The people of the northern por tion of Shelby bad always assisted in public enterprises whoroby their neigh bors were to ba assisted, and now they cams and asked that they wcu d so deal with then as that they would be enabled to make a high way to a good market, tftwhich at ail seasons they could ehlp Aelr produce, and by which they could always be in communication with Memphis. Twen ty years ago this railroad was projected, and in that lime they had soen the Ohio road built near enough to them to show the importance of railroads, but too fcr off to be of any service to the river counties. The Doctor pictured at length a.id very forcibly the beauty and produc tiveness of the country through which the road will pass, givirig sueh statistics aa the Appkal has laid before its readers in the many editorials and other matter printed in its columns in behalf of this important enterprise. The Doctor fin ally appealed to the Commissioners for tha aid aaked. and honed thev would speedily grant it, and so set an example that the other counties alont: the line would not be slow to follow. He closed with a merited complimsnt to Mr. Mitchell, whom be characterized as a gentleman fully and entirely vorthy the posulan he occupied, and worcny the esteem of hia a-sjclates. President Mitchell followed, and iu a well cossidered and thoroughly -exhaustive speech, laid before the Commis sioners the benefits to accrue to " town and country," by the construction of this important highway. He recited the productiveness of tho river counties, tho character of their people for thrift, in dustry and intelligently well-direpted labor. He pictured their losses sustained by the want of tbi3 railroad, and showed how Mempbfc was to prolit from a trade now in great part lost to her. He re ferred particularly to tho fact that much, indeed, mobt of that trade now fouud its way either to bt. JyHiw or .Louisville. In reply to a question from Commis sioner White, he stated that independent of State aid it would taxe $470, wu to construct the twenty-two and oue-third miles of the road running through bhelby county.
