The undersigned, members of the ! and the Home of Representa tive, representing the Srate of Ten nessee, in behalf of the loyal and law abiding citizens of the United States in said State, respectfully memoralize the Congress of tne United States and n Mamml that the election lately held (1 State, on the fifth day of Au- int last tiast. for the choice of Uov- eruor, members of the General As- sembly. and other officers required to be elected in said State, was not con- ducted and carried on in accordance u ith the Constitution ami laws of said State, 1 ut wholly m disregard inereoi, in this: that tne governor omie uiau-, Id m self a candidate for re-election, arbitrarily and without cause, remov ed all or nearly all of the registers in the State, the" officers whose duty it v. us to register the legal voters and to hold the elections, nnd in their places npiKinted others, who register ed and allowed to vote, persons whol ly regardless of the Constitution and law-,, with the following Magog other resit. i-. That youth- under the age of twenty-one vears, in contravention of saitl laws were permitted to vote in lid election. 4. That false and fraudulent votes i counted as having been cast in many counties in excess of the legal voters therein. o. That in nearly all the counties of the State, threats, intimidation aad unjust inlluence were used to de ter, and which did deter large num-ler- of good citizens and legal voters from exercising their rights at such election. ;. From the Nashville Union and American of Tuesday we copy the fol lowing in answer to the above ma liciously conceived and infamous doc ument: We print elsewhere to-day the remarkable memorial of Horace May nard and his co-memorialists to Con gress, praying that body to upset the State eovernment in Tennessee. This last specification, which Ls the -eventh, contains the gravamen of the liillof indictment against this State. Fortunately we are not without the proof to show that this charge is ut terly groundless. It is admitted even j by ltadicals, that the Supreme Court by its decision at Brownsville restored ; the rights of the ballot to at least ."state, hvery man at all acquainted with the people of the seventy coun ties we have included in our compar ative table.knows that they contained largely over MM citizens who were entitled to vote under a fair and just construction of the franchise law, but were denied registration upon one pretext or another, the real reason, however, bting that they would not vote the Radical ticket. It was for this refusal to register men clearly en- titled to vote under " the constitution and law" of the State, that Governor Senter removed so large a number of registrars. This statement of facts figures copied from the official records in the Secretary of State's office com pletely disproves the assertion of Mr. fin Mi J mud and his co-memorialists, that the August election was carried by fraud and illegal votes. That having been disposed of, the whole memorial falls to the ground as a piece of malignity hatched up by a set of men who feel that their tenure of office will soon close, if they cannot get Congress to repeat the Georgia outrage upon Tenuessee. There is one point in regard to fraudulent registration to which we desire to direct attention in this con nection. In " loyal East Tennessee " we find that the registrars appointed by Gov.
