The Judiciary Committee of the House ol Representatives hasreported a bill the ohject of which iso throw as manyrestrictions as possible on the removal of alienage disabilities from immigrants. First disfranchising as many Democrats as possible, on tli -absolutely false aud shameful pretext of disloyalty, and next enfranchising :t.- many negroes as possible, they have done much to strengthen their party by -hutting ut many of those who vote against Radicalism, and taking in the negroes and all they can who lor it. Democrats vote against them. And foreigners who have fled to our chores from EurojK'an despotisms al-Luo-t invariably vote with the Demo crats. The motive to prevent theau meiitation of their numbers as quali lit voters is plainly partisan sind very evident. Almost every loreigner nat uralized i- an additional vote against their tyrannous usurpations and pol icy ; for those who have fled from ty rants, by a natural instinct affiliate with the lovers of democracy and lib erty. If this passes, it will stop al! naturalizations lor four years to come, and make the removal ol alienage dif ficult forever after. The New York Tint" pves the following summary ol its provisions: I'roceedinj."' for naturalization must be takeu belon the United States cir cuit or district courts, or where there are not more than two terms annually ol these, before the L'nited 8tat-s court of highest jurisdiction of the state. The no tice is to be tiled, but ojien for inspec tion or copying. After four years' subsequent continuous residence in the United S:ut-s, he may apply to oneot the court- named for admission to citizen-hip, at least twenty day?- be fore tin- term or session thereol. He must have lived in the State for the previous six months, and in the dis trict, county, or arish in which the application is made lor thirty days. And he mu-t produce one- or more credible citizens who can testify to all the foregoing jarticulars, as also to his moral character and fitness generally tor admission. Any citizen may pro duce opposing evidence. If the court i- satisfied in the applicant's tavor, it will give him a certincatc of naturali zation, to take effect six months th.n after, and so stating. All naturalization on the old plan U ingalolished,it follows that no persons an be naturalized for four and a hail years after making his application M provided fur, and not then until, after having gone through the dilatory pr---'' one ol the highest courts, so crowded with applications that his case may not le reached for another year, or even more, he finally pro cures the order of the Court, and his certificate of citizenship. This will also be attended with no little expense and trouble, and .prevent many lroui making application. Besides the pas sage of the bill as it is offered will an nul all previous declarations of inten tion, and even those who have taken steps will have to begin again, belore a different Court, and in a different manner altogether. And, taking into view all the obstacles, we may regard it as certain that it will take an aver age of five years to procure naturaliza tion paper-, and that lew will do so after the passage of this bill. This is doubtless tin- object intended by it. THE negroes in South Carolina, Georgia and Mississippi are beginning to see that it is equally unnecessary and unprofitable to them to snstain as leaders their white Radical pretended friend-. Without them they know the white native ami imported vam pires could not subsist an hour. They, and not their leaders, consti tute the strength of the Radical party in the -Southern States. In the elec tion of Rk I they have gained one not quite so dark-colored as to le duly typical of their race; but it will do lor a leginning. In the choice of "Wright, a negro, to the Supreme Bench of South Carolina, over the white adventurer and spoils hunter, Hoge, another point is gained. From the same State they are likely to elect to Congress WU II I IB, a coal-black darkey. In Georgia the Augusta (Xmst'tutionalisl insists that though the white Radicals are more numer ous the negroes constitute the back bone of the party, and urges their claims for that State as follows The Georgia blacks have an unques tionable right to demand that a sub stantial share of the high offices of 1 he nation" shall lielong to them. We therefore suggest that the Hon. Aaron Bradlev. late of Sing-Sing, butof undoubted loyalty, has a perfect ritrht to insist upon at least one Sen atorship. indeed, he has a further right to claim that thLs distinguished 'place shall accrue to himself. Indeed, it would lie rather a good thing if the National Congress could be r rammed with ne groes from NCI) reconstruct State. The tiery civilization of the Anglo Saxon is fast destroying them with its unnatural experiments, just as moles are exterminated by leing