Mayne rented a bouse in Memphis for Jue to live in: came every week lo see me, when I did no; go to see him iu Arkansas. Mayne paid Ihe rent regularly of the house I lived iu at Memphis. It matters but little lo them how many cubic feet of mud or gallons of water flows by them or w here it may go to, so long as they are annually inundated. What they want to know is bow io prevent il, ami as at! these hcieniiiic calculations avail nothing, nor never wiil be of any benefit, they want something that is "practical, something that will relieve them from these annual floods. In other words, all who know anything alsmt the Mississippi river, know it is a practical and not a scientific problem, aud iu that light I propose to deal w uh it. In the flrst. place, it may le proper to not ice a few ot the most palpatio and dangerous fabrications these writers are attempting to fasteu on the country, not fiom practical facts, but from the u.ime of official authority they keep before the count rv to bolster up their lallactes and 1 mean no other than the report of Capt. Humphries, so often quoted and pulled up as authority ley men in conven tions, who are ignorant of the tacts per laming to the Mississippi river. As an ev idence of this, we have only to refer to the reports, page-IH-t, ot the proceedings ol the commercial i onvemio.i held in this city last May. In recommending ttiat miserable levee system as being " safe aud reliable, when at the same time every person who has any practical knotvledg' of the Missi-sippi river not only knows that there never was any reliance iicthe levees as a permanent barrier against the water, but that it has filled up half the island chutes, tilled up the bottom of tin river and raised Ihe water several feet higher in the river in fact, made low lands where they were once high, ruined the country, bankrupted first the individ ual PHKaple and secondly tiie river coun lies to keep them above the water, then taxed the States until beyond their con trol. And, with all these" beta, they are now asking tiie Federal Government i. shoulder their pel scheme. Not sati.-lied with that, the report adopts Capt. Hum phries' own language, which says: "It has been demonstrated that no advan tages can be obtained eiiher by diverting tributaries or constructing reservoirs, and that the plan of cut-offs, and of new and enlarged outlets to ihe Gulf, are too cosi ly and too dangerous to lie sttemped." "Now there is not one word ol truth in all this, and I defy Mr. Humphries or any one else lo show wiiero there has ever been even an attempt to do anything of the kind. The very reverse has been the practice in building levies, stopping up natural and many powerful outlets, rais ing the water in the river, then breaking and not only washing away the levees, but valuable plantations- yes, in one night, sweeping away the bluest toil of years.
