its rieht to secede, is far
stroager than was that of ihe American colo
nies to rebel. Under the old monarchical sys
tems no such right was ever tolerated no such
principle ever heard of as "tbe voice rf the
population" determining the justice, legitimacy
or dura'ion of a covernirent. The American
colonies originate! under tbat monarchical
Mtaak They had never claim" ti or possessed
the attributes of "independent sovereign
States;' r or had their connec ion with M.e
F.nglisb crown originated ia a compact having
for its object mutual benefit and defense.
What, on the other hand, is the position of
the southern States in tfc present case? Thev
are not mere colonies, co inttes r districts of
anv state, kingdom or emiire. Thev are a
number of "sovereign independent States,' so
styled in law, and so proved in fact Their
political sys erp the political system of the
hole United States of America is based on
th- fundamental principle of V e right of relit 1-
li a determinable bv he voice of the peoile.
These several independent sovereign States, of
tbeT own free choosing, and for the purpose of
ineir own ana use rtmnnn welfare, in'erest,
an protection, federate with certain others to
this en'. A number of these States declare
that faith has not been kept with them in the
compact of confederation; and that the cause
and purpose of their fed- rat association with
certain others no longer urge its continuance,
but on the contraiy demand its tcrininatioE.
Whether they possess the right sr to terminate
tbe connection, is neither asserted nor dented
by the deed of union. This silence is claimed
by each side in the quarrel as favorable to its
onn case. L pon which side the construction
may be said to weigh, is, no doubt, a nice and
intricate question for political doctrinaires
and hair-splitting controversialists. Bjt what
we have to say is this, that it is something icon
rbn mournful, it is irons rous, it is an outrage
and a d sgrace to humanity, tbat, on n point
which may be ruled either way, the shocking
spectacle must he seen of torrents ef blood be
ing m-'t to flo'.v in the c nquest the subjuga
tion of those independent States, who mevelv
ask foi self-ji.veri ment and freedom to decide
their own des inies !
We say it would be deplorable evea if those
toutnern Mates were mere colonies or ootlyiac
districts of a despotic empire. We say that,
in tbe face of such a unanimous determina
tion for secession right or wrong, according
to construction of constitutional technicali
lies this bloody war to force union on the
Southern people at the point of the sword to
saber tbem into brotherhood, and dragoon
them into "liberty 1" is a biot upon humanity.
We cannot pu to weigh the aiasnea of tbe
rival constructions of the silence of the deed
of -union with reference to the right of seces
sion. We turn in disgust from all this, deny
ing that th- proof at best can be plain enough
to reconcile us to this butchery butchery to be
done, let us remember not by kings, autocrats,
tyrants, our oy Republicans, advocates of pop
ular lib'rty bemselves the offspring of re
bell.cn ! We have often enough and clearly
enoueh declared our anxiety that Ihe great re-
public of America might be saved from dis
memberment ; b';r far greater is our ar.xie
for the sake of the hi 'eous reproach it involves
to popular liberty that it may be saved from
tbe terrible crime of forcing its federal em
brace upon any S'ate at the expense of ruth
less slaughter by fire and sword.

which will be distt.outed all along the block

I.'ast Tennessee.
Extract from a letter frem a reliable gentle
man of Monroe county, dated Msdisonville,
July 2d :
Although the vote was polled against "sep
aration"' in lower ss well as in upper East
Tennessee, even the most ultra Union men are
willing to submit to the action of the Sta'e. I
t onvened with many of the strongest of the
Union men of this county yesterday, it being
county court day, and they all, to a man, ex
pressed themselves against the scheme of the
Greenville convention to divide the State.
Thev said that, having voted against the sepa
ration of the State from the federal govern
ment, they considered that tbey had much
greater reason to vote against Esst Tennessee
separating herself from the S'ate. T' e fact
is. the Greenville convention is not a fair and
just exponent of the sentiment of the
I n ion men even of upper East Tennessee.
The delegates, as they styled themselves, were
m the main self-constituted, am! were the most
ultra men of tbe party. Men that were con
servative did not feel enough of interest to get
especially in those counties in which m public
meetings nsrj been Beta to appoint delegates,
wnicn was ttie case with a majority of the
counties. Capt. Rowan's company of cavalry,
from this county, which was mustered into
scrv;ce on hnday last, contains several men
who voted against separation on the Sth of
June. Tbe maioriy of the men who voted tbat
way in lower Esst Tennessee will stand by
the State, now tbat it has separated from ths
northern and joined the southern Union.
