The Board of Aldermen have de termined to come to a conclusion to day as to the disposition of the city stock in the Memphis and Little Rock Railroad. But it is the worst misfortune of n people to atteinxt the sham of seir-governiuent at the dictntion of the vanquishers! Sneh a fiovernment would be theirs, and yet they would force us to declare it to lie ours a parailox at once monstrous and corrupting. All dis astrous consequences would he caused by alien force ana fraud, and yet our people would assume the respoaaibility. How shall x answer the stiamefa! accusation, when brought face to face with calamity, that we brought it on ourselves as our own act ? For such reasons, which we have but imperfectly sketched, Mr. Ste phens thought, and many porsons agreed with him, that masterly inactivity was inueea tne only cnanoe tor the preserva tion intact of our self-respect. Mr. Stephens is still of the opinion that Cassive conduct is the better course. That i: We should obey the laws and the Con stitution as they stand and so long as they stand, ne should olfer no violent onMsltion to the authorities; but, while obeying them, no affected approval should oeuiveu of anvthing we believe to be wrong. The ballot !ox. much as it has been abused, is still potent for the cnr of political evils. To doit wo should look for a restoration of liberty. Hut it can never come in any other way. The principle of local self-government, as a sovereign right, was the foundation of American Independence. Massachusetts was the first to start it. If she fails now to sell, it will Is- taken for a confession by press and public that there is no pressing, and, thi-refore, no possible future ne cessity for selling. It is unsafe for those to be reckless in testifying who are careless of the truth of their statements. And it ia also a hazardous venture for two par tisans to testify independently in re lation to tne same lacts. A govern ment officer sent to investigate certain troumes in Hancock county, Georgia, In his report says: After careful inquiry, it is my Ann con viitiou that the white citizens in the vi cinity adjoining Hanns-k aud (Greene counties are determined to drive away the colored men lor the purpose of securintr their share of ihn crrqm, and that to this end a great many outrages ami murder have been committed, and that no colored man can sw-tire justice from the courts in the nciglilsirho.nl. And the Radical newspaper which contains his report says editorially in the same paper: The plsnters in Warren county are it is said, likely to lose the greater portion of their, at lesl, scanty cotton croj tor want of laborer to pek t heir cotton. This county has the Been viable noto riety of being headquarters of ku-Klux desperadoes. iu toe counties not infested bv these villains laborers are plenty. This "is as we expected, and the form of revenge being taken by the colored men, in leaving the ounty, is right. The Augus'a Chronicle tutd Sentinel comments as follows on these two in consistent statements referring to tle Mine section and people: It is very clear that either tho state ment of the olllcer or the editor is false. One says the negroes have been 'driven off by the planters, who thus secure the ne groes' share ot the crop; the other says the negroes leave to revenge themselves upon the whites. We have the best reasons for saving tbst both statements art untrue. So sane msn can believe that planters would drive off their labor at a time when it is more indispensable and more valuable than at any other period of she year, or that the negroes themselves would, to sny considerable extent, leave voluntari ly and abandon their share of the crops. When falsehoods are intended toaccom- eUah a given result, thev should not only e consistent with each other, but be con sistsut also with surrounding circumstan. j oes and facts. Pa tient and affectionate, sh" lends her little charge till it passes the age of nursehood. The carelessness of nurse maids, w hich has given J'unch subject for caricature and Hood matter for song, is in China ab solutely unknown. Could we but provide ourselves with servants of this class (and a correspondent suggests in another col umn a means whereby it may be done) we should tJ blessed among American com munities. They would be a social and do mestic boon. A charge was circulated during the war that certain silverware was taken by Gen. Grant from the house of Mrs. Cox, of Holly Springs. Upon what authority the charge w as started, we have never known. We liave re cently seen a statement contradicting, so far as the Grants are personally concerned, and charging that the sil ver was taken by the troojis as was the common practice of the Federal common soldiers wherever they went in the South. Among the missing articles was a silver waiter on which w as engraved "Mary Annesley, I menhe stock of 175f," w hich was the property of Mrs. Brewer, the daughter of Mr. Cox, and grand-daughter of Mary Annhs- ley. We -ubjoin the following in teresting statement suggested by this loss, which is taken from the Augusta Chronicle and Sentinel: Mary Annesley was the wife of General William Moult! io he who planned, eon. stnicted and successfully defended the fortress on Sullivan's Island in lTTH from the attack of the British licet and land forces under Kir Henry Clinton, alter Alai. Goa. Charles Lee had pronounced the place indefensible and counseled its aban donment. Who does not remember the reply of Moultrie when Iee assured him that the British llect would knock the fort to pieces in thirty minutes." "Then," said Moultrie, rising to the sublime granduur of his noble character, "then we shall light them behind the ruins;" and alter s moment's panse c.ilmly said: " I am not uneasy; we shall heat "them off." Moul trie was right. This little fort, construct ed of Paimotln logs and sand, which the experienced Leo. pronounced " but little lietter than a slaughter pen." successfully resisted a fierce bombardment of more than ten long hours. At half past ten o'clock on tho morning of the :2Sth of June, 177. the battle lsgun. In the British llect. consisting of fortv or fifty sail, began the attack bv a tierce" lire on Moultrie's littlo work. The fort mounted only thirty-one guns, and the garrison consisted of four hundred and thirty-five men, rank and file. The Brit ish men-of-war mounted over three hun dred guns ami the whole British force was over live thousand men. Ft was during this memorable fight that a shot cut away the American flag, when a shout went op from the British fleet, who thought that Moultrie had surren dered. Then it was that the heroic Jasner mounted the ramparts and replaced the under tlie concentrated lire of the whole fleet, in the afternoon. Moultrie's little sim ply of ammunition having failed, he sent to Lee, then in Charleston, looking on at the apparently unequal contest, for more Siwrfer. This request was refused, and onltrie advised to spike his guns and retreat. Gov. Kutledge, however, admir ing the gallantry of the noble soldier, sent him seven hundred pounds, and in a few moments the little fort was again lielch ing forth its deadly hail upon the British fleet. Then the enemy's tiro Lean n slacken, and in a few moments the whole lleet Is-ufHii to retire except the Acteon. of iciu -cigiu guns, wmcn, inning heconie disabled, was abandoned bv her crew and set on fire. The American loss was eleven killed and twentv-slx wounded. The British lost in killed and won nded. two hundred and twentv-five. Mary Annesley. 1753." These simnle words start a t rain of thought which must thrill with pleasurable emotions every Amorioaii bosom. Mary, the loved and trusted wife of the great ami good Moul trie, how dour her memory to all her de scendants, and how poignant must be their grief at the loss of this little waiter, a dear relic of the misty past, which hears un Its time-worn surface those simple words.
