IE3IPI1IS APPEAL
TUESDAY 3I0nX0, JOLT 20, 1874.
WHAT KAOICAI. KB JIKAXS.
U Uio white tax-paying people of
Shelby county would learn what Radi
cal rule means, we would refer them to
South Carolina. At the close of the war
the State debt was small, and the people
Trereiiotburdened'wi1i onerous taxa
tion. But the Radicals took charge o
the State and county governments, and
the result is Imikruptcy and ruin.
Every species or property Is confiscated
for taxes. From the very hour the car
petbaggerst;w'ent -inlo offlce, the era of
princelyjobbery and colossal corruption
was inaugurated. -The most shameless
jobs and swindles were concocted. The
imported rascals stole as long aa there
was .Anything to steal. The B-dical
governor of the State even forged ray
certificates to the amount of more than
three-quarters of a million of dollars.
He is now indicted for grand larceny.
But he is still governor of the State,
and the ignorant negro s upon
whose shoulders ho and his
basejfollowers climbed to power, instead
ofdeserting him, are clamorous for his
renommatibn, and the prospect is, this
indicted thief will be renominated and
re-elected. To show what Radical rule
means in South Carolina, and what it
would mean in Shelby county, we give
the following startling figures, which
we find in the Charleston JOnct and
Courier. The table below gives the
number of acres sold for taxes or con
fiscated to the State:

In only twenty-two counties 5S0,134
acres of land, equal in area to OGOequare
miles, have been sold or confiscated by
the State this year. For the two years,
1S78 and 1S74, as far as reported, the
sales aud forfeitures amount to 813,657
acres, or 1326 square-miles. In the
county of Charleston alone the sale and
forfeiture amount, this year, to 260,000
aere?, or 400 square-miles. The entire
amount of land In the State assessed for
taxation In 1ST3 is shown in the report
of the comptroller-general to be as fol
lows:.' arable and plough lands, 2,737,3S5
aerfe; meadow and pastuj, 2,2S5,0S7
aeree; wood, uncultivated and marsh,
11.S10.163 acres; total, 16,822,635 acres.
In two years the nles andJbrfeitures for
-oa-paynieut of taxes Savfe amounted to
848,657 acres; that Unc'are 'in1 every

guise of taxation. The maiden, in the
classical legend, chained to a
reek by the seaside, and looking
despairingly for the approach of the
monster to whose devouring throat Ehe
has been devoted, is but an. imperfect
type of the condition of South Carolina.
Hie doomed maiden was exposed to
danger appalling, indeed, but not whol
ly inevitable; for in dae time a divine
hero accomplished her deliverance, and
restored her to happiness and honor.
Had there been breathed upon her man
acles some demon-spell, which riveted
her chains forever, so that neither ap
pealing prayer, nor votive offering, nor I
heroic daring, might reverse the mut
tered oharm; but that she should sit,
through rolling years, the victim and
paramour of an abhorred monster
than, alas! she would have truly typi
fied the cruel fate of poor doomed South
Carolina. In the agony of despair the
people appealed to congress and the
P-esident, but Grant spurned
and insulted the poor, helpless
defenseless victims at his feet, because,
forsooth, somebody in the convention
which appointed this -committee had
dared to doubt his infallibility! Since
then 'the people, robbed and oppressed,
have silently awaited the approach of
the devouring monster, Radicalism.
Barrow has made them humble. Man!
fW indignities have quenched the old
fire. Radical office-holders are the same
everywhere. What has occurred in
South Carolina will be repeated InShelby
county, should the white people on the
s-rth day of August next, by their leth
arey and absence from the polls, permit
the election of the negro Jtadical ticket
Oar county jail, erected while the Radi
cals were Inpower, at acost of nearly half
amlflien cf dpUars, is standing mon-
.ument of the corruptions that would
be inaugurated should the sameparty-se-cure
"power in the approaching election.
The above figures proclaim, in no uncer
tain language, what Radical rule means
In South Carolina. The people of Ten
nessee and Shelby county have learned
to their sarrow what Radical rule means
in uiis btate, and If they would avert I
tms impending ruin, they will lock i

sMeWa, and in a eolld and impregnable
phalanx-march to the poll on the sixth
dayof August and drive away the ob
neene birds now hoarsely croaking for
ofllee, far plunder, and for an oppor
tunity to squander the people's funds,
paW not;by themselves nor their gang,
but by the white teople, who they seem
t think are fit for nothing but to pay
tx for Radicals to steal.

satisfactory an example in the disestab

Therefore we do not care to burden our
columns oraflllctour readers with a
mere rehash of the dissensions and dif
ferences which divide christians into so
many sects and parties, and which to
each and all are irreconcilable, upon
which in fact they have tacitly agreed
to disagree. Wo will give "Reader" the
same space as "A Priest of St.