thrust into the sunshine. It is now or never with the negro. Aud so, we insist that Bradlev shall take time by the nape of the neck, a- well sis the forelock. Present those yellow kids, Alpeoria, to Benjamin Uonley as a i keepsake; and, it needs be, go for the Senatorship without shrinking aud ithout gloves. The merchants' banquet to the members of the Legislature and State Convention, at the Maxwell House in Nashville, Tuesday night, was a dis tinguished success. There was not only much to eat and plenty to drink, but eloquence withal flowed with the wine. Our Nashville eoteni)oraries of the press are in ecstacies over it, and call it a "feast of reason and a flow of soul." Hon. Dorsey B. Thomas, of the Senate, uttered a sound sentiment which we should be glad to see heeded ! a little more in certain quarters. He i said to merchants t While the Legislature has sought to '. remove the invidious discriminations ' that ha veal ways Uvn madeagaiust the interest you represent, 1 should hang j my head in shame, and never again ' show myself to my constituents, if I could for a moment believe that I had ; forgotten the interest ot tne bare-loot-i ed hoy of the hills and hollows, or of the interest of any itortion of Un people of our liberal State. "Equal rights and protection to all" is the on ly true motto for Legislatures. Upon this basis alone can we prosper; upon this basis alone can all our material interests be fully develoed. If we have to help build up the fortunes of enterprising merchants, let us have them of our own rather than in dis tant cities. This covers the true ground. Mer chants ask no favors not accorded to other citizens. And other citizens should ask no protection or advantage not accorded to merchants. Perfect equality in bearing the burdens of government, and the payment of taxes according to the means of individuals, should be a rule inexorably lollowed. Beyond that, taxes derived from priv ileging pursuits and business, which is endurable, but against public policy, should be devoted chiefly to public improvements and to the encourage ment of manufacturing enterprise in this SUite. Wc get deep into errors, and fall upon mischievous ills, when we depart from the principle of ier fect equality in taxation. What is useful should be taxed equitably and not otherwise. What is pernicious should be prohibited and punished; or, when it cannot be suppressed, li censed. The Cincinnati Chamber of Com merce has, by a unanimous vote, con demned the Tariff schemes of General s -hence. A considerable jiortion of that body are Republicans, who are divided in the West on the Tariff question, though the Chamber of Commerce wa united. They will combine with Democrats to protect their own interests. The West will unite with the South as the only rem edy against the exactions of Eastern manufacturers. Congress will attempt to conciliate Western wool growers and Southern sugar planters to no purpose. Protection has a hungry maw, which cannot be satiated. Pro tect one business and one class at the expense of the tax -paying people, aud a hundred and one more will rise up to claim the aame protection. The consequence is that the people are op pressed with such favors, and tariffs liecome too costly to the consumer to be patiently bona. The Republican party iiiu-t give up its principle of tariffs lor protection, and come to a" tariff for revenue, or it will fall in the West. If it goes for revenue alone, and that not in excess of the wants of the Government economically admin istered then it will fall for want of the spoils. Is a speech lielore the Alabama Legislature, made by our townsman, Major S k es, he stated that the north ern counties of Alabama contain coal enough to pav for all the railroads' of the State, built and projected. His road completed, and the Batata road running into our city, will injur in an abundance of fuel, which, in compe t i t ion with the river, will bring prices down and give an additional advan tage for manufacturing purposes. Fifty thousand dollars have been sub-cribed by the town of Middleton, N Y., for the establishment of an in sane asylum to be under the charge of homeopathic physicians. In this large number of new isues there have lieen many val uable contributions to history, biog raphy, science, travel and art. While hooks of all kinds pour from the En glish press, and iu every branch of inquiry there is exhibited great ac tivity, our American authors ha ve been doing but little. A learned young German, Dr. L. Rrentano, who was in England last season inquiring into co-oerativc as sociations and trades unions, and who fjund in the city records, etc., for gotten facts in the history or associated lalxr, is writing, for the lateToulmin Smith's " English Guilds," a review of the whole history and develop ment of guilds, from before the Middle