To Mr. Norris, Mr. Morgan repre
sented that he was in Memphis to pur
chase cotton, and wished to negotiate
for money. Mr. Norris readily prem
ised to advance him all that he might
want on bills of lading of cotton. This
seemed to be satisfactory at the time,
aud Mr. Morgan went out, to return,
However, shortly afterward, with a draft
from the Woonscckett National liaukou
the Suffolk National Benk, of Boston,
for thirty-two thousand doliars (i32 000),
which he wished to get cashed.
Mr. Norris informed him that be would
be glad to accommodate him, but would
have to send the dritfi on for collection
first or if he was In. immediate need of

son pavement was laid dewu. Unless

the very existence of the Nicholson pave
ment will become a tradition, only to be

how many were killed, and wo have
been anxiously awaiting to know how
many were yellow, how many brindles,
and how many had rings around their
necks. Ploase ask him to let ua know,

valuable information by telegraph. We
are on tiptoe to know when the next rat
killing will take place in New York;
how many each dog killed, and the name
of the winning dog. Information on
that subject will be highly prized by us.

Bear Sir: I am glad to hear that some
action is about beicz taken by the con
necting railroad interests of the States of
Tennessee and Kentucky in reference to
the construction of a rail route over the
oil parallel of latitude. I am ghtd to
tee It, and fur this reason :
I have been over the route, and have
inetrumentaily examined tho country
west of the Rio Grande, with the view
of ascertaining its practicability for the
construction of a railroad. I have ex
arnlnei much of tho ground between the
Mississippi river and the prominent Pa
cific ports, San Francisco and San Diego,
and very well do I know tho country
west of the Rio Grando and the Pacific
coast in the vicinity of the 321 parallel.
A rail connection from Charleston or
Savannah, via Memphis, Little Rock
and Fort Arbuckle, thence to the head
waters of the Red river, crossing the
Rio Graude at or near Old Fort Thorn,
thence via Fcrt Cummings, Tuson or the
San Pedro to the Gila river, down the
Gila to Fort Yuma, thence branching to
Ssn Franolepo and to San Diego, is one
of tho most desirable routes that can be
conceived of.
It gives a line of rail that can be ope
rated at all seasons of the year regard
less of enows or extreme cold weather,
and beiido the shortest rail connection
that can be ftuj'f throuoh the States
between any of the Aifintio "and Pacific
p.ir's, 3nd no greater length of road to
tu Jd than is yet required to complete
some of the other already partly finished
Union Pacific Railroads.
I would be glad if you will, on receipt
of this, give me a statement showing the
shortest rail connscti'sn between Charles
ton and Little Rock, and 8&vahnah and
Little Rock separately the length of
each connecting road, with their termini.
I would be glad to'promote tne enter

entitled to a fee of more than 11 vo dol
lars, the penalty for taking a higher fee
to be $50, ono half to go to the person
giving information of the violation of the
act, and the other half to go to tbo com
mon school fund, lussea, ana rererreu
to Committee on Judiciary.
A preamble and resolution by Mr. Tay
lor, of Carter, as follows :
Whereas. The Comptroller of the
State, G. W. Blackburn, has transmitted
to this House, without authority, a mes
sage of instructions, an act unwarranted
by precedence; and whereas?, the follow
ing assertions is made in said communi
cation: "I went to New York, and, as
Comptroller of the State, gave unquali
fied aeeurances from his Excellency, the
Governor, and the State Legislature,
that the public debt would not be in
creased, but leesened ;" which assertion
not only attacks the honor and voracity
of his Excellency, the Governor, but the
members of tho Legislature also; and
wheroia, said communication will en
danger the credit cf the State, if not cor
rected, and wcrk to the advantage) of the
bond specu'atots; therefore,
Be it resolved by the Qentral Assem
bly of the Mate of lennessen, That the
action of the Comptroller in writing eaid
communication, U an ineult to this body,
and dt serves condemnation.
Be it further resolved, Thai, the State
of Tennessee will meet her liabilities, it
matters not what may be the' amount, eo
long as there is a doll&r iu the treasury,
or property in the Stte eo'ojuct to taxa
tion. Mr. Jordan moved to Btispend the
rules to take up the resolution. Tho mo
tion was lost, and the diecutsion on the
subject postponed till Monday.

Senate Joint resolution 100, instructing
the committee raised by Mr. Poeton's
resolution to investigate the manner in
which bonds liavo been issued to rail
roads, and whether or not the railroad
companies that have drawn bonds have
complied with the laws making tho ap-propriatlous-aad
the internal improve
ment laws or tne btate, mu report to tne
Genersl Assembly. The Speaker ruled
that tbe resolution was in order, although
it had the appearance of being out of or
der in consequence of thei committee
having already reported.
Mr. itoaen mousrut the matter ought
to be investigated, and held that the
people of the State at large as well as
the Legislature, would bs anxious to
know about trie issuance of those bonds.
Mr. Taylor, of Carter, contended that
there was no such committee In existence
now, inasmuch as it had bees cre&tpd for
a epecial purpose, and b'acdDg fulfilled
tne ociect lor wntcn it watt created, was
necessarily dissolved.
Mr. btone was cf tue same opinion.
Mr. Cardell made a noliit of order to
the erftct that the deoston of tho Speak
tr was not made 6u iho question raised
by Mr. Taylor, of Carter, and therefore
ell discussion waa out of order.
The Speaker theu decided that if the
resolution bad originated in tho Hcuso it
would be out of order, but as it came
from the Senate it should ha disposed of
some way.

of 33. to 27.
The resolution then passed.

Court decided that from tho evidence

quently there was no illegality in tbe
transaction under tbe existing laws of
Congress relative to traffic in the above
mentioned money.
The jury, after a short retirement, re