In allowing the discussion to take so

remains unanswered yet.
MEMPHIS AND THE TRADE A!
TltAYE- OF TOE WEST.
The railway distance from Memphis
to Jefferson, Texas, would Le lessened
forty-one miles by the construction of a
direct road through Camden. It costs
forty-flro cents per bushel to ship corn
from St Louis to Arkadelphla, and
fifty-five cents to Camden. If the road
from Memphis were built to Camden
these freight charges would be lessened
more than one-half. Steamers from Ft.
Louis, even supposing these farmers'
supplies for Arkansas were still bought
in that city, would transfer them to
Memph.sby water at nominal cost, and
from emphis to Camden the distance
would be ly two hundred and forty
miles, vr"! ile from St, Louis the railway
distance is four hundred jand forty miles,
People along the route of the Cairo and
Fulton road are as anxious as those
about Camden to have the competing
Memphis road built Our correspond'
ent, who was at 'Arkadelphia a few
days ago, on the line of Allen's road,
writes that the county of which
Arkadelphla Is the capital will
invest certainly one hundred
thousand dollars in tlin Memphis,
Sevall'8 Bluir, Camden and Jefferson
road. Memphis merchants should know
that while Allen's road penetrates some
of the poorest counties of Arkansas, the
proposed Devali's Bluff and Camden
line will penetrate the richest lands of
the State. Each mile of this road will
add one thousand bales to the number
annually sold in Memphis. Moreover,
the shortest possible route from New
York to Jefferson and Shreveport even
now lies through Memphis, Chattanoo
ga, Bristol and Washington City. Tas
sengers cross the Mississippi without
knowing that it exists, and the people of
Arkansas and Texas are just beginning
to leam that they can get to heaven
-without crossing the big bridge designed
to dam np the Mississippi, and prevent
cheap access to the sea. Everywhere
west of Little Rock energetic merchants
of St Louis circulate St Louis newspa
pers and St. Louis bridge maps,
and though the Appeal reaches
Texarkana the day of it? publication,
and St Louis papers a day later, Mem
phis merchants take no advantage of
the fact, and these western people, save
thoeeiSthat read the Appeal, do not
know that Memphis is the best cotton
market in the United States, or that
Memphis merchants will duplicate any
bill filled ii a fit Louis grocery or dry
goods establishment Why should
Memphis surrender the trade of a coun
try to St Louis which is forced to sell
cotton in Memphis, and from which
farmers' supplies may be forwarded
over the Memphis and Little Rock road
at half the freight charges imposed by
Allen's St Louis lines.
The following tabulated statement of
the indebtedness of the various leading
cities of the Union showing their public

The barbecue at Barllett to-lay will
be an old-fashioned, old-time gathering
of the people, something tho like of
which we have not had in Shelby county
incelS61, when the questions which led
to separation were under discussion. Any
such enthusiastic meeting as this will
be we have not had hire in years.
It is expected that Governor John
C. Brown will be present, and that the
following-named gentlemen will be
among the speakers: Hosea Towneend,
chairman of the executive committee:
T.W.Brown, Tom Avery, W.H. Ste-
pnens, u. J Wright, A. J. ttouah,l T.
Cass, M. J. Wright, It. F. Looney, Jno.
w. uarmacK and J. W. Eldridce. The
candidates, itis expected, will also speak,
and, like those above named, confine
themselves strictly and rigidly to the
questions of the hour, to the exclusion of
btate or national affairs.
A telegram from Little Rock asserts
that Governor Baxter is reported to be
very angry at the action of the conven
tion In announcing that all the officers,
from the lowest to the highest, shall be
elected, as his Democratic friends had
been promised that his term of office
should be scheduled over by a constitu
tional provision. Persons who have
conversed with him say ho threatens to
disperse the convention with the militia
if it interferes with his term of office.
The Democrats held a caucus Fridav

of the convention could be reXIed upon
to disband the militia, and thug prevent
Baxter from interfering with them. If
this statement be true, it proves Baxter
to be unworthy the support of his peo
ple. We confidently look for a contra
diction of it.
Thk London Ittegraph, of the fourth
instant, announces that arrangements
have been made between the proprietors
of that paper and Mr. James Gordon
Bennett, proprietor of tho Niiw York
Herald, under which an expedition will
at once be dispatched to Africa with the
object of Investigating and reporting
upon the haunts of the slave-traders j of
pursuing to fulfillment the magnificent
discoveries of the great explorer, Dr.
Livingstone, and of completing, if pos
sible, the remaining problems of Cen
tral African geography. This expedi
tion has been undertaken by and will

A circular to the voters of the tenth
chancery district, composed of the coun
ties of Madison, Hardeman, Haywood,
Lauderdale, Tipton and Fayette, and
signed by all the.Jawyers of those coun
ties, urges the re-election pf Chancellor
Henry J. Livingstone, of whom they
say that he i3 patient and untiring in his
labors upon the bench, and in theinves
tigation of cases arising before him; he
possesses unbounded energy, and an ex
ecutive ability and management which
insures dispatch of business; so much so,
indeed, that hut few causes are now upon
uie aocKets or his courts of Jong stand'
ing. We hope, in deference to the gen
tlemen of the bar, who are certainly the
best judges of Chancellor Livingstone's
fitness for his position, the voters ofthe
tenth district wlU'. f Select him. HeJs
certainly the man for the place.
It is very painful, but It .is a fact,
Jersey City has furnished the latest cler
ical scandal. His name and style is
Rev. John S.Glendenny, and he is pas
tor of a Presbyterian church on Prospect
avenue, Jersey City Hights. His victim,
whom he seduced under promise of mar
riage, is Miss Mary E. Pomeroy, a mu-
sic-teacher and organist of his
church. It is a plain case, and the rev
erend scamp will have to "go west," as
Kallocli did. There's no help for it now,
We are glad to know and to be able
to state that the chamber of commerce
is perfecting arrangements for the pro
per reception of the delegates from
Galveston and Shreveport, of whose
arrival we shall learn to-day, so s to
advise our readers to-morrow. Our
merchants are alive to the importance
of the visit of these delegations and will
put their best foot foremost on the occa'
siou of their visit.
The Cincinnati Commercial says it is
held to be a high compliment that Pius
IX should have said to the American
pilgrims that "America to-day is the
only country in which he is really pope
in the eyes of the government" But
supposing he should ask "recognition of
our government as a temporal prince,
