Among rhe mass of bnsiuess transacted in the Hon.? to-day was the reception of the joint resolution by Mr. White of Haw kins, who has the reputation of being a particular friend of Johnson: - Whereas, Section 10, article 2, of the Coustmniou of the .Suite of Ten nessee provides that no Senator or Representative shall, during the time for which he was elected, be eligible to any office or place of trust, the ap pointment of which is vested in the E"cuiive or General Assembly, ex cept to the office of trustee of a literary in.sUttiUoa; and Whcna, Hon. The resolution to be coni-ldfred to morrow involves a question long since decided lu the case of John Bell, of this State, and Judge Trumbull, of Illinois, i the former elected to the Senate while member of the Legislature. The latter, while Judge of the Circuit Court, in the case of Marshall, of! Illinois, prescribed that no man oc cupying the bench could be eligible j to any office during the time for ! which he was elected Judge ; yet I both Senate and House decided that no State eould suspend or add to the qualification of members of either j House of Congress Both resigned j Judgeships before being candidates; yet their cases were contested and decided. The Senate lost no time in j sustaining iu powers, and vindicating MM eligibility of B !I A bill chartering the Cotton Planters' ; and Factors' Bank of lennessec, ol ; Brownsville, was introduced. j The contested election case of Flem- I ing v. There should be some expression of opinion from the presses of the State. H is a misnomer in this view to style the bill an "act for con vention of the isjopte," it should read "a convention of the so-called loyal ist." The Senate may need a little prompting in this matter. A bill by Pearson, authorizing Conven. tion, was introduced and referred. It will not interfere with original bill now under discussion. In the lower branch of the Legislature to day, Mr. White oflered a preamble re citing the following clause of the Con stitution of the State of Tenneasec; " That no Senator or IiepraaentaUve shall, during the time for which he was elected, be eligible to any oflBce or place of trust, the appointment to which is vested jn the Executive or General Assembly, except to the office of trustee ol a literary institution." Following this was a resolution de claring the election of Henrv Cooper, a representative irom Davidson coun tv, in the State Senate, to the United Statea Senate, illegal and void; and providing lor a Legislative Conven tion at a future day to elect a Senator in his place. A convention of about fifty ladies of New York was held yesterday at I'm kard's room-, to perftvt an organ ization called the Woman's Council of New York. The leaders of the move ment state that this meeting Ls pre liminary to a convention composed of representatives from ail parts of the country. The proposed object of the organization is the development o; ecouoiiikui, educational and moral interests, and disclaims all connection with the Woman's Rights party. The Jlerald's special says the de cision of the United States Commis sioner in the e ise of the officers of the Cuba is regarded as very favorable to I the Cuban cause. The Spanish Min ister is disgusted, and the spies from New York have gone home. The weather last night was the coldest of the season. At a meeting this morning of the Stockholders of the Hudson River Railroad, held in this eity, and those ; of the New York Central, held at Albany, the agreement for the consol- I idation was ratified.