Ages down to our day. Prohssdr Cox says the coal of Clay county, Indiana, is worth about $6 000,000.000. Clay county can pay off tbe National debt, buy Cuba and Can ada, and have enough left for an oroide watch-chain. A rolling mill in Pennsylvania has rolled out a finely-polished sheet of iron three feet long and twelve inches w ide, nnd weighing but three and a half ounces. It appears that he has nearly ready for the stage a new opera in five acts, which he himself considers his vJiej T icum: A New York dispatch of yesterday, says that at a meeting of the Board of Education on Wednesday, a letter was rmd from the Trustee of the Sevent i Ward, recommending that the ancient Irish language le taught in the public schools. It is understood that the bill pro. posed for making a department of the lnternnl Revenue Bureau differs from the provision in the Tax Bill that the proposed bill provides for one As sistant Commissioner, and certain heads af divisions. The former bill provided lor an Assistant, and six Deputy Commissioners. Santa. Anna was' in Havana on the Hth, en route for Vera Cruz, but the Cap!. tit. General refused to permit him to leave on the vessel bound for that tKirt, aud ordered him to quit the Island. The old fellow had been in Puerto Principe, and may have been an object of suspicion to the Span iards. Judg-3 Usher, ex-Secretary of the In terior, was before the House Commit tee on Tuesday, and made an argu ment in favor of the House bill, entitled " a bill to authorize and aid the Kansas Pacific Railroad Company to extend and construct its railroad and telegraph line to El Paso, New Mexico." A dispatch of the 1 "th instant from Minnesota, says the preliminary sur veys for the Northern Pacific railroad are being pushed forward with all pos- si I ile dispatch, rive parties are now in the field, and another leaves next Thursday. Reports that couriers had been dispatched for the survey to be suspended until lurther orders, are in correct. The Erie Railway Company, James Fisk, ji., and others have been sued and enjoined in Common Pleas. In regard to the Tueree Temptations, be ing played at the Grand Opera House, another action is pending in the Su preme Court, ls?fore Judge Barnard, in which the parlies are reversed. The arguments on the merits of the latter case will lie heard to-morrow. On the 12th inst. the Virginia House of Representatives adopted, with a few dissenting votes, a resolution de claring that it is not expedient to elect any jtenton to any office that is dis qualified by the Fourteenth Amend ment. This resolution is in answer to t be suggestion contained in the Gov ernor's message, that if, in view of the scarcity of competent jiersons, the Leg islature -hould elect some who are dis qualified, it should accompany the election with a resolution asking Con gress to remove their disabilities. Senator Revels, the new colored isenator from Mississippi, remarked on Monday that his State would prob ably have been admitted by this tiiU'i but for the bitter personalities which prevail in the Houe and Senate. Rev els said hedeprecates these things. He is sorry to see the Senators and mem bers forgetting the high duties of statesmanship and stooping to low personal attacks upon each other. This is not the way, he thinks, to dignify the position to which they have beeii elevated by the people. At a recent meeting of the Lyceum of Natural History, New York, spec imens of syrup and of sugar made from potf.toes were exhibited. It was asserted that syrup and sugar can be made at a low cost from the refuse of potatoes, after undergoing distillation to obtain spirits. Potato syrup, it is reported, is used extensively by con lectionera, and that the sugar has been introduced into the manufacture ol lager- beer. A factory has recently oeeu esuinnsnea in urooklyn, and potato sugar is produced in large quantities. Just before leaving Boston, Prince Arthur sent to Miss Minnie Sherman, daughter Df General Sherman, a chaste and costly gold medallion, having h:s likeness on one side and that of Queen Victoria on the other. Accompany ing the gift was a delicately worded note, in which the Prince begged thfit Miss Shermau would accept of tie medallion as a.token of his apprecia tion of the generous hospitalities be had experienced at the house of her father, and as a slight tribute to the beauty of American women, of which she was so striking an exponent. The successful manner in which the public lands are beinirsnauned unaml absorbed by the various subsidy schemes in Congress, is exemplified in the resolution introduced v Senator Nye, on Saturday, which proposes fo make a gift of a valuable island in the Bay of San Francisco to the Pac ific " way i ompany for a terminus lo that road. This island is owned by the Government, and held as a posi tion of military importance.
